January 4, 1961
Regular meeting of the Board of Public Works opened
1. at 7:30 P.M. in Room 14, Municipal Building.
Present were Chairman Florence, Secretary Harrison,
Board Member Ames and Superintendent Welch.
Minutes of the previous meeting read and approved.
Received petition from Reading Municipal Light Depart-
ment - New England Telephone & Telegraph Company to relocate
pole on Franklin Street - approximately 165 feet Northeasterly
from William Road; also, remove one pole. It was moved,
seconded and voted to approve the request subject to the usual
restrictions.
Read letter from Gregory Killen, 30 Harrison Street,
L regarding flooding of Memorial Park for skating and Mr. Welch's
comments in relation thereto. A short discussion followed. It
was suggested that Mr. Welch write Mr. Killen explaining the
caution used to protect his property.
The Chairman read petition from Dr. Anthony Nigro, 36
Woburn Street, signed by two dentists and four doctors request-
ing the removal of snow on the south side of Woburn Street and
the west side of Sanborn Street. Mr. Welch explained to the
Board that the cost of snow removal is $75.00 to $100.00 per
hour. It was moved, seconded and voted that Mr. Welch advise
Dr. Nigro that it is not the policy of the Board of Public Works
to remove snow from that area except possibly after severe snow-
storms when the Board feels that traffic conditions warrant the
how additional expense.

Mr. Florence read note from the Superintendent regard-
ing an abatement on the October 1, 1960 water bill at 258 Ash
Street in the amount of $68.45, from Edgar L. Frost owner. Mr.
Ames moved no abatement be granted, Mr. Harrison seconded and it
was voted.
Read note from the Superintendent regarding petition
for the acceptance of Beverly Road as a public way and his recom-
mendation that the Town agree to absorb one-half the betterment
cost. Beverly Road is an entrance to Revay Meadow Waterworks.
Mr. Ames moved that Mr. Welch's recommendation be followed, Mr.
Harrison seconded and it was carried.
Read petition from four abutters residing at 215-219
Grove Street regarding condition of an easement through their
properties. Mr. Welch stated that he had contacted Mr. McSheehy
who agreed to correct the condition this coming Spring. It was
moved, seconded and voted that the Superintendent be instructed
to advise the interested parties of the above.
Read letter addressed to Fred Nelson from residents of
Spruce Road, Larch Lane, Birch Lane and Twin Oaks Road regarding
snowplowing after the snowstorm of December 12. Mr. Welch was of
the opinion that Mr. Nelson did a reasonably good fob. The
streets mentioned in the petition are private ways. No action
was taken.
Mr. Welch suggested that the Board might wish to ask
the Board of Selectmen for a Special Town Meeting the early part
of February to secure the sewer appropriation for 1961. This

would enable the Board to start the sewer construction program
early in the Spring. Mr. Ames moved, Mr. Harrison seconded and
the motion was carried that the request be made.
A discussion followed regarding splitting the sewer
contract; also the legality of awarding the two contracts to one
company but treated as two separate contracts operating simul-
taneously. Mr. Welch will seek the advice of Town Counsel in
this regard.
Signed bill-roll and pay-roll for the period December
25, 1960 through December 31, 1960.
It was moved, seconded and voted to go into Executive
Session.
Read letter from the Personnel Board acknowledging
receipt of Classification Schedule for Board of Public Works and
requesting that the latter Board meet with the Personnel Board
on Thursday, January 12, 1961 at 7:30 P.M. It was agreed that the
two Boards would meet as requested.
The meeting adjourned at 8:35 P.M.
