November 7, 1960
' The regular meeting of the Board of Public Works
opened at 7:30 P.M. in Boom 14, Municipal Building.
Present were Chairman Florence, Secretary Harrison,
Board Members Leonard, Ames and Hodson and Superintendent Welch.
Minutes of the previous meeting read and approved.
Bead progress report which pertained to painting the
Bear Hill Standpipe. Mr. Welch also reported verbally on the
progress made by George M. Bryne Co. , Inc. , sewer contractor.
The Chairman read, letter from Messrs. Stephen L.
Bishop and Edmond I. Kennedy, abutters on Wakefield Street, re-
garding sewerage in that area. A petition was presented which
included a survey of 14 streets in the area. A total of 236
residents were canvassed; 200 were in favor. Mr. Welch in his
note to the Board expressed the opinion that the Interceptor
sewer from John Street to Charles Street would be the best so-
lution. Pumping units could accomplish the purpose but would
be more expensive and place a severe load on the present system.
It was moved, seconded and voted that the Superintendent brief
the Board on the statistics at the meeting November 14. A meet-
ing as requested by Messrs. Bishop and Kennedy will be held on
November 21, 1960 at 8:00 P.M. to discuss the problem.
Mr. Florence read letter from Mr. Ralph Bagdigian, 18
Marla Lane, regarding conditions on said road. Improper work
by the Board of Public Works, according to the writer, was the
cause of all trouble. Marla Lane is a private way. Acceptance
' as a public way was voted down on February 29, 1960. _ Mr.Leonard
moved that the letter be placed on file and a note sent to Mr.

Bagdigian stating that the Board denies the allegation that the
condition of the road is because of the Board of Public Works' ,
activity in the area. Mr. Hodson seconded and it was voted.
The Board adjourned temporarily at 8:00 P.M. to meet
as the Board of Survey.
The Board reconvened at 8: 22 P.M.
The Chairman left the meeting at this point to meet
with the Law Committee. Mr. Harrison assumed the chair.
Mr. Welch introduced Mr. George Bogren of Weston &
Sampson to Messrs. Ames and Hodson. The Board had requested
that Mr. Bogren brief them on the details of the new Filter and
Treatment Plant which is to be erected at Hundred Acre. Mr.Bogren
described in detail the new plant and the work to be performed.
A detailed discussion followed regarding hardness, magnes ium,iron '
and corrosiveness in Heading water. The new plant is designed to
eliminate iron and corrosiveness to a great degree. Mr. Welch is
of the opinion that the hardness of the water does not warrant
treatment. Mr. Ames quest2mad Mr. Bogren regarding the Amesbury
plant and Weston & Sampson' s guarantee of the plant in Heading.
Mr. Bogren stated that the plant should be finished a year from
now, with the specifications out this December.
The Board felt some consideration should be given Bevay
for corrosiveness. It was moved, seconded and voted to authorize
the Superintendent to have Mr. Bogren make a study and forward the
Information to Mr. Welch pertaining to a temporary installation
which might be made at Hundred Acre and a permanent installation
at Bevay. '

It was also suggested that Mr. Welch make arrangements
to visit the plant at Billerica.
Mr. Florence, upon his return to the meeting, informed
the Board that a special Town Meeting would be held November 24 or
28, 1960. The Warrant closes November 14, 1960 at 9:00 P.M. The
Warrant will include an Article for settlement of the accident on
Route 128 allegedly caused by smoke from the Town Dump.
Read note from the Superintendent regarding easement
through the land of Roderick Hogan. Mr. Harrison moved that the
Board of Public Works make an offer of $500.00 for the easement
as suggested by Mr. Welch. Mr. Leonard seconded and it was voted.
The Board heard petitions on the following New England
Telephone & Telegraph Company-Reading Municipal Light poles: -
Condor Road - to be installed approximately 7.00 feet
Westerly from Pearl Street - four poles
Haverhill Street - approximately 140.00 feet Northerly
from Wakefield Street - one pole. One pole to be re-
moved.
Condor Road - approximately 243.00 feet Westerly from
Pearl Street - one pole. Also remove one pole.
Mr. Harrison moved, it was seconded and voted to grant all three
petitions. -
Mr. Welch presented a brief report on the J. Felix
Arsenault water bill for July 1960. Mr. Leonard moved that the
bill be reduced to $10.00. Mr. Hodson seconded.
Mr. Leonard withdrew his motion with the consent of
Mr. Hodson.
' After some discussion, Mr. Leonard made a motion that
the July bill be reduced to $10.00, an abatement of $7.50. Mr.
Hodson seconded and it was voted.

The Chairman read note from Superintendent regarding
sewer connection to the new Junior High School Building. Under ,
discussion were alignment and leakage. Tests made by Mr.Torento
of Hubbard, Tracey & Blakeley were not inclusive and statements
made in Mr. Torento' s report are incorrect. It was Mr. Welch' s
contention that the Junior High School Building Committee should
be made aware of these facts either by the Board or Mr. Welch
personally. Mr. Leonard made the motion that the Superintendent
be instructed to write on behalf of the Board to the Chairman
regarding the above. Mr. Harrison seconded. It was voted. Mr.
Ames requested he be recorded as opposed.
Signed the bill roll and pay roll for the period
October 30, 1960 through November 5, 1960.
