HomeMy WebLinkAbout1960-09-13 Board of Public Works Minutes � r September 13 , 1960 ' The regular meeting of the Board of Public Works was held Tuesday, September 13 , 1960 at 7:30 P.M. in Room 14 , Mun- icipal Building. This meeting was originally scheduled for Monday, September 12 , 1960 but was postponed due to Hurricane Donna on Monday. Present were Chairman Florence, Secretary Harrison, Board Members Ames and Hodson and Superintendent Welch. Minutes of the previous meeting read and approved. The Board signed the following documents: - Contract on the 1960 Chapter 90 Construction on West Street. This contract had been awarded previously to V. D'Angelo & Sons , Inc., Everett, the lowest bidder, in the amount of $27,307.35. Petition of New England Telephone & Telegraph Company- Reading Municipal Light Department pole on the Easterly side of Curtis Street. Hearing was held August 29 ,1960. The bill roll and pay roll for the period September 4, 1960 to September 10, 1960. Mr. Welch reopened the subject of regulations for water to swimming pools. After a brief discussion it was moved, seconded and voted to table this item for further discussion. The Chairman read report from the Superintendent regard- ing the sewer connection to the new Junior High School in Birch Meadow. It is Mr. Welch's contention that surveys have been made; the alignment was found to be unsatisfactory and leakage in excess of allowable limits. Corrections were supposedly made and tests rerun. The same conditions were found to exist. The Superintendent ' explained that the work is not up to the Board of Public Works* specifications. The combined aforementioned conditions would cause 98 added maintenance costs and place an unnecessary burden on our pumping station. ' Mr. Harrison moved that the Superintendent compose a letter to be signed by the Chairman and sent to the Junior High School Building Committee advising them of the above. It was seconded and so voted. Request was made by Mr. James Tansey, 22 Milton Road, for abatement on his April 1960 water bill. Mr. Tansey's bill, which usually runs around $5.00, amounted to $39 .50. Mr. Welch recommended an abatement of $15 .00. It was moved, seconded and voted to grant the request. Mr. Hodson informed the Board that Mr. Rubin of the Atlantic Food Mart was dissatisfied with his abatement of $475.00 on his bill of $995.00. Mr. Welch explained that Mr. ' Rubin had been given a normal abatement which included costs for tests incurred by Mr. Rubin. � The Chairman brought before the Board the Morel Bros . situation on Gleason Road. On August 30, 1960 Mr. Welch had a conference with Mr. Stone, Morel Bros . , Mr. Killam and Mr. Wilkinson regarding the failure of Morel Bros. to live up to their bond which is a year overdue . The Messrs. Morel agreed to pay all obligations to this department, would not turn on water without our knowledge and on the 6th of September 1960 start getting the roads in condition. They have not to date fulfilled these obligations. On September 3 , without the knowledge of the Water De- , partment , the builders turned on the water at Lot 36 - 77 Gleason 99 Road, now owned by Mr. and Mrs. Stephen Abbott. Mr. Welch con- tacted Mr. Killam and requested that he go to Woburn and obtain a warrant for Morel 's arrest. Mr. Killam advised the Department not to do so although Morel admitted his guilt. It was moved, seconded and voted that Mr. Welch would compose a letter to Mr. Killam outlining the Board's request which would be signed by the Chairman. Read letter from the Recreation Committee containing requests and remarks from the Superintendent. It was moved, seconded and voted to table this item for future discussion. Read report from the Superintendent on the installation of a new water main in Bunker Avenue. In his opinion it would cost about $2,500 plus $200 to $250 to each owner for services. ' Mr. Florence suggested writing a letter advising the abutter that there is no Board of Survey Approval of this lay-out. It was moved, seconded and voted. Read request for a Bituminous Concrete sidewalk from Warren F. Charles and Katherine S. Charles at 92 Bancroft Avenue. This completes one side of the street - Middlesex Avenue to Lowell Street. Mr. Harrison moved, Mr. Hodson seconded and it was voted to accept the petition and perform the work as soon as possible. Read letter from Benjamin Hartshorn, New Castle , New Hampshire, requesting that a sewer house connection be made at 236 High Street, Reading. Mr. Welch informed the Board that he had received two other requests from High Street and one from ' West Street. This would mean digging up two streets which have been newly surfaced. It was moved, seconded and voted to send 100 each person a letter advising that the work would be done but an additional charge would be made as the street surface is Bituminous , Concrete rather than oil treated gravel. Held Hearing on Joint pole relocation New England Tele- phone & Telegraph Company-Town of Reading Municipal Light Depart- ment, Franklin Street - Southerly side, approximately 1085 feet Easterly from William Road; also remove one pole Southerly side approximately 235 feet Westerly from Meadow Brook Lane.
