HomeMy WebLinkAbout1959-09-24 Board of Public Works Minutes 109 September 24, 1959 The meeting of the Board of Public Works opened at 7:30 P .M. Chairman Zanni, Secretary Harrison, Members Florence and Leonard and Superintendent Welch were present. Records of the previous meeting were read and approved. It was moved, seconded and voted to proceed to hold a meeting. It was moved, seconded and voted to hold an executive session of the Board. In conformity with a previous vote of the Board, the Superin- tendent submitted a report on permanency of employment which was read. In conformity with a previous volae of the Board, the Superin- tendent submitted a report on the items contained in the report Cof the Sub Committee on Personnel which was read. LIt was agreed to consider in sequence all the items contained in the report of the Sub Committee on Personnel. An extended discussion took place on each item with many factors considered in each case. The report of the Sub Committee, the opinions of the Town Counsel and the report of the Superintendent were considered in each case. Following is a listing of the items and the action of the Board on each item. Item No. 1. Representation on Personnel Board It was moved, seconded and voted to appoint Chairman panni and Secretary Harrison a Committee of two to contact other Town Boards and the Personnel Board to determine their reaction to the proposal and to develop a method to implement the accomplish- ment of the proposal. 110 Item No. Z'. Permanent Employmsnt It was moved, seconded and voted to establish and post a list of employees who are to be considered as regular employees within the meaning of the use of the word regular in the Town By Laws. All other employees to be considered as seasonal sm- ployees. Item No. 3. Wages It was moved, seconded and voted that merit increases and advancement in classifications be recommended to the Superin- tendent by the Assistant Superintendents and the Foremen and that the Superintendent be instructed to establish a method for them to follow. Item No. 4. Classification of Week End Callmen It was moved, seconded and voted to not take action on this item. i Item No. $. overtime It was moved, seconded and voted to not take action on this item. Item No. 5. Starting Rate It was moved, seconded and voted to tentatively approve the proposed wage scale submitted by the Superintendent but with the understanding that detailed study will be given to the pro- posal with possible changes in the near future so that an agreed proposal can be submitted to the Personnel Board. Item No. 7. Rain Gear It was moved, seconded and voted to authorize the Superin- tendent to purchase rain gear and lockers at his discretion and ill as space and funds become available. Item No. 8. Grievance Committee It was moved, seconded and voted that the- Board agrees to meet with a properly constituted Grievance Committee providing that such meetings be held not more than twice in one year and that the Superintendent be kept fully informed of the results of all meetings. Item No. 9. Standard Procedure It was moved, seconded and voted that the Board and the Superintendent review the present policy relative to Holidays and Sick Leave and that after such review the Board will later reconsider these matters with due regard for the Town By Laws relative to said matters. Item No. 11. Assistant Foremen and Leadmen It was moved, seconded and voted not to take action on this item. Item No. 12. Foremen designate Acting Foremen It was moved , seconded and voted not to take action on this item. Item No. 13. Night Grease Man This matter was clarified to the satisfaction of the Board. Item No. 14. Foremen' s Overtime Pay It was moved, seconded and voted to consider changing the classification rather than change the present method of paying overtime . Item No. 15. Debit Time It was moved, seconded and voted not to take action on this item. 11. 2 Item 16A and 16B. Personnel Forms i It was moved, seconded and voted to combine the several J related forms now used by the Department into one central record and that the Superintendent is instructed to develop a system for this purpose. Addenda to Sub Committee Report It was moved, seconded and voted to refer the Addenda to the Superintendent for a report to the Board. The meeting was adjourned at 10;30 P.M .
