March 5, 1960
Special meeting of the Board of Public Works opened at
2:00 P.M.
Present were Chairman Zanni, Messrs. Florence and Harrison,
Assistant Superintendents Putnam and Watson, and Civil Engineer
Boutiette.
Minutes of previous meetings read and approved as cor-
rected .
Reviewed data on street acceptance hearings held Monday,
February 29, 1960.
Following an examination of the expressions of opinions
from abutters of said streets, received both during and after
the Public Hearings, it was moved, seconded and voted:
' To recommend acceptance of Laurel (Private ) Lane under
the Betterment Act as originally proposed;
To recommend acceptance of Tanglewood (Private) Circle
under the Betterment Act as originally proposed ;
To recommend acceptance of Mark (Private) Avenue under
the Betterment Act as originally proposed but with
the following modifications:
Storm Drains - Not to be charged to abutters but
charged under storm drain construc-
tion appropriation
Bituminous Concrete Sidewalks- Not to be installed
To recomend acceptance of Linnea (Private) Lane
under the Betterment Act as originally proposed
but with the following modifications:
Bituminous Concrete Sidewalks - Not to be installed
To not recommend acceptance of Marla (Private) Lane;
To not recommend acceptance of Swan (Private) Road.
' Harold B. Currell, 11 Mark Avenue, and his Attorney,
Kenneth C. Latham, 55 Grand Street, met with the Board at

2:30 P.M. to discuss the estimated cost of construction of Mark
(Private) Avenue in particular and the Subdivision Control Law
relating to developments in particular. Mr. Currell protested
the inclusion of Bituminous Concrete sidewalks and storm drains
in the Mark (Private ) Avenue estimate.

Northwesterly of Winslow Road through lands of
David A. Carlson at ux and William H. Weicker
at ux.
Received report from Assistant Superintendent Putnam regard-
ing 1960 Budget amounts as approved by Finance Committee. Report
noted .
Received letter from Ralph S. Garland , 175 Haverhill Street,
North Reading, Massachusetts, requesting permission to use the
Town of Reading sewer dumping manhole at the rear of the Municipal
Garage for the purpose of dumping septic tank and cesspool pump-
' ings. Moved, seconded and voted to grant permission as requested .
Considered recommendation from Civil Engineer Richard C.
Boutiette regarding bidding of 1960 Sewer Program. Moved, seconded
and voted to set dates for bidding and opening as recommended;
i.e. , advertise March 17, 1960, open bids March 31, 1960, action
on Gids by Board on April 4, 1960.
Received letter from Weston and Sampson, Consulting Engi-
neers, regarding proposed timetable for bidding contracts on
1960 Water Bond Issue - Pumping Station and Filter Plant renova-
tion and improvements. Letter noted .
The meeting adjourned at 4:00 P.M.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
LAUREL LANE
The Board of Public Works of the Town of Reading having
determined' and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of- betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
persons present who desired to be heard, have laid out as a town
way for the use of the town running Southwe starly and Westerly
from a town way known as Mark Avenue, substantially as and in
the location of a private way known asLaurelLane. The bound-
aries and measurements of said way as so laid out are as
follows:
Beginning at a point on the Southwesterly side
line of Mark Avenue, said point being 23.56 feet on
a curved line to the right, having a radius of
385.00 feet, from a stone bound;
Thence by a curved line to the left, having a
radius of 25.00 feet by lands of Robert G. Woodward
at ux, a distance of 37 .75 to a point;
Thence S.440-231 -40ew., still by lands of
Robert G. Woodward at ux, and by landsofRoger S.

The above described linea being more fully described
on a plan entitled "Laurel Lane, Reading, Massachusetts,"
dated January 1960, Board of Public Works, Philip Welch,
Superintendent, said plan being a part of this description.
We determine that no damages will be sustained by
any person or persons in their property by reason of the
taking to be made for this improvement. All acts in connection
with said laying out are done under the provision of law author-
izing the assessment of betterments, and betterments are to be
assessed therefor.
This laying out so made by us we hereby report to
the Town for acceptance and recommend that said way sball
thereafter be known as a public town way and named Laurel Lane,
and that the sum of One Thousand Nine Hundred Dollars ($1,900.00)
be raised and appropriated for conatruption of said way.

The Board of Public Works of the Town of Reading having

require the laying out of a town way under the provisions of law

require the laying out of a town way under the provisions of
law authorizing the assessment of betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
� persons present who desired to be heard, have laid out as a town
way for the use of the town running Southeasterly from a town way
known as Laurel Lane, substantially as and in the location of a
private way known as Tanglewood Circle. The boundaries and
measurements of the said way as so laid out are as follows:
Beginning at a point of curvature on the South-
easterly side line of Laurel Lane, said point being
5.440-23' -40"w., from the division property line of
lands of Robert G. Woodward at ux, and by lands of
Roger S. Lacey at ux, a distance of 19.70 feet;
Thence by a curved line to the left, having a
radius of 25.00 feet by lands of said Roger S. Lacey
at ux, a distance of 49.15 feet, to a point of re-
verse curvature;
Thence by a curved line to the right, having a
radius of 50.00 feet, still by lands of Roger S.
Lacey at ux, and by lands of Conrad J. Morgan at ux,
and by lands of Clarence J. Arsenault at ux, a dis-
tance of 241.19 feet to a point of reverse curvature;
Thence by a curved line to the left, having
a radius of 25.00 feet, still by lands of said
Clarence J. Arsenault et ux, to a point on. the
Southerly side line of Laurel Lane;

a radius of 90.96 feet, along said Southerly side
