The regular meeting of the Board of Public Works opened at
7:30 P. M.
Chairman Donahue, Secretary Zanni; Messrs. Florence, Harrison,
Kilgore and Superintendent Welch were present.
Records of previous meeting read and approved as amended.
Received letter from Joseph G. Enos, 472 West Street request-
ing an abatement of his sewer frontage assessment of $513. 25.
It was moved, seconded and voted to refer the letter to the
Superintendent with instructions to make a report to the Board.
Received letter from Girl Scouts requesting permission to hold
an. Art Festival on the Reading Common on June 6, 1959 with the alter-
nate date of June 13, 1959 in case of inclement weather.
It was moved, seconded and voted to approve the request.
Received letter from Weston & Sampson in which they do not
recommend the use of butane gas for the motors in Revay Meadow.
Tt was moved, seconded and voted to accept the recommendation
of Weston & Sampson In this matter and proceed according to existing
contracts.
Read note from Superintendent relative to cost and types of
week end emergency work in Water and Sewer-Divisions.
Action was postponed pending receipt of further information.
Received letter from Transitron Co, of Wakefield requesting
further consideration of an abatement of the sewer connection bill
for the Trancoa Co. off Ash Street.
It was moved, seconded and voted to write Transitron Co. that
the Board, after reconsideration does not feel that any abatement
should be granted.

Received letter from Brox Bros. requesting a final payment
for the work done on Summer Ave. Chap. 718 Contract, and further ,
requesting the payment include an item of gravel borrow equal to
the measured amount plus 20%.
It was moved, seconded and voted to make a payment based on
gravel borrow measured in place and submit the additional 20% item
to the Town Counsel for decision as to whether or not it is due based
on the wording of the official signed contract.
Temporarily adjourned at 8:30 P. M. to meet as Board of Survey.
Reconvened at 9:00 P. M.
Considered Board of Public Works plan for the acceptance as
a public way of a portion of County Road between Lewis Street and West
Street.
It was moved, seconded and voted to recommend to the Town the '
acceptance as a public way of the above described portion of County
Road, but that this action is taken only because the Board of Public
Works feels that it is the intent of the motion of instruction made
by William Diamond at the Special Town Meeting of March 24, 1958,
said motion having been passed by a voice vote but that the Board of
Public Works will argue against the said acceptance at the Regular
Town Meeting of March 1959.
Discussed possibility of proposing to the Town the establish-
ment of a local committee to cover matters similar to parts of the
State Civil Service providing the petition of certain employees to
be placed under State Civil Service is defeated at the polls on
March 2, 1959 Superintendent was requested to attempt to draw a '
motion for submission to the Town Meeting.

Received application from eleven abutters on Ash Street
requesting that the sewer be extended in Ash Street from near No.
293 to near No. 333.
Petition was placed on file to be processed in the usual
manner.
Received from Cannavino & Shea four copies of the 12 inch
loop water main contract which have been executed by them.
Signed four copies of Contracts for 12 inch loop water main
which were previously executed by Cannavino & Shea.
In both cases of signatures by both parties the amendment to
the Contract which qualifies the amount of monies to be spent was
signed.
Signed following Board of Public Works acceptance plans,
copies of which will be filed with the Town Clerk:
1. North St. - Bear Hill Rd. to Fourth St.
2. Winthrop Ave. - End of present acceptance to Dead End.
3. Condor Road - Pearl St. to Dead End
4. Cape Cod Ave. - Lowell St. to end of present acceptance
5. County Rd. - Lewis St. to West St.
Signed reports to 'Town Meeting recommending acceptance as
public ways the following roads:
1. North St. - Bear Hill Rd. to Fourth St.
2. Winthrop Ave. - End of present acceptance to Dead End
3. Condor Road - Pearl St. to Dead End.
4. Cape Cod Ave. - Lowell St. to end of nresent acceptance
5. County Rd. - Lewis St. to West St.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
WINTHROP AVENUE
The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
parsons present who desired to be heard, have laid out as a town
Lway for the use of the town running Northwesterly from the 1935
accepted portion of Winthrop Avenue, substantially as and in
the location of a private way known as Winthrop Avenue. The
boundaries and measurements of said way as so laid out are as
follows:
Beginning at a point at the Northerly Terminus of the 1935
accepted portion of Winthrop Avenue said point being 10.00
feet Northwesterly of the division property line of lands
of Richard D. Evans and Gertrude I. Evans, and lands of
George T. Routhier and Agnes C. Routhier.
Thence N 170 - 00' - 50" W by lands of George TRouthier and
Agnes C. Routbier and lands of Benedict ,T Crupi and Jeanne
M. Crupi and lands of Theodore W. Turner„tnd Leslie A. Turner.
A distance of 268.17 feet to a point.
Thence N 780 - 03' - 50" E by lands of Harry R. Broadley Jr.,
and Betty R. Broadley, a distance of 40.01 feet to a point.
Thence S 170 - 00' - 50" E by lands of Elmer A. Dykens Jr.,
and Grace B. Dykans and by lands of Theodore W. Turner Jr.,
and Leslie A. Turner and by lands of Mermet V. Dykens, a
distance of 267.16 feet to a point.
Thence S 720 - 591 - 10" W. by the 1935 accepted portion of
Winthrop Avenue a distance of 40-UO feet to the point of
beginning of this description.
The above described lines being more fully described on a Plan
entitled "Winthrop Avenue, Reading, Mass." Philip Welch, Superintendent,
dated January.1959,said plan being a part of this description.
We determine that no damages will be sustained by any person
or persons in their property by reason of the taking to be made
for this improvement. All acts in connection with said laying out
are done under the provision of law authorizing the assessment of
betterments, and betterments are to be assessed therefor.
This laying out so made by us we hereby report to the Town
for acceptance and recommend that said way shall thereafter beknown
as a public town way and named Winthrop Avenue, and that the sum of
Your Hundred Eighty-eight and fifty one hundredths
Pear Thousand�($4.4QB,5A:),A Dollars be raised and appropriated for
the construction of said way.

CONDOR ROAD
The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
persons present who desired to be heard, have laid out as a town
way for the use of the town running Northwesterly from a town way
known as Pearl Street, substantially as and in the location of a
private way known as Condor (Private) Way. The boundaries and
measurements of said way as so laid out are as follows:
Beginning at a point on the Westerly side line of Pearl
Street said pciat being S 10 - 031 - 00" E a distance
of 56.99 feet from a drill hole in a stone wall on the
division property line of lands of AntbonR. Conti and
lands now or formerly of Woodland Acres, Inc.
Thence by a curved line to the right having a radius of
20.00 feet in a Southwesterly direction by lands of said
Anthony R. Conti a distance of 34.21 feet to a point.
Thence N 630 - 021 - 40" W still by land of said Anthony
R. Conti and by lands of Roland J. Fontaine and by Alice
B. Fontaine a distance of 209.11 feet to a point of curvature.
Thence by a curved line to the left having a radius of
A0.00 feet in a Southwesterly direction still by lands
of Roland J. Fontaine at ux a distance of 46.30 feet to
a point.

Pearl Street a distance of 56.58 feet to an angle point.
Thence N 10 - 03' - 00" W still along the Westerly sideline
of Pearl Street a distance of 23.01 feet to the point of
beginning of this description,

The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
persons present who desired to be heard, have laid out as a town
way for the use of the town running Northeasterly from the 1946
accepted portion of Cape Cod Avenue, substantially as and in the
location of a private way known as Cape Cod (Private) Avenue.
The boundaries and measurements of said way as so laid out are
as follows.
Beginning at a point at the Northerly Terminus of the
accepted portion of Cape Cod Avenue said point being
N 30 - 59' - 00" E a distance of 56.96 feet from a stone
bound at the Northeastly point of curvature of Wood End
Lane.
Thence N 30 - 59, - 00" E by lands of J. Douglas Vedoe
a distance of 94.90 feet to a point of curvature.
Thence by a curved line to the right having a radius of
290.00 feet by lands of Joseph J. Burnett and Gladys E.
Burnett and by lands of William H. Robinson at al a
distance of 118.99 feet to a point.
Thence N 270 - 291 - 30" E by lands of William H.
Robinson at al and by lands of Clayton D, Groves and
Phyllis L. Groves a distance of 118.70 feet to a point
of curvature.
Thence by a curved line to the left in a Northwesterly
direction having a radius of 20,00 feet still by lands
of Clayton D. Groves and Phyllis L. Groves a distance
of 30.81 feet to a point,

line of Lowell Street a distance of 72.31 feet to a point
of curvature.

portion of Cape Cod Avenue a distance of 40.01 feet to
the point of beginning of this description.

The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of
law authorizing the assessment of betterments, substantially in
the location hereinafter described, having complied with all
requirements of law relating to notice to the owners of land
thereof and of a hearing thereon, and having met at the time and
place appointed for such hearing and then and there heard all
persons present who desired to be heard, have laid out as a town
way for the use of the town running Easterly from a town way known
as Bear Hill Road, substantially as and in the location of a
private way known as North (Private) Street. The boundaries and
measurements of said way as so laid out are as ollows:
Beginning at a point of curvature on the Easterly side line
of Bear Hill Road said point beinf N I} _ its 00" E aof
distance of 510.00 feet from a dr 11 hole the point
tangent at the Northeast corner rounding of Cedar Street
and North Street.
Thence by a curved line to the right having a radius of
20.00 feet in a Northeasterly direction by lands of
Richard A. Budka and Barbara J. Budka a distance of 31.E+8
feet to a point.
Thence S 850 - 13' - 00" E by lands of said Richard
A. Budka at ux and by lands of Eugene E. Hand and
Marcia B. Hand a distance of 160.00 feet to a point
of curvature.
Thence by a curved line to the right having a radius
