HomeMy WebLinkAbout1961-05-08 Board of Public Works Minutes May 8, 1961 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Secretary Ames, Board Members Leonard, Hodson and Watt and Superintendent Welch. Minutes of the previous meeting read and approved as amended. Mr. Hodson brought up the subject of the Salary Schedule. Action was withheld pending the outcome of a meeting between the Personnel Board and the Board of Selectmen on May 8. A discussion was held on the Article in the Warrant pertaining to authorization and issuance of $180,000.00 bonds to be used in conjunction with the previous authorization of $300000.00. Each Board Member expressed his opinion. Mr. Ames moved that the Board take steps to prepare a motion to raise and appropriate $$,000.00 to review the plans as outlined by Weston & Sampson and it be inserted as an article in the Warrant to be presented at the Special Town Meeting. Mr. Leonard seconded and it was voted. Mr. Ames moved that a formal letter be written to Weston & Sampson advising that the Board of Public Works is con- templating a review of the plans by an impartial group of Con- sulting Engineers which will be covered by the code of ethics as set up by the Society of American Engineers. Mr. Leonard amended the motion to read that after con- sideration of the problem before the Board, if Weston & Sampson can provide an answer, to notify the Board of Public Works im- 84 mediately. Mr. Hodson seconded the amendment and it was voted. The original motion was seconded and voted. Mr. Ames moved that a special meeting of the Board of Public Works be held Friday night, May 12 at 7:30 P.M. and Weston & Sampson be invited to send a representative with com- plete details, - plans, specifications, contracts, estimates, etc, for the New Filtration Plant. It was seconded and voted. Mr. Ames moved two separate letters be written, one informing Weston & Sampson that the Board is contemplating a re- view and another inviting a representative to attend the meeting on May 12. It was seconded and voted. Mr. Ames suggested that copies be made of all corres- pondence between Weston & Sampson regarding the New Filtration Plant and the Board of Public Works for study by the Board Members and that the Superintendent present a synopsis. J Mr. Leonard moved that the Superintendent be instructed to deliver to the home of each Board Member all pertinent informa- tion which can be gathered in the Office of the Board of Public Works and all communications in regard to the Water Treatment Plant which are available in files. It was seconded and voted. Read letter from Mrs. Dorothy Webster, 54 Lawrence Road regarding extension of drain pipe and drainage conditions in the rear of her property. Mr. Welch explained to the Board that a program of improvements is being prepared for this area. Mr. Leonard moved that a letter be sent explaining the situation and the reason the Board cannot carry out her wishes. Mr. Hodson seconded and it was voted. Chairman read report from the Superintendent contain- ing data on post cards left by meter readers and attendant in- formation. Mrs. Pearl Malphrees, 595 Haverhill Street, appeared before the Board and requested that a playground be made avail- able to the neighborhood children in the Franklin Street area. Mr. Florence explained the procedure to be followed to secure the playground area. Read report from the Superintendent regarding Roderick Hogan's proposed plan and his recommendations thereto; namely, hearing be held by the Board of Survey on May 15, 1961 and a hearing be held June 5, 1961 on the taking of the Drain Ease- ment through the lands of Mr. Hogan. Mr. Ames moved the Super- intendent's recommendation be adopted; Mr. Leonard seconded and it was voted. Mr. Florence read note from Mr. Welch in reference to the relocation of the flood lights on the Common. Mr. Watt moved that Mr. Ames contact the Trustees of the Old South Metho- dist Church and request that the lights be relocated. It was seconded and voted. Read letter from W. Kenneth Weidman, Jr, of the Pyra- mids, Old South Church, requesting that Salem Street between Main and Lowell Streets be blocked off on May 20, 1961 between 9:00 A.M. and 5:00 P.M. to allow the Club to hold an auction. Mr. Watt moved that permission be granted, Mr. Ames seconded ' and it was voted. 86 Read note from the Superintendent with reference to the Board Meeting which would normally be held on Monday, May 29, 1961. Due to the fact that the office will be closed on that date, it was moved, seconded and voted that the meeting will be held Wednesday, May 31, 1961 at 7:30 P.M. Signed House Connection Commitment sheet. Signed Pay-roll and Bill-roll for the period April 30, 1961 through May 6, 1961. Meeting adjourned at 9:30 P.M. Respectfully submitted, Secretary
