June 6, 1960
Sidewalk Construction Hearings were held at the
Community Center, Sanborn Street, Heading, at 7:30 P.M.
Present were Chairman Florence, Secretary Harrison, Board
Members Leonard, Ames and Hodson and Superintendent Welch.
High Street - West Side - Middlesex Avenue to Vine
Street. Three abutters attended the meeting and
voted "no". Five abutters were represented by Mr.
Berger; two in favor and three opposed.
Hartshorn Street - South Side - Lowell Street to
Bancroft Avenue. Eleven abutters attended the
meeting. Ten were opposed to sidewalk construc-
tion, one non-committal. Letter was received
from Joseph L. Pendergast, Jr. and Marjorie
Pendergast who were opposed.
Linden Street at #76 - Although the sole abutter
did not attend the Hearing, his vote was under-
stood to be in favor.
At the conclusion of the Hearing, the meeting of
the Board continued at the Board of Public Works Office.
It was moved, seconded and voted not to install Bituminous
Concrete Sidewalks on the following:
High Street - West Side - Middlesex Avenue to Vine Street
Hartshorn Street - South Side - Lowell Street to Bancroft
Avenue
It was moved, seconded and voted to Install a Bituminous
Concrete Sidewalk on Linden Street in frontof #76.

A Hearing was held at 8:30 P.M. on a Storm Drain
Easement - Easterly of Grove Street through lands of
Meadow Brook Golf Club Corporation and Augustine J. Fitz-
patrick. No abutters attended the meeting although Mr.
Fitzpatrick has signed the Release from Damages. It was
moved, seconded and voted not to take action until Release !i
from Damages has been signed by the Meadow Brook Golf Club
Corporation.
Read letter from Max Brandt, 57 Fine Ridge Road
requesting that an area 50' x 50' be roped off in the
Parking Lot adjacent to the High School Cafeteria on June 15,
1960 from 11:00 P.M. to 3:00 A.M. June 16, 1960. Also
requested was equipment to block off the entrances. This
request was made in behalf of the parents of the members of
the Graduating Class of Heading 'high School. Mr. Ames made
a motion that the request be denied; it was not seconded.
Mr. Leonard moved that permission be granted, Mr. Hodson
seconded and it was carried.
Read note from Superintendent Welch regarding the
informal request to make title search and necessary surveys
to establish the ownership of lands in the 'Town Forest used
by the Boy Scouts. After a general discussion Mr. Hodson
made the motion that action on the Boy Scouts' request for
a survey be indefinitely postponed. Mr. Leonard seconded
and it was voted.

Mr. Welch brought up the request of Mr. Albert
Pitts, 64 Track Road, to erect a fence across part of the
Quannapowitt Drain Easement, evidently as a parking lot for
his car. Mr. Leonard made the motion that it be granted,
providing all requirements are met and approved by Mr. Welch.
Mr. Hodson seconded and it was voted.
The Chairman read letter received from Boyd Stewart
regarding the hiring of new employees under Article %VIIIB,
General By-Laws. It was agreed by the Board to contact Dr.
Wakeling for physical examinations . until such time as the
Board of Selectmen establishes definite program. Mr.
Leonard moved that Mr. Welch write the Selectmen advising
them of the pressure of work at this time and the need for
' immediate action. Mr. Ames seconded and it was voted.
A general discussion followed regarding the
possibility of building an incinerator with the Town of
Wakefield. Mr. Welch suggested that the Board should be
interested and will be subject to many questions, and would be
requested to propose it to the Town. Mr. Leonard made
the motion that at the proper time Mr. Welch voice his
opinions as set forth in reference to an incinerator to the
Town of Wakefield. Mr. Ames seconded and it was voted.
Hearing was held at 9:00 P.M. in regard to the
proposed location of a jointly-owned New England Telephone
and Telegraph Company and Reading Municipal Light. Department
pole on the Easterly side of Hancock Street, approximately
145 feet Southeasterly from Glen Road. Mr. Hodson moved,

it was seconded and voted to grant the request.
The list of bids for Chain Link Fence at Birch
Meadow was read. Mr. Leonard moved that upon the recommenda-
tion of Mr. Welch, the low bid of American ChainLinkFence be
accepted. Mr. Hodson seconded and it was voted. A copy of
the above list is attached hereto and becomes a part of these
records.
Signed Order of Taking on the Proposed Drain Easement
through land owned by Agrippino Tambone, Westerly of Shackford
Road. Said easement is 20.00 feet parallel in width and is
located on Lot 3 Shackford Road.
Signed Order of Taking on the Proposed Drain Easement
through lands owned by Francis Kiley, Easterly of Avalon
(Private) Road. The side lines of said easement are 10.00
feet parallel to the division property line between Lots 14
and 15 Avalon (Private) Road.
Mr. Welch discussed in detail the proposed. specification
for bidding gasoline for all Town purposes ; also the Public
Works ' price, capacity for storage, etc. Mr. Ames made the
motion the Board of Selectmen be notified that a Sub-Committee
of this Board has been appointed to act as our Agent to study
the propositions, etc. , the Sub-Committee being Board Members
Hodson and Leonard and Superintendent Welch. It was seconded
and so voted.
Mr. Florence left the meeting at 9:00 P.M. and
Mr. Harrison acted as Temporary Chairman. '
Mr. Harrison read letter from George T. Routhier,

108 Winthrop Avenue regarding condition of his property and
Lconference with Mr. Welch. Mr. Ames moved that the Chairman
of the Board, Mr. Florence, be designated as a responsible
party to personally investigate this matter and report at the
next meeting. Mr. Harrison seconded and it was voted.
Mr. Ames requested that the change in pay roll and
bill roll period be brought off the table for further con-
sideration.
A detailed discussion took place regarding the
transition period, hardship on the employees, etc. The
most feasible plan (for hourly rated - regular and non-regular
employees) is as. follows:
1 hour overtime - June 15, 16, and 17, 1960
8 hours overtime - June 18, 1960 (overtime at one
and one-half times the regular rate) .
Mr. Ames moved that the Superintendent be instructed
to accomplish the change-over to make the pay period from the
period of Sunday 00.01 through Saturday at 2400 hours and that
the hourly rated employees in the Department be given an option
to. work at a time designated by the Superintendent in order that
they can realize a full week's pay not to exceed 40 hours .
Mr. Leonard seconded and it was voted.
The meeting adjourned at 10:45 P.M.
