AND VISITED STREET CONSTRUCTION AT SUNNYSIDE ROAD, NORTH-
EAST INTERCEPTOR SEWER AT SALEM STREET AND THE T. D. SULL-
IVAN JOB AT CHARLES STREET.
THE BOARD CONVENED IN ROOM 16, MUNICIPAL BUILD-
ING, AT 7:30 P.M. PRESENT WERE CHAIRMAN HODGKINS, BOARD
MEMBERS COCHRANE, WATT AND WHITE AND ACTING SUPERINTENDENT
E. R. LoUANis.
MINUTES OF PREVIOUS MEETINGS READ AND APPROVED.
READ PETITION SIGNED BY EIGHT ABUTTING PROPERTY
' OWNERS TO THE ORIGINAL SECTION OF MARLA LANE REQUESTING
THAT A SURVEY AND ESTIMATE OF COSTS BE MADE SO THAT THE
ENTIRE STREET CAN BE ACCEPTED AS A TOWN WAY. MR. RALPH
P. BAGDIGIAN WAS OPPOSED TO ANY ADDITIONAL COST. THE PE-
TITION WAS CIRCULATED BY BAYARD R. LINCOLN, 13 BALDWIN
LANE, TOWN MEETING MEMBER.
MR. WHITE MOVED, MR. WATT SECONDED AND IT WAS
VOTED THAT ESTIMATES AND SURVEYS BE MADE AND HEARING HELD.
READ NOTE FROM MELVIN L. FINETHY, 92 BANCROFT
AVENUE, REQUESTING EXTENSION OF THE SEWER MAIN IN BANCROFT
AVENUE TO SERVICE HIS PROPERTY.
ITR. WATT MOVED THAT THE DEPARTMENT PROCEED WITH
THE SEWER MAIN EXTENSION AT 92 BANCROFT AVENUE WHEN TIME

AND MONEY PERMIT AND HOLD THE NECESSARY HEARINGS IT WAS
SECONDED AND VOTED.
READ LETTER FROM THE COMMONWEALTH OF MASSACHU-
SETTS, DEPARTMENT OF PUBLIC WORKS, STATING THAT THE
COMMISSIONERS HAVE SIGNED, SUBJECT TO LEGISLATIVE APPRO-
PRIATION, UNDER THE PROVISIONS OF SECTION 34, CHAPTER 90
OF THE GENERAL LAWS, THE SUM OF $18, 600. 00 FOR THE IM-
PROVEMENT OF HAVERHILL STREET IN READING, ON CONDITION

THAT AT LEAST $9, 800. 00 SHALL BE CONTRIBUTED BY THE TOWN
AND $9, 800. 00 BY THE COUNTY. IT WAS ACCEPTED AS A POINT
OF INFORMATION.
READ NOTE FROM MR. LOUANIS ON THE OPENING OF
BIDS ON JULY ZI FOR CONSTRUCTING A PORTION OF HIGH STREET.
BELL & FLYNN, INC. , STRATHAM, NEW HAMPSHIRE, WAS THE ONLY
BIDDER. THE BOARD DISCUSSED THE METHOD TO BE USED IN
RECONSTRUCTION. THE ITEM WAS TABLED FOR DISCUSSION AFTER
THE HEARING ON HIGH STREET.
READ LETTER FROM FRANK X. TIESSINA TRANSPORTATION
E CONTRACTORS, INC. , 22 MESSINA DRIVE, SOUTH BRAINTREE,
REGARDING THEIR BID OF MAY 13, 1968 ON HIGHWAY AND STORM
DRAIN CONSTRUCTION. A TREASURERS CHECK ACCOMPANIED THE
BID RATHER THAN A CERTIFIED CHECK.
MR. LOUANIS CONTACTED TOWN COUNSEL WHO HAD '
ASSURED HIM THAT THE BOARD WAS WITHIN ITS LEGAL RIGHTS TO
THROW OUT THE BID. THE TOWN COUNSEL DID NOT FEEL AN
ANSWER WAS NECESSARY. IF THE BOARD WISHED TO ANSWER, MR.
KILLAM WOULD PREFER TO REPLY ON THE BOARD 'S BEHALF.
MR. WHITE MOVED THAT TOWN COUNSEL BE DIRECTED
TO REPLY ON THE BOARD 'S BEHALF, MR. WATT SECONDED AND IT
WAS VOTED.
READ LETTER FROM MRS. LAWRENCE J. HAWKO, 4
SUNNYSIDE ROAD, REQUESTING PERMISSION TO TIE INTO THE TOWN
STORM DRAIN SYSTEM DUE TO THE EXISTING WATER PROBLEM IN THE
AREA; ALSO, MR. LOUANIS ' COMMENTS IN RELATION THERETO.
MR. COCHRANE MOVED, MR. WHITE SECONDED AND IT
WAS VOTED TO GRANT Has. HAWED PERMISSION TO CONNECT TO THE
TOWN STORM DRAIN SYSTEM PROVIDING SHE MAKES THE CONNECTION
AT HER OWN EXPENSE AND HER CONTRACTOR FOLLOWS TOWN SPECIFI-
CATIONS. A RELEASE WILL BE SIGNED IN THE TOWNS FAVOR.
THE BOARD DISCUSSED PAYMENT TO AMERICAN DESIGN
& DEVELOPMENT CORPORATION FOR READING 'S WASTE DISPOSAL
STUDY. IT WAS MOVED, SECONDED AND VOTED THAT A LETTER BE
WRITTEN TO AMERICAN DESIGN & DEVELOPMENT CORPORATION ADVIS-
ING THAT THE DEPARTMENT IS PROCESSING PAYMENT FOR THE STUDY
BUT WITHOUT THE BROCKTON REPORT, THE REPORT IS NOT TOO
MEANINGFUL. THE NAME OF THE FEDERAL AGENCY WHICH IS DOING
THE BROCKTON REPORT WILL BE REQUESTED.

BUCXLEY, REGISTER OF DEEDS, SOUTH MIDDLESEX REGISTRY OF
DEEDS, ADVISING HIM OF THE NAMES OF THE BOARD MEMBERS
AND THE AUTHORIZATION OF E. ROGER LOUANIS AS CLERK OF THE
BOARD TO SIGN PLANS FOR THE BOARD. IT WAS ACCEPTED AS A
POINT OF INFORMATION.
PUBLIC HEARING WAS HELD AT 8:30 P.M. IN ROOM 2
REGARDING THE INSTALLATION, UNDER THE BETTERMENT ACT, OF
GRANITE SLOPE CURBING IN VARIOUS LOCATIONS ON HIGH STREET.
TWENTY-ONE PERSONS ATTENDED THE HEARING.
DISCUSSED IN DETAIL WERE TREATMENT OFDRIVEWAY
AREAS, USE OF FORMED ASPHALT CURBING AND DRAINAGE. BOARD
MEMBERS AND THE ACTING SUPERINTENDENT ANSWERED TECHNICAL
QUESTIONS. WHEN POLLED, THE ABUTTORS VOTED AS FOLLOWS:
IN FAVOR - 3, OPPOSED - 21, NON-COMMITTAL - I . THE
ABUTTORS WILL BE NOTIFIED OF THE BOARD 'S DECISION.
THE BOARD RECONVENED ZN ROOM 16.
IT WAS MOVED, SECONDED AND VOTED THAT SLOPE
GRANITE CURB WOULD NOT BE INSTALLED IN VARIOUS LOCATIONS
ON HIGH STREET.
MR. WATT MOVED THAT THE BOARD ACCEPT THE BASE
BID OF $35, 282. 50 FOR RECONSTRUCTING A PORTION OF HIGH
STREET AND AWARD THE CONTRACT TO BELL & FLYNN, INC. , '
STRATHAM, NEW HAMPSHIRE; MR. COCHRANE SECONDED AND IT WAS
VOTED.
' READ NOTE FROM MR. LGUANIS REGARDING INCON-
SISTENCIES IN THE WATER .SUPPLY REPORT, READING, MASSA-
CHUSETTS, BY WHITMAN A HOWARD, INC. , AND HIS RECOMMENDA-
TION THAT REPRESENTATIVES FROM WHITMAN & HOWARD, INC. ,
AND THE METROPOLITAN DISTRICT COMMISSION BE INVITED TO
CONFER WITH THE HOARD TO EXPLAIN, REPORT AND ANSWER
QUESTIONS REGARDING THE COST OF CONNECTION TO THE METRO-
POLITAN DISTRICT COMMISSION SYSTEM.
MR. WHITE MOVED THAT A LETTER BE ADDRESSED
TO WHITMAN & HOWARD, INC. , INDICATING THAT IN THE ABSENCE
OF CERTAIN INFORMATION, THEY ARRANGE A MEETING THROUGH THE
' ACTING SUPERINTENDENT WITH THE BOARD TO ANSWER SPECIFIC
QUESTIONS, AND IF POSSIBLE, BE ACCOMPANIED BY ENGINEERS
FROM METROPOLITAN DISTRICT COMMISSION TO HELP THE DEPART-
MENT SOLVE CERTAIN QUESTIONS; IT WAS SECONDED AND VOTED.
THE DATE OF SEPTEMBER 23 WAS SUGGESTED.
THE NEXT MEETING OF THE BOARD WAS TENTATIVELY
SET FOR AUGUST 5.
