October 17 , 1960
The regular meeting of the Board of Public Works was
held Monday , October 17 , 1960 at 7:30 P.M. in Room 14, Municipal
Building.
Present were Chairman Florence , Secretary Harrison,
Board Members Leonard, Ames and Hodson and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Board signed the bill roll and pay roll for the
period October 9, 1960 through October 15 , 1960.
The Chairman read the Progress Report for the period
October 10, 1960 to October 14, 1960. Discussed in detail were
the Town Dump and the 100-Acre Treatment Plant. It was requested
by Mr. Ames that a member of the firm of Weston & Sampson, Con-
sulting Engineers, attend a Board Meeting within the next two or
three weeks and familiarize the new and old Members with statis-
tics regarding the new plant.
Mr. Leonard suggested that the Superintendent prepare
a report for the Board with recommendations on how to bar un-
authorized persons from using the Town Dump; also , the dumping
of materials in their respective areas.
The Chairman read report from the Superintendent on a
conference he held October 11, 1960 with Mr. Bryne , sewer con-
tractor, and his engineer, Mr. Mansur, and Messrs. Watson and
Boutiette.
The Board conferred with the contractor, John Bryne,
' who was accompanied by Mr. Raymond Mansur on the progress being
made on the installation of the sewer. Mr. Mansur explained to

the Board the difficulties encountered during construction on
Main Street and stating that it would not be possible to com-
plete the work by October 22, 1960 which is the contract com-
pletion date. December 1, 1960 was named as the possible
completion date. The contractor agreed to present to the
Board at the next meeting on October 25, 1960, a letter sug-
gesting a new completion date.
Mr. Florence read the Proposed Street Acceptance Pro-
gram for 1961 and 1962 as prepared by the Superintendent .
The Chairman read notice from the Selectmen regarding
the 1961 Budget. It was agreed that preliminary budgets should
be prepared by November 21. Special meetings will be held to
discuss the budget.
Mr. Leonard requested that another . Board Member be
appointed to accompany him to Wakefield for consultation on the
Town incinerator. Mr. Florence said that a statement would be
forthcoming at the next meeting.
Mr. Florence read note from the Superintendent re-
questing permission to be absent from the Board Meeting on
October 25, 1960. It was moved, seconded and voted to approve
the request.
