PRESENT WERE SECRETARY FLORENCE, BOARD MEMBERS COCHRANE, WATT AND WHITE, AND ACTING SUPERINTENDENT E. R. LOUANIS. IN THE ABSENCE OF MR. HODGKINS, Na. FLORENCE ACTED AS CHAIRMAN. READ PETITION SIGNED BY 17 RESIDENTS OF LAKEVIEW ROAD REQUESTING THAT THE NAME OF LAKEVIEW ROAD BE CHANGED TO ROBERT F. KENNEDY ROAD. IT WAS VOTED PREVIOUSLY TO RE- NAME THE ROAD CANTERBURY DRIVE. MR. COCHRANE MOVED THAT THE REQUEST BE DENIED, MR. WHITE SECONDED AND IT WAS VOTED. 1 READ NOTE FROM MR. LOUANIS WITH REFERENCE TO AWARDING THE CONTRACT FOR ROAD CONSTRUCTION; ALSO REVIEWED NOTE FROM THE SUPERINTENDENT REGARDING THE THREE BIDDERS. Na. LELIO MARINO, PRESIDENT OF MODERN CONTINENTAL CON- STRUCTION COMPANY, LOW BIDDER IN THE AMOUNT OF $53, 624. 05 APPEARED BEFORE THE BOARD. Na. FLORENCE STATED THAT THE BOARD HAD DISCUSSED THE BIDS AND FELT THAT IN VIEW OF THE FACT THAT THE COMPANY WAS NEW, AND THE SIZE OF THE COV- TRACT, IT WAS BEST TO AWARD IT TO A CONSTRUCTION COMPANY WHO IS MORE QUALIFIED. MR. MARINO STATED THAT HE IS EMPLOYED BY A LARGE CONSTRUCTION COMPANY ON ROUTE 495. ' HE HAS NO EQUIPMENT BUT OWNS TWO-THIRDS OF MODERN CONTI- i NENTAL CONSTRUCTION COMPANY - $31, 000. 00. THE BOARD RE- CEIVED A NEGATIVE ANSWER TO THE REQUEST THAT HIS PRESENT EMPLOYER BE CONTACTED FOR A RECOMMENDATION. THE BOARD WITHHELD ITS DECISION. READ NOTE FROM MR, LOUANIS REGARDING BID RE- CEIVED FROM PENETRYN SYSTEM INC. IN THE AMOUNT OF .$8, 300, 00 FOR SEALING OF SANITARY SEWERS, MR. WHITE MOVED, MR. COCH- RANE SECONDED AND IT WAS VOTED TO AWARD THE CONTRACT TO PENETRYN SYSTEM INC. , THE ONLY BIDDER, THE CONTRACT WAS SIGNED BY THE BOARD. READ BIDS RECEIVED ON WATER PUMPING STATION #66-8 AS FOLLOWS: 1 . FRANCIS G. FALZARANO $22, 855. 00 2. ALIBERTI BROTHERS, INC. 23, 856. 00 3. HALL PUMP SALES & SERVICE CORP, 2¢, 9¢8, 00 4. R.H. WHITE CONSTRUCTION CO. , INC, 25, 937, 00 5. ABLONDI-BOYNTON CORP, 32, 000, 00 ACCORDING TO MR. LOUANIS, FRANCIS G. FALZARANO, LOW BIDDER, CONSTRUCTED PUMPING STATION #15 - 100 AcREs IN 1966. THE DEPARTMENT IS HOLDING APPROXIMATELY ,$500, 00 ON THE CONTRACT BECAUSE MR. FALZARANO HAS NOT FURNISHED THE TOWN WITH A 20-YEAR BOND ON THE ROOF. A DISCUSSION FOLLOWED. MR. WHITE MOVED THAT THE BOARD AWARD THE CONTRACT TO FRANCIS G. FALZARANO WITH THE CONDITION THAT WITHIN TWO WEEKS ' TIME, HE CLEAN UP THE I BALANCE OF THE CONTRACT ON #15 PUMPING STATION TO THE SATISFACTION OF THE ENGINEER; MR. COCHRANE SECONDED AND IT WAS VOTED. THE BOARD ADJOURNED TEMPORARILY AT BICC P.M. TO MEET AS THE BOARD OF SURVEY. THE BOARD RECONVENED AT 9:25 P.M. READ PETITION SIGNED BY 33 EMPLOYEES REQUESTING THAT THEY BE ALLOWED TO WORK SATURDAY, JUNE 29, IN LIEU OF FRIDAY, JULY 5. MR. COCHRANE MOVED, PIR. WHITE SECONDED AND IT WAS VOTED TO APPROVE THE REQUEST. MR. FLORENCE ADVISED THE BOARD THAT THE NEXT MEETING OF THE BOARD WILL BE HELD ON JULY 15. IT WAS ACCEPTED AS A POINT OF INFORMATION. THE BOARD DISCUSSED PAYMENT OF THREE SEWER CON- TRACT PAY ESTIMATES AND THE INABILITY OF THE DEPARTMENT TO MEET THE REQUIREMENTS. PIR. WHITE MOVED THAT A LETTER BE WRITTEN FROM THE BOARD TO THE TOWN TREASURER INSTRUCTING HIM TO PROCEED FORTHWITH TO SECURE THE NECESSARY APPROVALS AND CARRY OUT THE NECESSARY BONDING ANDIOR SHORT-TERM BORROWING TO MEET THREE CONTRACTUAL SEWER PAYMENT REQUIREMENTS WHICH WE ARE UNABLE TO MEET IN FULL; ALSO REQUEST THAT THE TREASURER ACCEPT ESTIMATES SUBMITTED BY THE TOWN ENGINEER. THIS LETTER IS BROUGHT ABOUT BECAUSE OF THE CUR- RENT EMBARRASSING SITUATION WHICH WE ARE IN. THE BOARD OF PUBLIC WORKS CANNOT HONOR PROPER AND LEGITIMATE REQUESTS , FOR PAYMENT FROM A GOOD CONTRACTOR. MR. COCHRANE SECONDED THE MOTION AND IT WAS VOTED. COPY WILL BE SENT TO THE BOARD OF SELECTMEN. THE BOARD REMOVED FROM THE TABLE THE AWARDING OF THE STREET BETTERMENT CONSTRUCTION CONTRACT. DIS- CUSSED IN DETAIL WERE THE LACK OF ORGANIZATION AND INABIL- ITY TO OBTAIN CONFIRMATION OF MR. ITARINO 'S PRIOR EXPERIENCE. N.R. COCHRANE MOVED THAT THE CONTRACT BE AWARDED TO THE LAWRENCE SAND & STONE COMPANY IN THE AMOUNT OF $55, 405. 32, MR. WATT SECONDED AND IT WAS VOTED. THE BOARD ALSO WISHED TO GO ON RECORD THAT THE AWARD WAS MADE TO THE ONLY OTHER QUALIFIED BIDDER BECAUSE THE PRINCIPAL WOULD NOT PROVIDE CONFIRMATION OF PRIOR EXPERIENCE. READ LETTER FROM RICHARD C. EVANS, CHAIRMAN, RECREATION COMMITTEE, OUTLINING AMENDED SCHEDULE FOR PARKS AND PLAYGROUND IMPROVEMENT. MR. EVANS REQUESTED THAT THE PUBLIC WORKS BUILD A 10 X 10 X (9 " CONCRETE BLOCK STORE- HOUSE PROMPTLY. THE STOREHOUSE HAD BEEN DEMOLISHED DUE TO DETERIORATION. MR. COCHRANE STATED THAT THE BOARD HAD AGREED TO NOTHING AND SHOULD ACCEPT THE LETTER AS A POINT OF INFORMATION. MR. WHITE MOVED THAT PROVIDING MR. LOUANIS CON- 7 FERS WITH SUPERINTENDENT PACINO AND WORKS OUT ARRANGEMENTS J SATISFACTORY TO THE RECREATION DEPARTMENT, THAT AN AMOUNT NOT TO EXCEED $500. 00 BE SPENT TO COVER THE PURCHASE OF ONE OR TWO LOCKERS FOR STORAGE OF RECREATIONAL EQUIPMENT AT THE BIRCH MEADOW PLAYGROUND; N.R. WATT SECONDED AND IT WAS VOTED. THE BOARD SIGNED THE BILLROLL DATED JUNE Z¢; ALSO HOUSE CONNECTION COMMITMENT SHEETS. MEETING ADJOURNED AT 9:05 P.M.
