November 2, 1959
The meeting of the Board of Public Works opened at 7:30 P.M .
Chairman Zanni, Secretary Harrison, Board Members Donahue,
Florence and Leonard and Superintendent Welch were present.
Considered note from the Superintendent relative to progress
on Putnam Road, and statement made to Superintendent by one of the
developers, Mr. Orchanian, to the effect that the developers, on
advice of the attorney, are to allow the Contractor to proceed
as he thinks best and then the developers will petition the Town
for approval. Failing to get it they will then sue the contractor.
It was moved , seconded and voted to have the Superintendent
draft a letter for the Board to send to the developers, stating
that the Board will hold the developers responsible for the pro-
visions contained in the developers bond.
Considered five possible schemes for treating the intersection
of Pearl Street and Main Street. These are lettered A - B - C -
Cl - D.
It was moved, seconded and voted to proceed 1n more detail on
Scheme D which, in effect, is a simple widening on the easterly
side.
Hearing at 8:00 P. M. on proposed sewer easement from Lawrence
Road to Main Street through lands of Dominick DiMassino.
The following persons were present :

After a discussion of the proposal it was moved, seconded and
voted to lay it on the table so that Mr. DiMassino could confer with
the Superintendent in more detail.

Read note from Superintendent and considered plan relative
' to lands in Wilmington, between the Wilmington Town Line and
Route 93.
It was moved, seconded and voted to authorize the Superinten-
dent to discuss the Town of Wilmington lands with the Wilmington
officials and to also consider obtaining some privately owned lands.
Considered form submitted by Superintendent to be used when
abuttors wish to construct sidewalks in front of their properties.
Taken under advisement.
Considered rules and regulations submitted by the Superinten-
dent for the use of water in air conditioner units.
Taken under advisement.
Received petition from several abuttors on County Road between
' Wescroft Road and Howard Street requesting improvements in the
surface of the road and in the surface drainage.
Read note from Superintendent relative to same matter.
It was moved, seconded and voted to postpone action of this
matter until 1960.
Read note from Superintendent quoting bituminous concrete
sidewalk costs for 1959 .
It was moved, seconded and voted to assess the sum of $1.20
per linear foot for all 1959 bituminous concrete sidewalk construc-
tion.
Received letter from the state Department of Public Works,
quoting bids for 1959 Chapter 90 Construction and requesting that
bid be awarded to the low bidder N. Pandelena & Son at the bid
price of 630,442.75.

It was moved, seconded and voted to award the contract for
1959 Chapter 90 Construction to N. Pandelena & Son, the low
bidder, at the bid price of $30,442.75.
Read note from Superintendent that the low bidder on the
Garage Extension, Natick Suburban Construction Company, has
not been able to furnish a bond as yet and suggesting that the
contract be awarded to the second bidder, Griecci Construction
Company.
It was moved, seconded and voted to ask the Griecci Company
if they are interested in the contract, and if so, to notify the
Natick Suburban Company that unless they can produce a bond in
one week it will be necessary to cancel the award to them.
It was moved and seconded that the Superintendent be
instructed to return the $;4.00 per week cut in pay to Harry Evans
and reimburse him for each week since the cut originated in
April 1959.
An extended discussion took place.
The motion was defeated.
The meeting was adjourned at 9:40 P. M.
