HomeMy WebLinkAbout1960-09-26 Board of Public Works Minutes 10'7 September 26, 1960 ' Regular meeting of the Board of Public Works was held September 26, 1960 at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence , Secretary Harrison, Board Members .Ames and Hodson and Superintendent Welch. Minutes of the previous meeting approved as amended. Mrs. Helen Dunlea, 15 Longwood Road, appeared before the Board in behalf of her parents, Mr. and Mrs. J. Felix Arsenault , 9 Longwood Road, whose July water bill amounted to $17 .50. Previous bills have ranged from $5.00 to $11.00. Ac- cording to Mrs. Dunlea there is no reason for this large bill. Mr. Florence advised her that Mr. Welch would notify Mr. Arse- nault of the Board's decision. The Board will act after review- ing all data on the case. Mr. Ames moved that Item No. 2 on each future Agenda be a five to ten-minute briefing by the Superintendent of Public Works on current projects so that the members can be appraised of the items as they are developed. Mr. Harrison seconded and it was voted. Read letter from William R. Burns, 192 Wakefield Street, thanking the Board for the very fine and efficient way in which it handled his problem, namely, the resurfacing of his driveway. The Board signed the Chapter 90 Maintenance Contract and Construction Agreement between the Commonwealth of Massachu- setts and the Board of Public Works of the Tom of Reading. The ' Commonwealth agreed to grade, surface with Class I Bituminous 108 Concrete and otherwise improve about 1,325.00 feet of road in Reading, being known as West Street. The work is to begin at a ' point about 1,375.00 feet Southeasterly of the Wilmington line about Station 49/75 and extend in a Northwesterly direction to the Reading-Wilmington line about Station 63/00. The Board signed the pay roll and bill roll for the period September 18, 1960 through September 24, 1960. Read petition from eighteen residents of Timberneck Drive requesting acceptance of the street by the Town as a Public Way. It was moved, seconded and voted to place the petition on file and process in the usual manner. The Board discussed in detail the requests from the Recreation Committee as outlined in a recent letter to the Super- intendent. It was deemed wise to restrict work being done in , Glen Meadow and Haverhill Street because of action which may be taken by the School Committee. Mr. Ames moved that the Board substantially support the Superintendent in his recommendations. It was seconded and voted. Hearing was held at 8:00 P.M. regarding the proposed location of an underground duct line in Haven Street, extending from Manhole #6, located on Haven Street , approximately 17 feet Southerly to the property line of the Town of Reading, Municipal Light Department . Mr. Hodson moved that the petition be granted, Mr. Harrison seconded and it was voted. Mr. Ames at this point questioned whether or not the Board of Public Works has a rule whereby all utilities are noti- fied before a street is opened. The Superintendent advised that 48 hourst notice is necessary. I 109 Mr. Rillam, Town Counsel, discussed the moving of build- ings along the highway; i.e. , the cost to the utility companies, etc. Mr. Welch advised the Board that he would prepare a form to be used in connection with the aforementioned moving which will include all necessary information. Mr. Welch presented a list of the proposed 1961 Street acceptances. Also included in the list will be Greenwood Road and MacIntosh Road (omitted from the original list) . Mr. Ames moved that the program as outlined be adopted and that work be started for acceptance at the Town Meeting. Mr. Harrison seconded and it was voted. Read note from the Superintendent regarding the bid prices on gasoline . Mr. Ames moved that the Chairman and Mr. Hodson be appointed a subcommittee to talk with the Board of Selectmen regarding gasoline purchases. Mr. Harrison seconded and it was voted.
