HomeMy WebLinkAbout1961-04-10 Board of Public Works Minutes 63, April 10, 1961 Regular meeting of the Board of Public Works opened at 7:30 P.M. , April 10, 1961 in Room 14, Municipal Building. Present were Chairman Florence, Secretary Ames, Board Members Hodson and Watt and Superintendent Welch. Minutes of the previous meeting read and approved. Read letter previously sent to Coleman J. Donahue, Chairman, dated March 31, 19$8 and letter received recently by Mr. Watt regarding drainage conditions in the vicinity of 594 Summer Avenue and Brook Street. Mr. Watt moved that this be listed as a 1962 project and work on the easements be done as soon as practicable. Mr. Hodson seconded and it was voted. Board adjourned temporarily at 8:05 P.M. to meet as the Board of Survey. Board reconvened at 8:55 P.M. The Board met with Mr. Roderick Hogan at his request. Mr. Hogan presented to the Board an alternate proposal for an easement through his land off Summer Avenue. An offer of $500.00 had been made previously to Mr. Hogan by the Board. In lieu of this amount, Mr. Hogan requested that he be given a lot of land adjacent to his property which is owned by the Town. Mr. Ames moved that the plan be referred to the Engineer and Superintend- ent for further study and a report made to the Board on May 1, 1961. Mr. Hodson seconded and the motion carried. Read letters received from Everett F. Lemaire concern- ing plowing of Nichols Road and Mr. Welch' s comments in regard thereto. Mr. Ames moved that the matter be referred to Mr. Watt who will confer with the owner and report back to the Board at a future date. It was seconded and voted. 64 Read letter addressed to John Pacino from Edward W. Kelly, President, Reading Little League, pertaining to playing schedule on various fields. Mr. Ames moved that the Board ap- prove the dates with the exception of the Eaton School field which does not come under the jurisdiction of this Board. Mr. Hodson secondedand the motion carried. Read letter from Henry 0. Ballou, Rag and Paper Drive, Old South Methodist Church requesting that Salem Street in front of the Church be closed to traffic on Saturday, April 22, 1961 between the hours of 6:30 A.M. and 5:00 Y.M. It was moved, sec- onded andvoted that the Trustees at the Old South Methodist Church be consulted in regard to the parking of the semi-trailer and the cars which bring in the paper. Mr. Ames moved that the Board vote to notify the Church that the street will not be closed as requested. There was no second to the motion. It was sug- gested that the Church withdraw its request and Mr. Ames confer with Mr. Ballou. The Board reviewed the bids taken Thursday, March 30, 1961, on two medium-sized trucks with bodies, as follows: White Motors $11,652.00 Mack Motors 11,662.00 A discussion followed. Mr. Welch recommended the purchase of one White and one Mack Truck. Mr. Ames moved that the Board of Pub- lic Works purchase two trucks - one Mack and one White - for $11,635.50. Mr. Hodson seconded and it was voted. The Board reviewed the list of bidders for the 1961 sewer contract and the Superintendent ' s recommendation. Mr. Ames moved to award the sewer contract to Mirra & Company in the amount of r $79,003.00 with the stipulation that the company produce the neces- E35 sary bond by Monday, April 24, 1961. Mr. Watt seconded and the motion carried. The Superintendent presented a list of bids received for a street sweeper. A brief discussion followed. Mr. Ames moved that the Board purchase a Wayne 520 at a price of $8,1194.00 from Casey & Dupuis. Mr. Watt seconded and it was voted. The Chairman read letter from the Board of Selectmen re- questing a conference with the Board of Public Works on April 24 at 9:00 P.M. for the purpose of discussing fees for the use of the Town Dump; also, the subjects of sanitary fill and incineration. Mr.Ames moved that the offer be accepted, Mr. Watt seconded and it was voted. Read note from the Superintendent regarding January 1961 water bill received by William Murphy, 40 Ellis Avenue, in the amount of $49.20 and Mr. Welch' s recommendation that an abatement of $20.00 be granted. Mr, Ames moved no abatement be granted. It was not c seconded. Mr. Hodson moved that the matter be tabled for one week. It was not seconded. Mr. Watt moved that the amount of $24.20 be abated. It was not seconded. Mr. Florence relinquished the chair to Mr. Ames and moved that the amount of $24.20 be abated. Mr. Watt seconded and it was voted. Mr. Ames voted in the negative . Mr.Welch presented to the Board a list of three low bid- ders on the Water Treatment Plant opened Thursday, April 6, 1961 and comparison showing bond payments, operating costs and estimated income . The bidders follow: 1. James Construction Co. $484,939.00 2. Frank Tomasello Co. 496,000.00 3. J. F. Fitzgerald Co. 499,500.00 Appropriated $390,000.00 66 A detailed discussion of estimates and financing fol- lowed. The Board agreed that it was quite upset at the difference between the Consulting EngineersT estimate of $390,000.00 and the bid of $1.85,000.00. Mr. Ames moved that the Board request the Selectmen to hold a Special Town Meeting at an early date to increase the appro- priation by $150,000.00. Mr. Hodson seconded and it was voted. Mr. Ames moved that a letter be written to the low bidder requesting that the bid be kept in effect for about three months due to the fact that the Board will have to ask for additionalfunds from the Town. Mr. Watt seconded and it was voted. Mr. Ames moved that a letter, prepared by the Superin- tendent and signed by the Chairman, be sent to Weston & Sampson ex- pressing extreme dissatisfaction of this Board with the 33 1/3% error in their estimates and the various bids from contractors; also, that the approved plans were not in our hands in October 1960 as promised and the Board is obligated to go to the Town and request additional funds; also a detailed explanation for the above. Mr. Hodson seconded and the motion carried. Read letter from the Reading Garden Club and its Anti- Litter Clean-up Campaign. Signed the Pay-roll and Bill-roll for the period April 2, 1961 through April 8, 1961. Signed Order of Taking for easement for drainage and sewerage purposes through property owned by Leonard S. and Margaret M. West Northwesterly of Charles Street.
