The regular meeting of the Board of Public Works was
held Tuesday, October 25, 1960 at 7:30 P.M. in Room 14, Municipal
Building.
Present were Chairman Florence; Secretary Harrison,
Board Members Leonard and Hodson, Assistant Superintendent Watson
and Civil Engineer Boutiette.
Minutes of the previous meeting read and approved.
Mr. Florence informed Mr. Leonard that he had contacted
the Chairman of the Incinerator Committee of the Town of Wakefield
who felt the information which they- have at this time would be of
no value to this Board. He definitely will contact Mr. Florence
this week.
' The Chairman read the Progress Report as prepared by the
Superintendent. A Brief discussion was held regarding the Chapter
90 project on West Street and complaints received by this Board.
The Board discussed the issuance of stickers with each
dump permit. Permits are issued by the Selectmen. Therefore,
Mr. Leonard moved that the matter of issuance of stickers be dis-
cussed by the Chairman of the Board of Public Works with the
Board of Selectmen. Mr. Hodson seconded and it was voted.
The Board signed the pay roll and bill roll for the
period October 16,1960 through October 22, 1960.
Mr. Florence read note from Mr. Welch and report from
E. Roger Louanis, Assistant Civil Engineer, on Aberjona easements.
Mr. Leonard moved that Mrs. Smith and Mr. Hogan be invited to
' confer with the Board of Public Works as soon as the necessary
arrangements can be made by the Superintendent. It was seconded
and voted.

Read note from the Superintendent regarding legal pro-
ceedings brought by the Federal Government against several road '
oil companies. Mr. Killam feels that possibly the Town should
bring suit but wishes to reserve final opinion pending further
Information and thought. Mr. Leonard made the motion that the
Board of Public Works authorize the Town Counsel to take what-
ever action he deems necessary in this case. Mr. Harrison
seconded and it was voted.
The Board signed contract between the Town of Reading
and Roy 0. Leonard of Framingham for painting the Bear Hill Stand-
pipe in the amount of $4,390.00.
Hearing was held in Room 2 at 8:00 P.M. regarding the
construction under the Betterment Act of a Bituminous Concrete
Sidewalk on the Easterly side of Pearl Street and the Easterly
side of Charles Street from #91 Pearl Street to Wakefield Street. '
Sia abutters attended the meeting and voted in favor of the side-
walk. Routine questions were asked by the abutters. At the con-
clusion of the Hearing, the members of the Board of Public Works
returned to Room 14. Mr. Leonard moved that the sidewalks as
described be Installed. Mr. Hodson seconded and it was voted.
Read letter from James P. Kelley of 38 Harvard Street
in regard to a drainage problem in that area; also a petition
signed by eleven abutters of Harvard Street requesting the assist-
ance of the Town of Reading in remedying the situation. Mr.
Leonard moved that the Superintendent' s recommendation be followed
and the matter be placed on file until a survey and report can be
made to the Board. Mr. Harrison seconded and it was voted. '
The Chairman read letter from John D. Bryne, President,

George M. Bryne Co. , Inc. regarding sewer construction on Main
' Street, giving December 3, 1960 as an estimated completion date.
Factors were listed which may prevent completion of the work on
or before the aforementioned date. November 19, 1960 was sub-
mitted as the date on which all patching and clean-up work south
of Putnam Road will be completed. It was moved, seconded and
voted to table the matter until the next meeting at which time a
complete up-to-date report of the progress would be made.
Signed Order of Taking for Drainage Easement through
lands of Francis M. Kiley Southwesterly of Avalon (Private) Road
running through Lot 19 to lands now or formerly owned by Morel
Bros. , Inc. The side lines of said easement are 20.00 feet para-
llel in width and contain 2,774.00 square feet more or less.
' Signed Sewer House Connection commitments and one Side-
walk Betterment commitment.
Meeting adjourned at 8:55 P.M.
