October 3 , 1960
' The regular meeting of the Board of Public Works was
held Monday, October 3 , 1960 at 7:30 P.M. in Room 14, Municipal
Building.
Present were Chairman Florence, Secretary Harrison,
Board Members Ames and Hodson and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Chairman read a report prepared by the Superin-
tendent on construction in the Department during the week of
September 26.
The Board adjourned temporarily at 7:50 P.M. to meet as
the Board of Survey.
The Board reconvened at $:25 P.M.
The Board signed the pay roll and bill roll from Septem-
ber 25, 1960 through October 1, 1960.
The Chairman read a report from Mr. Welch on the July
water bill of J. Felix Arsenault, 9 Longwood Road, in the amount
of $17.50. A daughter , Mrs. Dunlea, appeared at the September 26,
1960 meeting and requested an abatement. After reviewing the
facts, Mr. Ames moved, Mr. Harrison seconded and it was voted
that no abatement be made.
Mr. Florence reported that he had contacted the Board
of Selectmen regarding gasoline purchases. He and Mr. Hodson who
comprise the Subcommittee will meet with that Board October 10,
1960 at 7:30 P.M.
' The Chairman read letter from the Board of Selectmen
requesting a replacement for Mr. Lawrence Leonard on the Recrea-
tion Committee. According to the Chairman of the Recreation

Committee, Mr. Leonard has not attended a meeting since May 1960. '
Mr. Ames moved, Mr. Harrison seconded and it was voted that Mr.
Leonard be removed from the above Committee since he has not at-
tended the meetings and it is the consensus of opinion of the
Board of Public Works that he has not fulfilled his obligation
and has thereby embarrassed this Board; also that the letter from
the Board of Selectmen be a matter of record.
Mr. Harrison moved that Mr. Ames be appointed to serve
on the Recreation Committee, Mr. Hodson seconded and it was voted.
Read petition from fifteen abutters for the acceptance
of Kieran Road. It was moved, seconded and voted to place the
petition on file and process in the usual manner.
Read letter from Henry 0. Ballou, Chairman, Rag and Paper
Drive, Old South Methodist Church, requesting that Salem Street in
front of the Church be closed off Saturday , October 15 , 1960 from
9:00 A.M. to 4:30 P.M. in order that they may conduct their semi-
annual Rag and Paper Drive. Mr. Harrison moved, Mr. Hodson seconded
and it was voted to grant the request.
Read petition signed by thirty-six women requesting that
a hard surface sidewalk be installed from Wakefield Street to the
Pearl Street School on Charles Street. The Board favors the in-
stallation but it was moved, seconded and voted to process this
petition in the usual manner.
Mr. Florence read request from Francis Kiley for permis-
sion to install a 4-inch drain on Lot 18A Avalon Road to tie into
the Town drain that runs between Lot 18A and 1$B Avalon Road. Mr.
Harrison moved, Mr. Hodson seconded that the request be granted
subject to the usual restrictions and it was voted.

Read list of bids for painting the Bear Hill Standpipe
which were taken at 4:00 P.M. , September 29, 1960. The bids follow:
Roy Leonard - Framingham $4,390.00
William Dunlap - Attleboro 4,460.00
Industrial Tank Service - Rye, N. H. 5,798.00
General Painting & Maintenance Corp.-Quincy 5,920.00
Atlas Painting Co. - Lowell 6,140.00
N. Gigbiello Co. - Revere 7,380.00
Mr. Harrison moved, Mr. Hodson seconded and it was voted to award
the contract to the lowest bidder, Roy 0. Leonard of Framingham,
Massachusetts, in the amount of $4,390.00.
The Chairman read letter received from the Board of
Selectmen regarding a drainage problem in the system behind the Po-
lice Station and requesting that the necessary steps be taken to
correct it. It was moved, seconded and voted to acknowledge re-
ceipt of the letter and advise the Board of Selectmen that the
' Board of Public Works has a large amount of Department work to do
and will not be able to accomplish the suggested work.
Read petition received from Rev. Daniel J. Barrett and
Mary J. Weafer for a Bituminous Concrete sidewalk in front of the
property at 187 High Street. Mr. Ames moved, Mr. Harrison seconded
and it was voted that the request be approved.
Mr. Florence informed the Board that Articles for the
Warrant for the Special Town Meeting on October 24, 1960 must be
filed in the Selectmen's Office not later than 9:00 P.M. on October
10, 1960. Mr. Welch suggested the transfer of $4,000.00 from Water
Maintenance Expenses to Water Construction Expenses. It was moved,
seconded and voted to accept Mr. Welch' s recommendation.
