October 31, 1960
' Regular meeting of the Board of Public Works was held
October 31, 1960 at 7:30 P.M. in Room 14, Municipal Building.
Present were Secretary Harrison, Board Members Ames and
Hodson and Superintendent Welch.
In the absence of Mr. Florence, Mr. Harrison acted as
Chairman and Mr. Ames as Secretary.
Minutes of the previous meeting read and approved.
Mr. Harrison read note from the Superintendent regarding
letter received from George M. Bryne Co. , Inc. , Sewer contractor,
under date of October 24, 1960. A discussion followed. Mr. Ames
moved, Mr. Hodson seconded and it was voted to notify George M.
Bryne Co. , Inc. that unless the work is completed to the Board's
' satisfaction by December 1 , 1960, that the Board will contemplate
placing in effect all the provisions of the contract and take
such legal steps as are necessary.
The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:22 P.M.
Mr. Hodson brought before the Board for reconsideration
the water bill of J. Felix Arsenault, 9 Longwood Road in the amount
of $17.50. The Board had voted at the October 3 , 1960 meeting that
no abatement would be made. Mr. Ames moved, Mr. Hodson seconded
and it was voted to reconsider the aforementioned case.
It was moved, seconded and voted that the meter be read
' on November 1, 1960 or November 2 , 1960 and an estimated bill be
presented to the Board by Mr. Welch at the next meeting for con-
sideration.

Hearing was held at 8:30 P.M. on the petition of the
New England Telephone & Telegraph Company to install and maintain '
underground conduits with wires and cables therein as follows: -
Charles Street from pole 74/38 Southeasterly, approximately
forty-four (44) feet to junction of Timberneck (Private) Drive.
Mr. Robert Dunn, Right of Way Agent, New England Telephone &
Telegraph Company appeared in behalf of the company.
It was moved, seconded and voted to approve the pe-
tition.
Hearing was held at 8:45 P.M. on the petition of the
Reading Municipal Light Department to install and maintain one
manhole and underground conduit for the transmission of elec-
tricity, as follows:
GREEN STREET, one manhole approximately 75 .00 feet
Easterly from the present location of manhole #5 High Street,
two underground conduits from proposed manhole approximately
35.00 feet Northeasterly to property line of Town of Reading,
Municipal Light Department .
It was moved, seconded and voted to approve the
petition.
Mr. Harrison read note from the Superintendent con-
firming appointment on November 7, 1960 at 8:15 P.M. with Mr.
Bogren of Weston & Sampson.
Conference was held at 9:00 P.M. with Roderick M.
Hogan, owner of property on Willow Street and Summer Avenue.
Attempts have been made to obtain an easement through Mr. Hogan's
property for the Aberjona ditch improvement but to no avail. Mr.

' Hogan was accompanied by Mrs. Hogan, .Mrs. Eleanor Poupolo, his
daughter and John, his son. Mr. Hogan read a prepared statement
regarding the condition of his land and surveys which had been
made as late as 1960. Mr. Hogan insisted that portions of his
land had been taken by the Town and he had received no notifica-
tion of same . Mr. Welch denied this allegation and explained that
the law requires advertising in the local paper, posting of notices
and notices sent to interested parties three or four weeks in ad-
vance of Hearings. Mr. Hogan also insisted at the time the large
culvert was installed, that a piece of pipe was left extending
over his property. Mr. Welch explained that an easement had been
obtained. At the conclusion of the conference, Mr. Hogan's
answer was still in the negative.
' It was moved, seconded and voted to table this item
temporarily.
The Acting Chairman read report from Mr. Welch on the
sewer connection to the new Junior High School. The report con-
tained information on the alignment and leakage; also results of
tests made by Mr. Torento of the firm of Hubbard, Tracey & Blake-
ley which excluded manholes and therefore were incorrect. It was
Mr. Welch's suggestion that the Junior High School Committee be
made aware of the above facts, either by the Board or Mr. Welch
personally. A lengthy discussion followed and it was moved,
seconded and voted to table the matter until the next meeting on
November 7, 1960.
' Read letter from Robert 0. Lincoln, President , Metho-
dist Youth Fellowship, requesting that permission be granted
to close Salem Street in front of the Church on Saturday, Novem-

ber 19, 1960 from 9:00 A.M. until 4:00 P.M. to enable the group
to hold a car wash. It was moved, seconded and voted to grant
the request.
Signed Pay roll and Bill roll for the period October 23 ,
1960 through October 29, 1960.
The meeting adjourned at 12:00 midnight.
