Regular meeting of the Board of Public Works opened at
' 7:30 P.M. in Room 14, Municipal Building.
Present were Chairman Florence, Secretary Harrison,
Board Members Leonard, Ames and Hodson, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Mr. Leonard presented to the Board his study of the con-
dition of the Town dump. Mr. Leonard recommended that burning be
stopped immediately and sanitary fill be used. It was suggested
that the Town Counsel, Mr. Killen, be contacted to ascertain
whether or not the Board should change its policy regarding burn-
ing at the Town dump at this time.
The Board adjourned temporarily at 8:00 P.M. to meet
as the Board of Survey.
The Board reconvened at 8:10 P.M.
Mr. Florence read progress report from the Superintendent
which pertained to sewer construction.
Mr. Harrison moved that the Board postpone action on the
sewer contract until the next meeting, December 12, 1960. Mr.Ames
seconded and it was voted.
The Chairman read letter from George Bogren of Weston &
Sampson regarding the new treatment plant. Mr. Ames moved that the
Superintendent. be instructed to contact Mr. Bogren regarding the
estimate which he was to have prepared for the Board. It was
seconded and voted.
Read petition from abutters residing at 207-215 Grove
' Street regarding storm drain extending through the rear of their
properties. The abutters requested that action be taken against
George Ne Sheehy. It was moved, seconded and voted that action be

postponed until the Superintendent makes a more complete study and
recommendation to the Board.
The following persons requested abatements on their
October 1960 water bills: -
Randall Kean, 36 Gleason Road *4o.70
R. T. Frongillo, 30 Lakeview Road 37.90
Ernest Brown, Jr. , 163 Walnut Street 37.10
After considering each case, it was moved, seconded and voted that
no abatements would be granted by the Board.
Signed the Bill-roll and Pay-roll for period November
27, 1960 through December 3, 1960.
The Chairman read letter from Roderick Hogan, 20 Summer
Avenue regarding offer of 000.00 made by the Board for drain
easement through his property which he termed "grossly inadequate" . r
Mr. Harrison moved that the Board suspend with any further nego-
tiations with interested parties and proceed on the legal work J
necessary to halt the entire project. After a somewhat detailed
discussion, Mr. Harrison amended his motion to the effect that a
letter be sent to Mr. Hogan acknowledging receipt of his letter
and advising him that the matter had been tabled for further con-
sideration by the Board. It was seconded and voted.
The Board agreed to meet on 'Thursday, December 8, 1960
at 7:30 P.M. for consideration of the 1961 budget.
The Board of Selectmen brought before the Board of
Public Works the subject of the removal of the old Boston & Maine
freight sheds and the widening of High Street. The Selectmen in-
quired if the Board of Public Works would consider including in
its budget the figure for grading, surveying, etc. J

As requested, the Board of Selectmen and Fire Chief
James Perry conferred with the Board of Public Works regarding
' operations at the Town dump. A discussion followed. Chief
Perry was requested to supply figures showing cost of having en-
gine with personnel to control burning at the dump which cannot
be handled by the Board of Public Works employees. This he
agreed to do.
After consultation with Mr. Killam, 3rd, Mr. Leonard an-
nounced that It would be necessary to withhold action until the
Town Counsel gives the Board authority to go ahead with any changes
in the dump procedure. Therefore, he considers that the report
should be accepted as a progress report. It was so voted.
Mr. Leonard moved that the old entrances to the brush
area be closed immediately and only the new entrance used and the
' Selectmen be informed of the type of sign to be erected at the
entrances. Mr. Hodson seconded and it was voted.
Mr. Leonard was of the opinion that contractors should
be licensed and a fee charged for dumping brush, tree stumps, etc.
Mr. Harrison was in agreement.
Mr. Leonard moved that the matter be discussed with the
Selectmen for their consideration at the next meeting. Mr. Harrison
seconded and it was voted.
It was moved, seconded and voted to continue the meeting
In Executive Session.
The Superintendent submitted sheets, showing the assign-
ments of the two assistant superintendents, the civil engineer and
the two foremen.
It was moved, seconded and voted to accept the sheets
as information.

'Phe Superintendent submitted a list of proposed de-
partmental salaries for 1961.
It was moved, seconded and voted to take the list
under advisement for study by the Board.
Discussed some matters related to particular per-
sonnel.
It was moved, seconded and voted to properly letter
all department vehicles (except the Superintendent ' s) so as to
Identify them as vehicles of this department.
Meeting adjourned at 10:45 P.M-
