' The meeting of the Board of Public Works opened at 7 :30 P:: .
Present were Chm. 'Lanni, Sec. Harrison, Mssrs. Donahue,
Florence, Leonard and Superintendent Welch.
Mr. Harrison read a statement about five personnel items
and presented five motions to cover the items. The motions were
than presented one by one for consideration. They follow here-
with.
It was moved, seconded and .voted that the Board endorses in
principle the proposition that Town employees should have a
representative on the Personnel Board and that other affected
Boards be contacted to obtain their reactions and that this
Board take the necessary steps to present the matter to the
Town Meeting.
It was moved, seconded and voted that this Board request
a conference with the Personnel Board to discuss changes in
. the By Law covering emergency overtime .
It was moved, seconded and voted to instruct the Super-
intendent to prepare and submit to the Board a possible way of
establishing within the Department an. informal method covering
job. permanency.
It was moved aTJ GO9n 2l 0 h the wage schedule
submitted by the Superintendent and forward it to the Personnel
Board for theirconsideration together with all necessary
classification descriptions.
It was moved, seconded and voted that this matter be laid
on the table for later consideration at this meeting.

It was moved , seconded and voted that all other items
contained in the Sub Committee report be submitted to the
Superintendent with instructions to report his reactions to
them to the Board at the next meeting.
Conferred with the following persons relative to the
completion of work in the Reading Acres development.
The developers - Mssrs. Yardumien and Orchanian and their attor-
ney, Mr. Fulman.
The developers contractor Mr. DiCarlo and his attorney.
Twenty-three owners of property in the Reading Acres
development.
An extended discussion of many details took place with
the lawyers, developers, owners and Board Members participating.
It was agreed that Superintendent Welch, the developers ■
and Mr. Cullivan representing the owners would meet on
Putnam Rd , at 10:00 A.M. on Friday, September 11, 1959 to
determine ways to speed up the work and complete the project.
Conferred with three representatives of the Veterans of
Foreign Wars relative to their organization obtaining Town
owned land off John St. now used by this Department as a
brush dump. An extended detailed discussion. took place.
Matter was laid on table for decision at next Board Meeting.
It was moved, seconded and voted to hold the next
meeting of the Board on Monday Evening, Sept. 21, 1959 at
7:30 P.M.
The meeting was temporarily adjourned at 10:15 to meet
as the Board of Survey.

The meeting reconvened at 10:45 P.M.
Read note from the Superintendent listing bids received
for bituminous concrete for roadway recover purposes. Bids
are as follows:
Company Type Bid
Warren Bros. Type-I §5.95/Ton
Barrett Co. Type-D 7 .00/Ton
Mass. Broken Stone Type-D 8,35/Ton
Read note from Superintendent recommending that, because
of conditions where material is to be used and the greater
coverage using Type D, that the contract be awarded to the
Barrett Co. for Type D.
It was moved, seconded and voted that the contract be
awarded to the Barrett Co. for Type D. at the bid price of
$7.00 per ton.
Read note from Superintendent suggesting that the 1960
Chap. 90 Constr. program be on West St. from the end of the
1959 project to Rte. 93 in conformity with previous gentlemen' s
agreement with the State Dept. Pub. Wks.
It was moved, seconded and voted to approve West St. , from
the end of the 1959 Chap. 90 project to Rte. 93 as the 1960 Chap,
90 project.
Received and read two letters from Mr. Leonard ; one re-
questing the installation of a sewer house connection at
27 Virginia Rd , and the other for the installation of a side-
walk at 5 John Carver Rd .
Received and read letter from Mr. Donahue relative to
renaming a portion of South St. from West St. near Rte . 93

to the dead end at Rte. 93.
It was moved, seconded and voted to hold a hearing
on the renaming of the above described portion of South St.
Name to be used for hearing purposes is to be South End Way.
It was moved, seconded and voted to remove from the
table the matter of approving the Wage Schedule submitted by
the Superintendent.
A short discussion followed .
It was moved, seconded and voted to lay this matter
on the table for further considerktion at a future meeting.
The meeting was adjourned at 11:30 P.M.

The undersigned, Board of Public Works of the Town of Reading,
in compliance with the provisions of General Laws, Chapter 80, as
amended by Chapter 63 of the Acts of 1933, hereby certify that the
list herewith contains the name of persons against whom we have made
a
betterment assessments, together with the location of the land bene-
fited by the improvement and the nature and amount of such betterment
assessment.
And such list is certified to you for the purpose of committing
the same to the Tax Collector, as provided by law.
