HomeMy WebLinkAbout1961-01-23 Board of Public Works Minutes � J / January 23, 1961 Regular meeting of the Board of Public Works opened at 7:30 P.M. in the Auditorium of the Community Center, 52 Sanborn Street. Present were Chairman Florence, Secretary Harrison, Board Members Leonard, Ames and Hodson and Superintendent Welch. Hearing was held on the laying out as Public Ways under the Betterment Act of Private Ways. Mr. Harrison read descrip- tion as follows:- CHERRY LANE DRIVE which runs in a Westerly direction from Summer Avenue, a distance of 477.03 feet to a dead end TIMBERNECK DRIVE which runs from Charles Street in an EasterT7 direction, a distance of 1723.80 feet more or less to the accepted portion on Timberneck Drive near Tamarack Road WILLIAM ROAD which runs in a Northwesterly direction rom Ff rn n Street, a distance of 703.00 feet more or less to a dead end AVALON ROAD which runs in a Northerly direction from G eason cad, a distance of 822.47 feet more or less to a dead end A Cost Estimate and Estimated Betterment Assessment were presented each person attending; also form on which to record his or her vote. A total of 36 persons attended the Hearing with the voting as follows: In favor Opposed Non-Com. Avalon Road 9 Cherry Lane Drive 4 Timberneck Drive 10 1 William Road 9 I\ (without sidewalks) 1 fi Civil Engineer Richard Boutiette answered technical questions at the conclusion of the Hearing. The Board and Superintendent Welch moved to the Municipal Building. Mr. John Pacino of the Recreation Committee appeared before the Board and stated that the aforementioned Board is sponsoring a Winter Carnival this week-end at Birch Meadow. Mr. Pacino requested that the area be cleaned Thursday and a smooth surface be put on Thursday night; also, another surface on Friday night after general skating, if possible. Also ar- range to have some scaffolding five feet high for the sound system which is to be used while skating is in progress. Mr. Hodson moved that Mr. Pacino 's request regarding the ice be carried out under the direction of the Superintendent and not under the supervision of the Members of the Recreation Commit- tee. It was seconded and so voted. Mr. Florence will arrange with Mr. Buckley regarding the scaffolding. Mr. Hodson moved, it was seconded and voted that a letter of commendation be sent to the Board of Public Works employees for the excellent work done on snow removal January 19-21. The letter will be signed by the Chairman. Minutes of the previous meeting read and approved as amended. Read letter from Jack P. Ricciardi, Commissioner, State Department of Public Works, regarding "plowing in" of the sidewalks on Route 28 mentioned in the Board's letter of December 20, 1960. Mr. Ricciardi stated that the matter will be fully investigated, following which Mr. Florence will be advised. 1 "7 Read letter from Dr. Charles R. Baisley, a Member of the r Law Committee covering his thoughts on the dump situation. In his Lopinion, burning at the dump should be stopped at once. He offered three alternatives. Mr. Leonard moved that the Board of Public Works comply with the suggestion of Dr. Baisley to stop burning at the dump as of now. Mr. Ames seconded the motion so that discus- sion could take place. A detailed discussion followed. Questions were asked of the Superintendent and reference made to the Board vote of December 28, 1960. The motion did not carry. Mr. Leonard voted yes. Other Board Members voted in the negative. It was finally agreed informally to postpone any change in dump operation until the Town acts on the proposed 1961 Budg3 t. Read note from the Superintendent regarding a cordless switchboard which it is recommended be installed in the Board of Public Works office. Mr. Welch explained the benefits which would be derived from the installation thereof. Mr. Harrison moved, Mr. Hodson seconded and it was voted. The Chairman read letter from Rev. William Gunter regard- ing an abatement on his sewer frontage assessment at 935 Main Street. The Rev. Gunter is a retired minister and pleads inability to pay the assessment due to expenses incurred during the installation of the sewer. Mr. Ames moved that the sewer assessment be abated by the sum of $239.38. It was seconded and the motion carried. The Board temporarily adjourned to meet as the Board of Survey at 9:45 P.M. The Board reconvened at 9:55 P.M. Read petition from five abutters on Greenwood Road re- questing that the Road not be recommended for acceptance as a Public Way at the annual Town Meeting. A discussion followed. Mr. Ames moved that the Board recommend acceptance of Greenwood (Private) Road as a Public Way under the Betterment Act at the annual Town Meeting as proposed at the Public Hearing January 16, 1961 in the amount of $850.00. Mr. Hodson seconded and it was voted. The Board then took up the acceptance of streets: - AVALON ROAD - Mr. Harrison moved that the Board recommend acceptance of Avalon (Private) Road as a Public Way under the Betterment Act at the annual Town Meeting. Mr. Leonard seconded and it was voted. CHERRY LANE DRIVE - Mr. Harrison moved that the Board recommend acceptance of Cherry Lane (Private) Drive as a Public Way under the Betterment Act at the annual Town Meeting. Mr. Ames seconded and it was voted. TIMBERNECK DRIVE - Mr. Ames moved that the Board recom- m enc acceptance of Timberneck (Private) Drive as a Public Way under the Betterment Act at the annual Town Meeting. Nr. Leonard seconded and it was voted. WILLIAM ROAD - Mr. Leonard moved that the Board recommend acceptance of William (Private) Road, including sidewalks, as a PublicWayunder the Betterment Act at the annual Town Meeting. It was seconded and voted. Signed the bill-roll and pay-roll for the period Jan- uary 15, 1961 through January 21, 1961. It was announced that the Board of Public Works would meet with the Sub-Committee of the Finance Committee, Thursday night, January 26, in Room 14 at 7:30 P.M. Respectfully submitted, tam ( Secretary
