HomeMy WebLinkAbout1961-03-06 Board of Public Works Minutes 41- March 6, 1961 ' Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Board Members Ames and Hodson and Superintendent Welch. Minutes of the previous meeting read and approved. Read note from Superintendent suggesting that Goodall- Sanford be denied the privilege of dumping other than ordinary rubbish at the Town Dump. A discussion ensued. Mr. Ames moved that a letter be written to Goodall-Sanford denying them the privilege of dumping anything but ordinary rubbish in our Dump as of April 8, 1961. Mr. Hodson seconded and it was voted. Read report from Mr. Welch on drainage condition in front of 529 Pearl Street. Mr. Ames moved that the matter be referred to the Superintendent for appropriate action. Mr. Hodson seconded and it was voted. Read letter from the Board of Selectmen with reference to a petition signed by 277 residents in the Haverhill Street area protesting relocation of the Town Dump in Cedar Swamp. This letter was accepted as a point of information only. Read note from the Superintendent regarding sewerage construction for Parkview Road and Auburn Street. Mr. Welch ad- vised the Board that Auburn Street is listed for 1964 and Park- view Road 1965. Mr. Ames moved that the original schedule be adhered to. Mr. Hodson seconded and it was voted. Read request from Elbridge Grover, Pool Committee, Read- ing Council of Girl Scouts, for abatement on the water bill at Camp Rice Moody in the amount of $95.10. A discussion followed. 42 Instructed Mr. Welch to request certain information regarding fees charged, revenues derived from the pool, etc. , from Mr. Grover. Mr. Hodson moved that the Superintendent look into the matter and present to the Board more pertinent facts. Mr. Ames seconded and it was voted. The Chairman read letter from Mrs. Elvira M. Ceder, 39 Cross Street, regarding drain ditch in that locality and Mr. Welch's comments in relation thereto. A discussion fol- lowed after which Mr. Ames moved that the Board accept the let- ter and place on file as a communication from Mrs. Geder and that the Superintendent talk to her personally and explain the situation. Mr. Hodson seconded and it was voted. Read note from the Superintendent regarding bids for sewer construction and Water Treatment plant. , Mr. Florence read note from the Superintendent regard- ing savings on premiums for building establishments with sprinklers. A discussion of sprinkler fees followed. Mr. Ames moved that the sprinkler fees be on the basis of an annual charge of $0 a head or a minimum price of $25.00 per year, , G-RearuR whichever is the 43eeeer, to go into effect July 1, 1961. Mr. Hodson seconded and it was voted. The Chairman read note from Mr. Welch on the proposed taking for the widening of Pearl Street. Hearing will be held Monday, March 13 at 9:00 P.M. The Superintendent informed the Board that Mr. Thompson, owner of the property, visited him on March 6 and announced that he was willing to accept $250.00 for , the land. He was advised to write a letter to the Board giving this information. Ci Comment by Mr. Welch regarding the new parking area at the Freight Sheds read by Mr. Florence. The Superintendent will confer with Mr. Drew on this situation. Mr. Welch brought up clarificationofthe Article in the Warrant for the Birch Meadow Ball Field. Mr. Ames suggested that one member of the Board of Public Works be designated to ap- pear before the School Committee prior to the Annual Town Meeting and discuss the matter with them. Mr. Hodson moved that Mr.Ames appear before the School Committee; it was seconded and voted. It was moved, seconded and voted a letter be written over Mr. Florence 's signature requesting that a conference be ar- ranged between Mr. Ames and the School Committee prior to the Annual Town Meeting for the purpose of discussing the Article on ' the Warrant on the Birch Meadow Baseball Diamond. Request received from Mrs. Wendell J. Greene, Public Relations Chairman, Camp Fire Girls, to hang a banner approxi- mately 30 feet long and 2 feet wide over Main Street at the Southerly end of the Reading Common to commemorate their Golden Jubilee, Mr. Ames moved permission be granted, Mr. Hodson seconded and it was voted. Mr. Florence read comments from the Superintendent on two laundromats situated in Reading who do not pay their water bills but allow them to go on lien. Mr. Welch recommended that letters be sent registered mail, return receipt requested, to Tom Quimby of the Haven Street establishment, and the Operator , ' and owner, Elmer Batchelder, of the building on North Main Street, 44 requesting that the water bills be paid within a reasonable length of time. If necessary, additional letters will follow. Mr. Hodson moved that the Superintendent proceed with the plan as outlined. Mr. Ames seconded and it was voted. Mr. Ames requested that the subject be brought to the Board's attention around the first of June. Signed the pay-roll and bill-roll for the period February 26 through March 4, 1961. Signed Reports and Laying-out and Record Linen Plans of the following streets for presentation at the Annual March 1961 Town Meeting: PUTNAM ROAD which runs in a Southeasterly direction from Main Street, a distance of 1307.08 feet more or less to Pearl Street; READING TERRACE which runs in a Northeasterly direc- tion, a distance of 428.32 feet more or less to a dead end• SHADY HILL LANE which runs in a Southwesterly direc- tion from Putnam Road, a distance of 407.43 feet more or less to a dead end; SCOUT HILL LANE which runs in a Southeasterly direc- tion from Shady Hill Lane, a distance of 264.16 feet more or less to a dead end; GLRASON ROAD which runs in a Northeasterly direction from the accepted portion of Gleason Road, a distance of 572.10 feet more or less; GLEASON ROAD which runs in a Southwesterly direction from Pine Ridge Road, a distance of 1177.37 feet more or less; I ALDEN CIRCLE which runs from Gleason Road in a South- erly direction, a distance of 441.10 feet to a dead end; GREENWOOD ROAD which runs in an Easterly direction ' from Gleason Road, a distance of 156.00 feet to a dead end; MacINTOSH ROAD which runs in a Southwesterly direc- tion from Gleason Road, a distance of 228.17 feet more or less to a dead end; 46 ' CHERRY LANE DRIVE which runs in a Westerly direction from Summer Avenue, a distance of 477.03 feet to a dead end; TIMBERNECK DRIVE which runs from Charles Street in an Easterly direction, a distance of 1723.80 feet more or less to the accepted portion on Timberneck Drive near Tamarack Road; WILLIAM ROAD which runs in a Northwesterly direction from Franklin Street, a distance of 703.00 feet more or less to a dead end; AVALON ROAD which runs in a Northerly direction from Gleason Road, a distance of 822.47 feet more or less to a dead end; EDGEMONT AVENUE which runs in a Westerly and North- wester y d rection from West Street, a distance of 1397.59 feet more or less to Arcadia Avenue; ARCADIA AVENUE which runs in a Westerly direction from West Street, a distance of 2200.47 feet more or less to a dead end; ' BEVERLY ROAD which runs in an Easterly direction from Lowell Street, a distance of 297.00 feet more or less to a dead end.
