' Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 14, Municipal Building.
Present were Chairman Florence, Secretary Harrison,
Board Members Leonard, Ames and Hodson and Superintendent Welch.
Minutes of the previous meetings read and approved.
Read progress report which pertained to sewer construc-
tion and the requests which probably will be received from the con-
tractor shortly. Mr. Leonard moved that the matter be referred
to the Town Counsel for consideration. No action was taken on the
matter as no formal request has been received.
Read letter from M. DeMatteo Construction Company of
Quincy, Massachusetts, regarding dumping area located on the Salem
Turnpike. It was moved, seconded and voted that the company be in-
vited to send a representative to meet with the Board at its next
meeting on December 28. Mr. Leonard was opposed.
Mr. Welch reported to the Board that the details of the
court case pertaining to the Dump have been completed and papers
signed.
The Chairman read letter from William H. Diamond, Attor-
ney for Roderick Hogan, 20 Summer Avenue, and Mr. Welch' s comment
thereto. Mr. Harrison moved to remove the subject from the table
for further discussion. Mr. Ames seconded and it was voted. A
short discussion followed. Mr. Harrison moved that Mr. Diamond be
advised that the Board of Public Works will accept Mr. Hogan' s of-
fer of $750.00 for the drainage easement through his property. Mr.
Ames seconded and it was voted.
Hearing was held at 8700 P.M. regarding the proposed
location of an underground duet line in Haven Street, extending
from Manhole #M.H.D. , located on Haven Street, approximately 2$
feet Easterly to the property line of Edward Lappin. Said duct
will be laid within the limits of .Haven Street.
Mr. Harrison moved that permission be granted subject
to the usual restrictions. Mr. Hodson seconded and it was voted.
Read letter from Mr. Bogren of Weston & Sampson rela-
tive to the treatment of corrosiveness in Reading water and giv-
ing certain information and costs. The Chairman suggested that
the Board Members study the contents of the letter thoroughly.
Mr . Welch will contact Mr. Bogren and request specific informa-
tion which will be given to the Board later.
The Chairman signed letter to the Selectmen which esti-
mated cost of the December 12, 1960 storm at $20,000.00 and sug-
gesting that the Board of Selectmen vote to declare an emergency
and authorize expenditures to an amount not exceeding $20,000.00.
The Board of Public Works has available in the Snow and Ice Account
about $6,000.00.
The Board of Public Works held conference at 8730 P.M.
with the Board of Selectmen (Messrs. Drew, Winslow. and Sussman),
Dr. Charles R. Baisley (Board of Health) and Fire Chief James S.
Perry. Chief Perry, as requested at the previous meeting, gave a

Dr. Ba 16 reported that from is Bard of Health' s
point of view, the dump is being operated in a highly efficient

manner and is very sanitary. A lengthy discussion followed re-
garding controlled burning, incinerators and sanitary fill. Mr.
Florence announced that the Board of Public Works would appreciate
letters from the Board of Selectmen and Board of Health containing
their views after they have had time to review the situation. An
appointment was made for the Members of the three Boards to visit
the Dump on Saturday, January 21, 1961.
Mr. Leonard moved that burning be stopped at the Dump
immediately and sanitary fill be used. No action was taken. Mr.
Harrison moved that the subject be tabled for further considera-
tion and discussion. Mr. Ames seconded and it was voted. Mr.
Leonard wished to be recorded as being opposed.
' Mr. Florence read note from the Superintendent giving
$3,800. 00 as the estimated cost of removing the freight sheds and
making a black top parking area; also his suggestion that the Board
of Selectmen carry the appropriation in their budget. Mr. Harrison
moved that the estimate of $3,800.00 be submitted to the Selectmen
to be included in their budget. Mr. Leonard seconded and it was
voted.
Mr. Harrison moved, Mr. Ames seconded and it was voted
to hold the next two meetings of the Board of Public Works on
December 28, 1960 (for consideration of the budget and other neces-
sary business) and January 4, 1961 (regular meeting).
Read note from Mr. Welch regarding restricted parking on
certain streets during snowstorms and removal operations and his
recommendations thereto. Mr. Leonard moved that the Superintendent
write a letter to the Board of Selectmen outlining his problems.
Mr. Hodson seconded and it was voted.

The Chairman read copy of suggested letter prepared by
Mr. Welch to Mr. Jack Ricciardi, Commissioner, Massachusetts State
Department of Public Works regarding the plowing of Route 28 int,
Reading and the resultant condition of the sidewalk area. Mr.
Leonard moved that Mr. Welch make an appointment with Mr. Ric-
ciardi and attempt to straighten out the matter. It was not
seconded.
After a short discussion it was moved, seconded and voted
to send the letter as amended and signed by the Chairman of the
Board of Public Works.
Read note from the Superintendent regarding removal of
snow from the business area and the trouble incurred by parked cars,
many belonging to owners of stores and their employees. It was
moved, seconded and voted that a letter be sent to the Chamber of
Commerce requesting that they ask members for better cooperation
during snow removal.
Read note from the Superintendent pertaining to sidewalk
plowing. A short discussion, followed. No action was taken.

1960 Order of Sidewalk Assessments
Pay-roll and Bill-roll for the period December 11, 1960
through December 17, 1960.
