HomeMy WebLinkAbout1960-11-14 Board of Public Works Minutes 183 November 14, 1960 ' Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Board Members Leonard, Ames and Hodson and Superintendent Welch. . Mr. Leonard acted as Secretary in the absence of Mr. Harrison. Minutes of the previous meeting read. Mr. Leonard moved that the minutes be -rewritten and amended for the next meeting. It was seconded and voted. Approval was held In abey- ance. Mr. Ames made a motion that on important voting, the individual votes be recorded. No action was taken and Mr. Ames withdrew his motion. Mr. Welch gave a verbal report on the progress of the sewer construction by George M. Bryne .Co. , Inc. Read note from the Superintendent with reference to questions which might arise at the Special Town Meeting regard- ing the operation of the dump. Mr. Leonard gave a report on his study of the dump and information pertaining thereto. It was suggested that Mr. Welch, after November 28, write a letter to the Chairman of the Conservation Committee, James Perry, requesting that he confer with the Superintendent and furnish him with a survey of the land which could be used as a dump. It was moved, seconded and voted that the report to the Board be in writing. Hearing was held at 8:00 P.M. regarding the proposed extension of gas main, as requested by the Mystic Valley Gas Company in the following location: 134 Norman Road - from Track Road, a distance of 240 feet more or less. The pipes will be located within the limits of the -� above-mentioned street. Anthony DSGlovanni, representing the Mystic Valley Gas Company, attended the meeting. - It was moved, seconded and voted that the line as proposed be accepted. The Board of Selectmen conferred with the Board of Pub- lic Works regarding bids on gasoline. The Selectmen will read- vertise for bids after hearing from the Board of Public Works, - not later than November 21. The Board of Selectmen informed the Board of Public Works that the Town had assumed ownership of the Boston & Maine Railroad Station and requested the latter to handle . the snow- plowing. It was suggested that records be kept of all expenses ' incurred on this project. Mr. Ames moved that the Board of Public Works handle the situation; that is, push back the snow. The inbound side should be cleared but not the outbound. Mr. Leonard seconded and it was voted. It was also suggested that the ice and snow be removed from the walk adjacent to the depot and across the track to the access area to the street. At least 20 feet on the outbound side should be kept clear for standing purposes. The Selectmen informed the Board of Public Works that signs would be posted at the Town Dump restricting the use to Reading residents. If the signs fail to serve the purpose, they will resort to stickers. ' Signed the bill roll and pay roll for the period November 6, 1960 through November 12, 1960. The Chairman read note from the Superintendent on the status of street construction in developments. Mr. Leonard moved that this be placed on file as information to the Board. Mr. Hodson seconded and it was voted. Read list of suggested transfers to be requested at the Special Town Meeting on November 28, 1960: Dunt From To $1,500.00 Highway Salaries Highway Expenses 500.00 Maint. Storm Drain Salaries Snow & Ice Expenses 1,500-00 Sidewalk Const. Salaries " " " " 1,000.00 Sewer House Conn. Salaries Sewer House Conn.Expenses Mr. Leonard moved that the recommendation be followed, Mr.- Hodson seconded and it was voted. Mr. Florence read note from the Superintendent regard- Ing proposed visit to the Billerica Treatment plant. It was agreed to hold the trip in abeyance and make plans to visit ' Billerica in the spring of 1961. The Chairman read report from Mr. Welch regarding sewer- age In the Charles, Wakefield and Pearl Street area. The Super- intendent explained the sketch of the area in detail. Meeting , with two representatives will be held November 21, 1960 at 8:00 P.M. Read letter from Mrs. Robert J. Carroll, 20 Pratt Street regarding condition of the sidewalk on Pratt Street. Mr. Welch explained that a work order would be issued on the above. A hearing can be held next year in regard to a Bituminous Concrete sidewalk. No action was taken. Read report from Mr. Welch on the water bill of Mrs. ' Arthur Morrison, 229 Pearl Street, who requests an abatement. Her April bill was $16.70. A policy on water abatements was discussed but no action taken. The Board held a discussion on the telephone service provided certain employees by the Board of Public Works. Mr. ' Ames moved in view of the fact that he and Mr. Welch could not agree on certain facts, that the telephone matter be postponed indefinitely. Mr. Hodson seconded and it was voted.
