HomeMy WebLinkAbout1960-04-25 Board of Public Works Minutes 3 April 25, 1960 ' Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 14, Municipal Building. Present were Chairman Florence, Secretary Harrison, Messrs. Ames and Hodson and Superintendent Welch. Minutes of previous meeting read and approved as corrected. Mr. Welch reported that he had contacted the Chiefs of the Fire Department and Police Department regarding the Pearl Street relocation. No reply has been received to date . Letter received from William A. Kinsley, Commander, Reading Post 685, V.F.W. requesting a Department truck and driver to be at Emery' s Greenhouse at 6:00 A.M. on May 30 to assist in transportation of baskets to Town cemeteries. Mr.. Harrison moved that the Superintendent be in- structed to check the legality of this request and if same is found to be legal, etc. , that permission be granted . Mr. Hodson seconded and it was so voted . The subject of a two-weeks vacation period at the same time ' for the majority of the labor force was discussed. It was decided to accept the Superintendent ' s recommendation for the two weeks July 9 to July 24 inclusive. The motion was made, seconded and voted. Due to sickness, Mr. Tambone, representing the Massachusetts Builders, Inc . was unable to attend the scheduled Hearing regarding drain easements in his develop- ment. Mr. Welch explained that Tambone was willing to sign 54 i the necessary papers. It was moved, seconded and voted to ap- prove the following drain easements: - 1. Easement Westerly of Hemlock (Private) Road . The side lines of said easement are 10.0 feet parallel to the division property line between lots 137 and 138 Hemlock Road . 2. Easement Easterly of Balsam (Private) Road. The side lines of said easement are 10.0 feet parallel to the division property line between lots 102 and 103 Balsam Road . 3 . Easement Southwesterly of Ash Hill (Private) Road. The side lines of said easement are 20.0 feet parallel in width and said easement is designated as lot 122 Ash Hill Road. Read letter from Carl Wells of the Old South Metho- dist Church regarding serious traffic problem around the Church property and requesting "No Parking" signs. Motion was made, seconded by Mr. Harrison and voted to forward letter to proper authorities, namely, the Board of Selectmen. Mr. Wells was to be so informed. The P subject of an official spokesman for the Board was discussed in detail. Mr. Ames made the motion that the Chairman, Mr. Florence, in addition to his other duties, issue all official Board statements to the press. Mr. Harri- son seconded and it was voted. Mr. J. Warren Killam, Town Counsel conferred with the Board about the claim of Brox Bros. against the Town and the claim of John Gallugi of Wakefield against Cannavino & Shea. Temporarily adjourned at 8 :3U P.M. to meet as Board of Survey. ' iJ J The meeting reconvened at 9:00 P.M. ' It was moved, seconded and voted to continue the meeting in Executive Session. Read note from Superintendent regarding salaries of three employees. Mr. Harrison moved recommendations be approved as detailed, after presentation to Personnel Board. Mr. Hodson seconded and it was so voted. Discussion was held regarding Paid Holidays, Paid Sick Leave and Other Paid Time Off for Regular Employees, Non-regular Employees and Temporary or Extra Employees. Mr. Hodson made the motion, Mr. Harrison seconded and it was voted to approve the Policy for Holiday, Sick Leave and Other Paid Time Off, a copy of which is attached hereto and becomes a part of these Records. The meeting adjourned at 11:30 P.M. Respectfully submitted, � Seere taaryry 1 PROPOSED POLICIES PAID HOLIDAYS PAID SICK LEAVE AMID OTHER PAID TIP":E OFF Definitions: Regular Employees: hmployees included in lists posted by the Depart- ment. Non-Regular Employees: All other full time employees not included in posted lists. Seasonal and Occasional Employees: Includes employees hired for spe- cified per o s of a relatively short duration. 1. Holidays a„ All regular employees shall be paid for the ten holi- days named in the Town By-laws, providing they work the day be- fore and the day after said holiday, except as otherwise ap- proved by the Superintendent. ( 1) If the day before or day after is a non-scheduled workday, then the employee shall be present for duty the subsequent or next prior workday to receive pay for the holiday. b. All non-regular employees shall be paid for the ten hol- idaya named in the Town By-laws starting with their 53rd con- secutive week of employment, subject to the same conditions as regular employees. c. All regular employees may receive one additional day off if one of the ten named holidays falls within his vacation. This additional day off is to be taken subject to the Superintendent' s approval. d. Temporary or extra enployees will not receive any holiday pay. e. All non-regular employees are to be paid for Thanksgiving Day and Christmas Day regardless of their length of service. 2. Sick Leave a. All regular and non-regular employees shall be allowed the following amount of annual sick leave with pay subject to the con- ditions outlined below: - Up to 1 year. . . . . , 5 days 1 - 2 years 7 days - 3 years 10 days 3 - 4 years 12 days 4 - 5 years . . . days 5 - 6 years . . . . . . li days 6 -10 years . . . . . . 20 days 10 -20 years . . . . . . 25 days 20 -and over . . . . . . 30 days b. Sick leave may not be accumulated or carried over from year to year. c. Any regular employee who has made a concerted effort to carry out his responsibilities over a period of time will be given special consideration, should the need arise, upon appli- cation to the Board and recommendation by the Superintendent. d , Employees are to notify their Immediate supervisors before 10:00 A.M. on the first day of sickness, as to the nature of the trouble and the amount of days they anticipate being out. e. Employees who have been or are out on sick leave may be required to furnish a doctor' s certificate prior to re- ceiving sick pay. Forms to be furnished by the Department. f. Employees may be visited on any workday during their sick leave . g. Partial allowance shall be made between the employee' s anniversary date and the subsequent January first after which the sick leave will start on January first of the year in which it is taken. h. The number of days sick leave shall be recorded on the employee' s record in the department office. i , Temporary or extra employees will not receive any sick leave. 3. Other Time Granted a. Regular employees may be given time off with pay as out- lined below. b. Three days off for the funeral of first blood relatives living in same household . c. Two days off for the funeral of first blood relatives not living in the same household, d. One day off for the funeral of any other relative, e. Any other time off for funeral subject to approval of Superintendent and/or Board . f. Non-regular employees will be granted time off with pay as outlined above starting with their 53rd consecutive week of employment, subject to the same conditions of regular employees with the following exception: - Any time off with pay for non- regular employees with less than one year of service will be at the discretion of the Superintendent, but in any event will not exceed stipulated amounts for regular employees, g. Temporary or extra employees will not receive any time off with pay. 4- It is understood that the Superintendent will administer this i policy except where otherwise noted. 5. This Sick Leave, Holiday Pay, and Other Time Granted Policy is to Cp into effect on May 2, 1960 and all employees as of that date are to be included in this plan under their existing status. Sick leave taken prior to this date retroactive to January 1, 1960 will be deducted from their sick leave credit for the current year. 6. The Board of Public Works may amend these benefits from time to time as the occasion requires.
