March 13, 1961
Regular meeting of the Board of Public Works opened
at 7:30 P.M. in Room 14, Municipal Building.
Present were Messrs. Florence, Ames, Hodson, Leonard
and Watt and Superintendent Welch.
Mr. Florence was elected Chairman Pro Tem for Board
organization.
Mr. Hodson nominated Mr. Florence Chairman for the
ensuing year. Mr. Ames and Mr. Leonard seconded the nomination.
Mr. Watt moved that the nominations be closed; it
was seconded by Mr. Ames and voted. The Board then unanimously
elected Mr. Florence Chairman. Mr. Florence then assumed the
chair.
Mr. Hodson nominated Mr. Ames Secretary. Mr. Watt
r. and Mr. Leonard seconded the nomination. The Board then unan-
imously elected Mr. Ames Secretary.
Mr. Ames moved that the present Superintendent,
Philip Welch, be reappointed Superintendent for a period of
one year and Clerk of the Board for one year; Mr. Leonard
seconded and it was unanimously voted.
Minutes of the previous meeting read and approved
as amended.
The Board discussed in detail the laundromat situa-
tion which appeared on last week's agenda. Mr. Leonard moved
to refer the matter to Town Counsel. Any information which is
obtained thereto is to be presented to the Board at a future
date. It was seconded by Mr. Watt and voted.

Read petition from Walter L. Gardner, 9 Essex Street
requesting extension of the common sewer in Essex Street to Md
service his property.
Mr. Ames moved that the matter be referred to the
Superintendent for processing in the usual manner. Mr. Leonard
seconded and it was voted.
Daniel Linehan, 20 Sturges Road, appeared before the
Board regarding drainage conditions in that location. Mr.
Linehan was advised that the aforementioned project would be
included in the 1961 program.
Read letter from Donald H. Morse and petition signed
by five abutters of the so-called "01d Gleason Road" regarding
the acceptance of that portion of Gleason Road without bitumi-
nous concrete sidewalks.
Mr. Leonard moved that the program as laid out for
Gleason Road, including sidewalks, be adhered to. Mr. Ames
seconded and it was voted.
A discussion followed.
Mr. Ames moved that the abutters be notified in writ-
ing of a meeting to be held March 19 at 3:00 P.M. at a site of
their choosing, preferably the Gleason Road area, to review the
situation; also a call to this office by telephone if this is
not acceptable. It was seconded and voted.
Public Hearing was held at 8:30 P.M. regarding the
taking of an easement for drainage and sewerage purposes '
through lands of Lester C. Peabody and Francis M. Kiley, run-

ning Northerly 20.00 feet in width through Lots 11 and 12, a
distance of 100.00 feet from Whitehall Lane.
A short discussion followed. Mr. Ames moved that it
be taken under advisement pending the signing of Releases by
the interested parties. Mr. Leonard seconded and it was so
voted.
Read note from Superintendent regarding proposed treat-
ment of the water at Revay Meadow and his action in regard there-
to. Mr. Leonard moved that the Board approve Mr. Welch's action;
it was seconded and voted.
Read note from Mr. Welch that at Mr. Florence 's sug-
gestion a special meeting be held on Wednesday, March 29, and
the agenda for said meeting. It was moved, seconded and voted
to hold a special meeting on the suggested date.
Public Hearing was held at 8:45 P.M, regarding the
taking of an easement for drainage and sewerage purposes through
land of George V. Hermann and Virginia T. Hermann, running from
terminus of Longfellow Road 40.00 feet parallel width Northerly.
George V. Hermann, 73 Longfellow Road, attended the
meeting. It was moved, seconded and voted that it be taken
under advisement pending receipt of siged Releases.
Read note from the Superintendent suggesting that the
Board of Public Works write the Planning Board requesting in-
formation relative to items from the so-called Master Plan; the
two items being (1) what area in town is to be used for dumping
purposes and (2) what proposed use is to be made of land now
set aside for dump purposes?

Mr. Florence reported that on March 7 he and Mr.
Boutiette attended a meeting on Joint Incineration with the

Towns of Stoneham, Lynnfield and Wakefield. A detailed dis-
cussion followed during which Mr. Leonard informed the Board
that he felt a Committee should be appointed to study the
situation. Mr. Florence at the incinerator meeting accepted
the offer of Mr. Heaney, Engineer for Faye, Spofford & Thorn-
dike to send information on the cost of a study, and suggested
that the Board hold any action in abeyance until such letter
is received.
Mr. Ames moved that the Chairman be empowered by
this Board at such time he feels it appropriate to suggest,
under Article 2 of a Town Meeting, that a Committee be appointed
by the Moderator to study the entire rubbish disposal situation
and any/or all facets thereto. Mr. Leonard and Mr. Watt sec-
onded and it was voted. It was also suggested that the Board
of Public Works designate the members of the Study Committee.
Held Public Hearing at 9:00 P.M. regarding the Al-
teration of Pearl Street at Pearl and Main Streets, Easterly
through lands of Harry R. and Mabel P. Thompson.
The Chairman read letter from Mr. Harry Thompson
which did not include his acceptance of the sum of $2$0.00
for 8,600 square feet of land. Mr. Leonard moved that a let-
ter be sent Mr. Thompson specifically offering him the sum
of $2$0.00 for the lot of land in question. Mr. Ames seconded
and it was voted. '
Read list of possible storm drains for 1961 to be
let out to contract as prepared by Mr. Welch, as follows:

Mr. Ames moved that the tentative program as outlined
be made the program for the year. Mr. Leonard seconded and it
was voted.
Read letter from the Selectmen relative to the sale of
Lots 6 and 7 on Knollwood Road and Mr. Welch's comments thereto.
Mr. Leonard moved that the Selectmen be informed that the Board
of Public Works does not feel that the ground is suitable for
residential construction and therefore ask the Board of Selectmen
to consider holding the land in the name of the Town. Also in-
corporate in the letter the three reasons contained in Mr. Welch's
recommendation. Mr. Watt seconded and it was voted.
Read suggestion from Mr. Welch that it be proposed to
the employees that the Department work on Saturday, May 20, and
Saturday, June 24, in order that they make take off May 29 and
July 3• Both May 30 and July 4 are Town holidays and fall on
Tuesday. Mr. Leonard moved that the Superintendent' s proposal be
followed, Mr. Watt seconded and it was voted.

Mr. Florence read letter from Robert E. Hicks re-
questing permission to use the dump. Mr. Hicks had received
a registered letter previously from the Superintendent re-
questing
equesting that he not use the dump until further notice. This
action was taken by Mr. Welch after Mr. Hicks had been ad-
monished by the caretaker to remove debris, which he had
dumped, to the proper area. Mr. Hicks refused and usedpro-
Fane language.
Mr. Ames moved that the Board support the dump care-
taker and a letter be written that until he meets with the
Superintendent 's alternative, he will be denied the use of the
dump.
Mr. Leonard amended the motion that when Mr. Hicks
is willing to apologize to the Board and comply with the instruc-
tions of the caretaker, he will be allowed to use the dump. Mr.
Ames seconded Mr. Leonard's amendment and it was voted.
Mr. Leonard seconded Mr. Ames' motion and it was
carried.
The Chairman read letter from Elbridge Grover, Swim-
ming Pool Committee, Camp Rice Moody, setting forth income de-
rived from the use of the swimming pool. After a short dis-
cussion Mr. Ames moved no abatement be granted, Mr. Hodson
seconded and it was voted.
The Chairman read comments from Mr. Welch regarding
record and sick leave of Harry Evans. It is Mr. Welch's recom-
mendation that Mr. Evans be granted additional sick leave of '

2 1/2 days per week until and including May 51 1961. A detailed
discussion followed. Mr. Ames moved that the Board delay any
further benefits until such time as it receives a written com-
munication from Mr. Evans or his agent. Mr. Leonard seconded
and it was voted.
Signed the bill-roll and pay-roll for the period March
5 through March 11, 1961.
The Chairman advised the Board that he would like to
appoint Sydney Hodson, Jr. as the Board of Public Works Member
of the Junior High School Building Committee and William H.
Watt as the Board of Public Works Member of the Recreation Com-
mittee .
Meeting adjourned at 11:15 P.M.

The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of betterments , substantially
in the location hereinafter described, having complied with
all requirements of law relating to notice to the owners of
land thereof and of a hearing thereon, and having met at the
time and place appointed for such hearing and then and there
heard all persons present who desired to be heard, have laid
out as a town way for the use of the town running Southeasterly
from a town way known as Gleason Road to a dead end. The

said plan being a part of this description.
We determine that no damages will be sustained by any
person or persons in their property by reason of the taking
to be made for this improvement. All acts in connection with
said laying out are done under the provision of law author-
izing the assessment of betterments , and betterments are to
be assessed therefor.
This laying out so made by us hereby report to the Town
for acceptance and recommend that said way shall thereafter
be known as a public town way and named Alden Circle and that
the sum of tran f�erreed from Surplus Revenue
$200.00 be/=99 and appropriated for con-
struction of said way.

transferred from Surplus Revenue
the sum of $2,900.00 be/ and appropriated for con-

The Board of Public Works of the Town of Reading having

in the location hereinafter described, having complied with
all requirements of law relating to notice to the owners of
land thereof and of a hearing thereon, and having met at the
time and place appointed for such hearing and then and there
heard all persons present who desired to be heard , have laid
out as a town way for the use of the town running Northeasterly
from a town way known as Lowell Street to a dead end. The
boundaries and measurements of said way are as follows:

The above described lines being more fully described
on a plan entitled, "Street Acceptance Plan, William Road,
Ste. 0X00 to Ste. 7/03, dated October 1960, Philip Welch
Superintendent", said plan being a part of this descrip-
tion.

We determine that no damages will be sustained by any
' person or persons in their property by reason of the taking
to be made for this improvement. All acts in connection with
said laying out are done under the provision of law author-
izing the assessment of betterments, and betterments are to
be assessed therefor.
This laying out so made by us we hereby report to the Town
for acceptance and recommend that said way shall thereafter
be known as a public town way and named William Road, and that
t ansferred from Surplus Revenue
the sum of $2,85o.00 be/ and appropriated for construc-
tion of said way.
