HomeMy WebLinkAbout1961-05-01 Board of Public Works Minutes 7 7 l May 1, 1961 ' Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Secretary Ames, Board Members Leonard, Hodson and Watt and Superintendent Welch. Minutes of the meeting read and approved as amended. A delegation headed by Stanley Wilson, 193 Lowell Street, presented a petition signed by 23 abutters, requesting installation of the common sewer on Lowell Street between Grand and Deering Streets, and were informed by the Board that this portion of Lowell Street is included in the Sewer Program for 1962. Read note from the Board of Selectmen agreeing to a meeting at 8:30 P.M. to discuss the proposed schedule of dump fees. Read notice from the Board of Selectmen advising that articles for the warrant for Special Town Meeting to be held Wednesday, May 24, 1961, must be filed in the Selectmen's Office not later than nine o'clock P.M., Monday, May 8, 1961. A short discussion followed regarding the $180,000.00 to be requested at the Special Town Meeting and also the addi- tional fee to which Weston & Sampson will be entitled. Mr. Ames moved that a positive letter signed by the Chairman be sent to Weston & Sampson restating the Board's displeasure with the estimate versus the actual bid and a strongly worded request ' that the Boards feels that the aforementioned firm should base its engineering charges on the original basis for the following 78 reasons, - delay in forwarding the Town the plans and poor esti- mate versus the actual bids. Mr. Leonard seconded and it was J voted. Public hearing was held regarding the proposed loca- tion of six ,jointly owned New England Telephone & Telegraph Company and Municipal Light Department poles on South Street (access road) starting 93 feet Easterly of West Street, then run- ning Easterly and Southerly approximately 706 feet. No persons attended the meeting. Mr. Leonard moved that the pole locations be approved, Mr. Watt seconded and the motion carried. Read petition bearing 70 names requesting that bitumi- nous concrete sidewalks be installed on Grove Street between Lowell Street and Forest Street. Mr. Welch suggested that esti- mates be prepared with hearingsheld at a later date. Mr. Ames moved the petition be referred to the Superintendent for neces- sary action and a report be presented to the Board at a later date. Mr. Watt seconded and it was voted. Read request from Shoemaker & Jennings, Inc. for per- mission to alter the existing entrances and to do certain work to the parking area adjacent to the Douglass Funeral Home, 25 Sanborn Street, Reading. It was moved, seconded and voted to grant the request subject to approval by the Department. The Board met with the Selectmen to discuss the pro- posed dump fee schedule prepared by Mr. Welch. Mr. Drew, Chair- man, informed the Board of Public Works that the Selectmen were in agreement and would set up. a procedure whereby the fees would be collected. Mr. Ames suggested that decals could be used by y the residents of Reading in lieu of permits now being used at the Dump. . Paragraphs #4 and #7 were amended as was Item #2 _ under fees. Mr. Florence urged conclusion as soon as possible. Mr. Drew informed the Board of Public Works that the inauguration of dump fees, cost of decals, etc. will be dis- cussed at a later date. Mr. Watt stated that as the Board of Selectmen had entertained the recommendation of the Board of Public Works, he moved a $10.00 fee be added to Item #2 and the license for dump permits be accompanied by a decal for the householder. Mr. Leonard seconded and it was voted. Mr. Leonard moved that if there is any question of in- terpretation, Mr. Welch will be consulted, and any change of basic policy will be referred back to the Board of Public Works members. Mr. Ames seconded and the motion carried. Mr. Drew brought before the Board the subject of demo- lition of the old Boston & Maine Freight Sheds and the construc- tion of a parking lot. It was agreed that the Board of Public Works will be informed by letter of the date. Mr. Bens expressed the interest of the Board of Select- men in incineration and informed the Board of Public Works that the Selectmen would like to be kept abreast of the information which is received on the aforementioned subject. Mr. Florence presented to the Board a proposed program of replacement of small water mains as prepared by Mr. Welch. Mr. Ames requested permission to speak on the point of personal privilege and moved that the material be incorporated in the min- utes. (See attached program) It was seconded and voted. 80 Mr. Ames moved that the Board adopt said program per as. Changes may be made as the Board deems advisable. - It was seconded and voted. - Mr. Leonard at this point suggested a notice be in- serted in the newspaper regarding the seeking of abatements and conservation of water. - Mr. Ames requested that the Superintendent prepare a list giving the number of cards left at houses by meter readers, number returned and number of average bills. ' Read report from the Superintendent on the corrosion treatment equipment for Revay Meadow. Mr. Ames moved that the data be accepted as a report of progress and the Superintendent report to the Board upon completion of the installation. Mr. Leonard seconded and it was voted. Read request from Frederick Livingstone, 1 Whittier Road, requesting an abatement on his April 1961 water bill and the Superintendent's comments thereto. It was moved, seconded and voted to table Mr. Living- stone 's request until a basic water policy has been decided two weeks hence. - It was explained by the Superintendent at this point that Item #12 on the agenda was a note from Board Member Watt. Mr. Watt moved that any abatements requested on bills of $75.00 or less be referred to the Superintendent. After a short dis- cussion it was moved, seconded and voted to lay the matter on the table for discussion at i � 1 A detailed discussion of the possibility and propriety of reconsidering the awarding of the contract of the Two-way radio took place. It was moved, seconded and voted to go into executive session. During the executive session the various details of the awarding of the contract were discussed. Mr. Killam, Town Counsel, conferred with the Board relative to the legal aspects of awarding the contract to a bidder other than the low bidder. The Board went back into regular session. It was moved, seconded and voted unanimously to re- consider the awarding of the Two-way radio. Mr. Leonard moved that the award to Thomas Communications Corporation - DuMont 30-Watt Two-way radio at a price of $3,572.00 be rescinded. Mr. Watt seconded and it was voted. Mr. Ames moved to award Motorola Company the contract for Two-way radio at a price of $3,714.00 subject to the terms and specifications of the contract. It was seconded and voted. Read letter from Franklin Rivers, 13 Woodland Road, regarding conditions on his property, and requesting connection to the sanitary sewer. Mr. Welch explained to the Board that hearings had been held on street acceptance and extension of the sewer a few years ago. At that time the abutters were opposed. Mr. Ames moved that the Superintendent write Mr. Rivers explain- ing the situation. It was seconded and voted. Read letter from Raymond O'Connell, Department of ' Labor and Industries regarding use of another sub-bidder on painting 1£ low bidder does not accept work. In his opinion it 2 may be done if the award is made after the time limit on the bid has expired and providing no official complaint is made.
