HomeMy WebLinkAbout1961-02-20 Board of Public Works Minutes 31- February 20, 1961 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Board Members Leonard, Ames and Hodson and Superintendent Welch. Minutes of the previous meeting read and approved. The Board temporarily adjourned at 7:40 P.M. to meet as the Board of Survey. The Board reconvened at 8:20 P.M. Mr. Ames moved that the subject of sprinkler fees be removed from the table for discussion. Mr. Hodson seconded and it was voted. A detailed discussion followed during which Messrs. ' Ames and Leonard stated that the proposed sprinkler fees as out- lined by the Superintendent were woefully inadequate. Mr. Ames moved that a price of $0.20 per sprinkler head be charged and/or a minimum of $25.00 a year, whichever is greater. Mr. Hodson seconded. Mr. Ames withdrew the motion with the consent of Mr. Hodson and moved that the matter be referred back to the Super- intendent and a revised set of sprinkler fees be prepared with a minimum of delay, based on more realistic proposals of assess- ments and insurance fees versus sprinkler and non-sprinkler properties. Mr. Leonard seconded and it was voted. It was suggested that Mr. William H. Watt, Candidate ' for the Board of Public Works, be invited to sit in at emus Te meetings o£ the Board of Public Works. He will be so ad- vised. 32 Read notice from the Board of Selectmen and Mr. Welch's comments thereon in regard to a tour of the warrant. Mr. Welch will notify the Board of Selectmen that the Board of Public Works will participate in a tour of the locations covered by articles in the warrant. Mr. Ames brought before the Board the subject of un- finished business on which action should be taken. Mr. Ames moved that the Chairman and Superintendent prepare and present to the Board within a reasonable length of time a list of recom- mendations made by the Board Members to be acted on either in the affirmative or negative. Mr. Leonard seconded and it was voted. Signed the bill-roll and pay-roll for the period Febru- ary 12 through the 18th. _ The Personnel Board held a conference with the Board of Public Works to discuss salary increases. Mr. Murphy stated that the Board would be willing to reconsider the proposed salary schedule. After detailed discussion it was moved, seconded and voted that the Board of Public Works would retire into Executive Session to consider the budget. After due consideration Chairman Florence suggested a reduction of $9,000.00 in Salary Items of the 1961 Budget. Mr. Florence stated that a new salary schedule would be prepared which would not exceed the present maximums or the amount of $19,000.00. It had been previously stated by the Personnel Board that there would be no change in the maximums of Junior or Senior Clerks, Senior Draftsman and Foremen. Mr. Ames requested that if the Supervisory Classification is opened up, 3:3 that this Board be advised, to which the Chairman of the Personnel ' Board agreed. It was moved, seconded and voted that the Board of Public Works go into Executive Session to consider the Superintendent 's increase. The meeting adjourned temporarily at 10:15 P.M. until 7:00 P.M., Tuesday, February 21, 1961 at which time a revised salary schedule will be considered.
