HomeMy WebLinkAbout1968-12-16 Board of Public Works Minutes DECEMBER 16, 1968 1 MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT 7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING. PRESENT WERE CHAIRMAN HODGKINS, SECRETARY FLORENCE, BOARD MEMBER WHITE AND SUPERINTENDENT E. R. LoUANIS. MINUTES OF PREVIOUS MEETING READ AND APPROVED. READ LETTER FROM MRS. JOSEPH G. SURETTE, 230 BAN- CROFT AVENUE, REQUESTING THAT A SIDEWALK PATH BE PLOWED THROUGH THE PARK FOR THE CHILDREN WALKING TO COOLIDGE JUNIOR HIGH SCHOOL IN THE BIRCH MEADOW AREA. IT WAS AGREED THAT UNTIL THE DEPARTMENT IS ABLE TO PLOW THE REGULAR ROUTES, IT WILL NOT TAKE ON ANY MORE PLOWING. MRS. SURETTE WILL BE SO ADVISED. THE BOARD ADJOURNED TEMPORARILY AT 7:45 P.M. TO MEET AS THE BOARD OF SURVEY. THE BOARD RECONVENED AT 7:55 P.M. MESSRS. COCHRANE AND WATT JOINED THE MEETING . READ NOTE FROM THE SUPERINTENDENT RELATING TO MAN- POWER AND EQUIPMENT USED DURING SNOWSTORMS. IT WAS ACCEPTED AS A POINT OF INFORMATION. THE BOARD CONFERRED WITH WILLIAM HYLAND OF FAY, SPOFFORD (f THORNDIKE REGARDING INCINERATION, PARTICULARLY IN REGARD TO COMBUSTION ENGINEERING. IN GENERAL, FAY, SPOF- ' FORD & THORNDIKE CONSIDERS IT TO BE A GOOD FACILITY. THE BOARD AND MR. HYLAND DISCUSSED TECHNICAL FACTS PERTINENT TO THE INSTALLATION. Na. HYLAND WAS OF THE OPINION THAT TWO UNITS WOULD BE SUFFICIENT TO SERVICE THE TOWN. HE COULD GIVE NO ESTIMATED FEES UNTIL THE COMPANY HAD BEEN SELECTED TO DO THE WORK. IN HIS OPINION, EIGHT PERCENT OF CONSTRUC- TION COSTS WOULD BE A GOOD FIGURE TO CONSIDER. THE BOARD DECIDED TO VISIT THE COMBUSTION ENGINEERING COMPACT IN- CINERATOR WHEN IN OPERATION BEFORE ARRIVING AT A DECISION. SII IT WAS MOVED, SECONDED AND VOTED THAT HENRY WESTON BE PROMOTED TO CIVIL ENGINEER - LABOR GRADE 22, ALVIN OPLAND BE GRANTED A $4. 00 PER WEEK INCREASE AND HRS. CONTI BE PRO- NOTED TO SENIOR CLERK "A ". MR. WESTON AND MRS. CONTI RE- CEIVED INCREASES COMMENSURATE WITH THEIR PROMOTION. READ LETTER FROM RICHARD J. LUCEY, 139 PINE RIDGE ROAD REQUESTING PERMISSION TO MAKE A CONNECTION TO THE STORM DRAIN WHICH RUNS NEAR HIS PROPERTY LINE AT THE REAR OF HIS HOME. THE DRAIN IS LOCATED BETWEEN MR. LUCEY 'S HOUSE ON PINE RIDGE ROAD AND THE SPONGBERG HOME ON ALDEN CIRCLE. MR. WATT MOVED, MR. COCHRANE SECONDED AND IT WAS VOTED THAT THE REQUEST BE APPROVED PROVIDING MR. LUCEY SIGNED THE NECESSARY RELEASES AND THE CONNECTION IS CON- STRUCTED IN ACCORDANCE WITH THE TOWN OF READING SPECIFICA- TIONS, INCLUDING A BACKWATER VALVE IN HIS BASEMENT. READ LETTER FROM JOSEPH CAPONE & SON, INC. , RE- QUESTING EXTENSION OF TIME THIS YEAR TO COMPLETE THE OPERA- TIONS OF SEWER UNDER CONSTRUCTION AND AN EXTENSION OF TIME NEXT YEAR TO COMPLETE THE 540 FEET OF SEWER NOT YET STARTED. MR. LOUANIS WAS OF THE OPINION THAT IT WOULD BE REASONABLE TO EXTEND THE COMPLETION DATE UNTIL JUNE 1, 1969 AND THE BOARD AGREED TO GO ALONG WITH THE SUPERINTENDENT 'S RECOMMENDATION. THE BOARD DISCUSSED PAGE 19, PROPOSED ROAD MA- CHINERY OPERATING ACCOUNT, AND PAGE 22, CHAPTER 616 FUNDS. IT WAS AGREED THAT THE FUNDS WOULD BE USED TO RECOVER ASH STREET - TOWN LINE TO MAIN STREET. MR. FLORENCE MOVED THAT THE BOARD APPROVE THE PROPOSED 1969 BUDGET, MR. COCHRANE SECONDED AND IT WAS VOTED. IT WAS AGREED THAT THE NEXT MEETING OF THE BOARD WOULD BE SCHEDULED FOR TUESDAY, JANUARY 7. THE BOARD SIGNED THE FOLLOWING: BILLROLL DATED DECEMBER 13 COMMITMENT SHEET FOR THE FOLLOWING ITEMS FOR 1966: SEWER FRONTAGE STREET BETTERMENT SIDEWALK CURBING SIDEWALK AND CURBING WATER MAIN - GOVERNORS DRIVE HOUSE CONNECTION CONSTRUCTION IT WAS MOVED, SECONDED AND VOTED TO CONTINUE THE MEETING IN EXECUTIVE SESSION TO DISCUSS DEPARTMENTAL PRO- BLEMS.
