1 MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.H. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN HODGKINS, .SECRETARY
FLORENCE, BOARD MEMBERS CiOCHRANE AND WHITE, ACTING .SUPER-
INTENDENT WATSON AND TOWN ENGINEER E. R. LOUANIS.
MINUTES OF PREVIOUS MEETING READ AND APPROVED.
PUBLIC HEARING WAS HELD AT 7:45 P.H. REGARDING
PROPOSED EASEMENTS FOR DRAINAGE AND SEWERAGE PURPOSES
THROUGH PRIVATE PROPERTY BETWEEN HIGH .STREET AND GREEN
STREET. THE BOARD SIGNED THE ORDER OF TAKING. RELEASE
FROM DAMAGES HAD BEEN SIGNED PREVIOUSLY (SHE PLAN
#500-H-140).
THE BOARD ADJOURNED TEMPORARILY AT 7:50 P.M. TO
MEET AS THE BOARD OF SURVEY.
THE BOARD RECONVENED AT 8:15 P.M.
READ LETTER FROM COMMONWEALTH OF HASSACHUSETTS,
WATER RESOURCES COMMISSION, WATER POLLUTION CONTROL, AD-
VISING THAT THE APPLICATION FROM THE TOWN OF READING FOR
A STATE GRANT FOR THE NORTHEAST INTERCEPTOR HAS BEEN AP-
PROVED IN THE AMOUNT OF $207, 900. 00. Na. HODGKINS AS
CHAIRMAN SIGNED THE ACCEPTANCE FORMS.
THE BOARD CONFERRED WITH MR. SZTRAMSKI, ENGINEER
1 FOR .JOSEPH CiAPONE & SON, LOW BIDDER ON THE .SANITARY SEWER -
CONTRACT 68-2. Na. FLORENCE QUESTIONED THE SUBLETTING
OF PORTIONS OF THE CONTRACT. MR. SZTRANSKI STATED THAT
THE COMPANY WOULD SUBLET PORTIONS OF THE CONTRACT, PRI-
MARILY BECAUSE SOME OF THE LINES ARE ON SIDEWALKS -
ROUTE 28, WHICH CALL FOR SMALL MACHINES. THE BOARD AND
MR. SZTRAMSKI DISCUSSED VARIOUS FACETS PERTAINING TO THE
CONSTRUCTION OF THE SANITARY SEWER.
HR. COCHRANE MOVED, HR. WHITE SECONDED AND IT
WAS VOTED THAT THE SANITARY SEWER CONTRACT - 68-2, BE
AWARDED TO JOSEPH CAPONE & SON, INC. , LOW BIDDER, IN THE
AMOUNT OF $183, 782. 00.
READ LETTER FROM WHITMAN & HOWARD, INC. , EN- ,
CLOSING COPY OF ENGINEERING CONTRACT FOR GENERAL AND
DETAILED SERVICES (CONSTRUCTION PHASE) FOR TRUNK SEWER
IN READING, MASSACHUSETTS, PLUS COPY OF METHOD IN WHICH
SUGGESTED FEE WAS ARRIVED AT. TOWN COUNSEL WILL EXAMINE
THE CONTRACT.
READ LETTER FROM RICHARD I. BIRMINGHAM, UPPER
MONTCLAIR, NEW JERSEY, FORMER OWNER OF PROPERTY AT 363
WEST STREET, REQUESTING A SETTLEMENT ON WATER AND SEWER
BILLS WHICH HE RECEIVED DATED JANUARY 1; AND HR. WATSON'S
COMMENTS THEREON.
ACCORDING TO MR. WATSON, PRIOR TO THE SELLING '
OF THE HOUSE, POSTAL CARDS LEFT BY THE METER READERS WERE
' NEVER COMPLETED AND RETURNED AND A FINAL READING WAS NOT
OBTAINED FOR THE PASSING OF PAPERS. THEREFORE, THE BILLS
WERE AVERAGED.
MR. WHITE MOVED THAT A LETTER BE ADDRESSED TO
CHARD I. BIRMINGHAM
THE FORMER OWNER, RI , INDICATING THAT
THIS IS A MATTER OF DISPUTE BETWEEN HIM AND THE CURRENT
OWNERS. IT IS AGAINST THE PROPERTY PER BE AND PURELY A
MATTER FOR THEM TO RESOLVE, IIR. COCHRANE SECONDED AND
THE NOTION ZON CARRIED.
READ LETTER FROM DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT STATING THAT THEY WERE NOT ABLE TO ACT FAVOR-
ABLY UPON THE DEPARTMENTS REQUEST FOR FINANCIAL ASSISTANCE
FOR THE NORTHEAST INTERCEPTOR SEWER. THE LETTER WAS FILED.
READ NOTICE FROM THE BOARD OF SELECTMEN OF A
MEETING OF ALL TOWN BOARDS AND STANDING COMMITTEES TO BE
HELD AT THE COMMUNITY CENTER, WEDNESDAY, IIAY 15, AT 8:00
P.M. ITEMS FOR THE AGENDA MUST BE SUBMITTED TO THE BOARD
OF SELECTMEN BY IIAY 1.
