HomeMy WebLinkAbout1960-05-23 Board of Public Works Minutes 67' May 23, 1960 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Secretary Harrison, Board Members Ames and Hodson and Superintendent Welch. Minutes of the previous meeting read and approved. The Chairman read a list of 1955 and 1956 bills which, according to the Superintendent, are uncollectible. This was confirmed by a letter from William Morrison, 'Pax Collector. Mr. Harrison made a motion, Mr. Hodson seconded, and it was voted to abate the entire list. Mr. Florence brought before the Board a petition signed by residents of County Road between Howard Street and Wescroft Road requesting that the street be resurfaced. Also read were two prior complaints. The motion was made by Mr. Harrison to advise the first signer of the petition that it is the Public Works' intention to make minor repairs to this section of County Road during the summer months. Mr. Ames seconded and it was voted. The Board held a detailed discussion on changing the weekly pay-roll period in order that the pay-roll may be signed Monday night instead of Wednesday night. Mr. Ames moved that it be tabled for further consideration, Mr. Harrison seconded and it was voted. Mr. Florence, in behalf of the Board of Public Works, accepted from Arthur C. King a Garden Certificate. presented by the Massachusetts Horticultural Society for a commendable 68 attempt to disguise the Town Dump by a screen planting of spruce and lilacs. A Hearing was held at 8:00 P.M. regarding the proposed extension of a gas main as requested by the Mystic Valley Gas Company in South Street from Main Street Westerly, a distance of 1,460 feet more or less. Mr. Harrison seconded and it was voted. 77■■ jA Hearing was held at 8:30 P.M. on the proposed J extension of a gas main by the Mystic Valley Gas Company in Oakland Road and birch Meadow Drive, a distance of 690 feet more or less. Mr. Carl Emery of the Mystic Valley Gas Company attended. Mr. Harrison moved that permission be granted, Mr. Hodson seconded and it was voted. Received a signed Release from Damages from Francis W. Kiley, owner of Lots 14 and 15 Avalon (Private) Road. It was moved, seconded and voted to make the follow- ing described Order of Taking on the Proposed Drain Easement through Lots owned by Francis M. Kiley, Easterly of Avalon (Private) Hoad. The side lines of said easement are 10.00 feet parallel to the division property line between Lot 14 and Lot 15 Avalon (Private) Road. v` It was moved, seconded and voted to sign the Order of Taking for Drain Easement for Lots 14 and 15 Avalon (Private) Road. All the abutters having signed a Release from Damages, the Board signed Orders of Taking for the proposed Drain Easement - Wakefield Street to Baker Road through Lots of Wil- liam R. Burns et ux and others. Read letter from the Board of Health, Christine F. Parker, Secretary, requesting that Highland Street be given priority over any other section in the installation of Sewers. Mr. Hodson made a motion, it was seconded and voted that the Board of Health be notified that every consideration will be ' given to including this street in the 1961 program. Mr. Florence read letter of appreciation from Mrs. Pauline B. Edgecomb, Hillcrest Road, for the work done by the Board of Public Works on sidewalk and grading; also for the good sanding fob performed this winter. The Chairman read letter from Mrs. Robert Collins requesting permission to use the Birch Meadow facilities Sunday, June 5, from 12 noon to 6:00 Y.M. for a picnic for the Christian Family Movement. Mr. Ames moved that the request be granted. Mr. Hodson seconded and it was voted. Read letter from Rachel L. Christensen, Secretary, Congregational Fair Committee, requesting permission to close Sanborn Street from Woburn Street to Lowell Street on Friday 1960 evening 5:00 P.M- to 12 midnight, September 23,/and all day 70 1960 Saturday, September 24,/7:00 A.M. to 12 midnight. Mr. Harrison moved, Mr. Ames seconded and it was voted to grant the request. Mr. Welch brought to the attention of the Board that according to the new regulation for sick leave, any person after working one day would be eligible for sick leave of five days. Mr. Ames moved, Mr. Hodson seconded and it was voted that the policy be amended, a copy of which is attached hereto and be- comes a part of these records. The Board requested a report from the Superintendent on the progress being made on Putnam Road. According to Mr. Welch, a survey of all structures was made and letter sent to Mr. Yardumlan. It is hoped that the street can be accepted in 1961. It was moved, seconded and voted to hold the balance of the meeting in Executive Session. Several Personnel matters were discussed. It was moved, seconded and voted to instruct the Superintendent to submit an analysis of the work assignments of both Assistant Superintendents. All .regular employees shall be paid for the ten holi- days named in the Town By-lava, providing they work the day be- fore and the day after raid holiday, except as otherwise ap- proved by the Superintendent. (1) If the day before or day after Is a non-scheduled workday, then the employee shall be present for duty the subsequent or :next prior workday to receive pay for the holiday. b. All non-regalar employees shall be pail for the ten hol- idays named in the Town By-laws starting with their 53rd con- seoutive week of employment, subject to the same oondl-tions as regular employees. a. All regular employees may receive one additional day off if one of the ten named holidays falls within his varation.Th's additional day off is to be taken sub,ect to the Superintendent °e approval. d. Temporary or extra employees will not receive any holiday PAY. e. All non-regular employees are to be paid. for Thanksgiving Day and Christmas Day regardleas of their length of service. 2. Sick Leave a. Sick leave may not be accumulated or carried over from year to year. c. Any regular employee who has rade a concerted effort to carry out his responsibilities over a period of time will be given special consideration, should the need arise, upon appli- cation to the Board and recommendation by tha Superintendent. d . Employees are to notify their immediate supervisors before 10:00 A.M. on the first day of sickness, as to the nature of the trouble and the arrount of days 'tboy anticipate being out. a. Employees who have bes�i or are out on sick leave may be required to furnish a doctor' s certificate prior to re- ceiving sick pay. Forms to be furnished by the Department. f. F'mployess may be visited on any workday during their sick leave,. g. Partial allowance Shall be made between the employee' s anniversary date and the subsequent January first after which the sick leave will start on January first of the year in which it is taken. ho The number of daps sick leave shall to recorded on the employee' s record in the department office. 1 , Temporary or extra employees will not receive any sick leave. 3. Other Time Granted a. Regular employees eras be given time off with pay as out- lined below. b. Three days off for the funeral of first blood relatives living in same household. c. Two days off for the funeral of first blood relatives not living in the same household„ d. One day off for the funeral of any other relative. e. Any other time off for funeral subject to approval of Superintendent and/or Board. f. Non-regular employees will be granted time off with pay as outlined above starting with their 53rd consecutive week of employment, subject to the same conditions of regular employees, with the following exception: - Any time off with pay for non- reguler employees with less than one year of service will be at the discretion of the Superintendent, but in any event will not exceed stipulated amounts for regular employees. g. Temporary or extra employees will not receive anyvfime off with pay. ly. It is understood that the Superintendent will administer this policy except where otherwiss noted. 5. This Sick Leave, Holiday ?ay, and Other Time Granted Policy is to ;o into effect on May 2, 1960 and all employees as of that date are to be included in this plan under their existing status.
