HomeMy WebLinkAbout1968-04-01 Board of Public Works Minutes APRIL i, 1966 ' MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT 7.35 P.M. IN ROOM 16, MUNICIPAL BUILDING. PRESENT WERE CHAIRMAN HODGKINS, BOARD MEMBERS COCHRANE AND WHITE, ACTING SUPERINTENDENT WATSON AND TOWN ENGINEER E. R. LouANis. MINUTES OF PREVIOUS MEETING READ AND APPROVED. THE BOARD ADJOURNED TEMPORARILY AT 7:45 P.M. TO MEET AS THE BOARD OF SURVEY. THE BOARD RECONVENED AT 8:50 P.M. THE BOARD MEMBERS MET WITH THE SELECTMEN, FIRE CHIEF AND POLICE CHIEF AND DISCUSSED JOINT EQUIPMENT MAINTENANCE BETWEEN TOWN DEPARTMENTS. THE BOARD RECONVENED IN ROOM 16 AND REVIEWED BIDS ON THE SANITARY SEWER AND PUMPING STATION CONSTRUCTION - CONTRACT 68-Z. MR. COCHRANE MOVED THAT THE CONTRACT BE AWARDED TO T. D. SULLIVAN & SONS CO. IN THE AMOUNT OF $230, 812. 00 ON THE BASIS OF LOW BID AND PAST PERFORMANCE; MR. WHITE SECONDED AND IT WAS VOTED. THE BOARD REVIEWED BIDS ON THE SANITARY SEWER - CONTRACT 66-2. IT WAS AGREED THAT A REPRESENTATIVE OF THE LOW BIDDER, JOSEPH CAPONE & SONS COMPANY, WOULD BE INVITED TO CONFER WITH THE BOARD ON MONDAY, APRIL 6. THE BOARD CONSIDERED BIDS ON VARIOUS MATERIALS ' USED IN THE DEPARTMENT. LOW BIDS SUBMITTED BY MUNICIPAL SERVICES, INC. FOR COLD WATER METERS MANUFACTURED BY CRANE WAS DISCUSSED BY THE BOARD. HR. WATSON DISPLAYED A CRANE METER. HR.. COCHRANE MOVED THAT THE BOARD ACCEPT ALL THE LOW BIDS WITH THE EXCEPTION OF THE COLD WATER METERS ON WHICH HER SEY-$PARLINC S BIDS WERE ACCEPTED; ALSO, DIS- CRETIONARY WHERE BIDS ARE THE SAME. N.R. WHITE SECONDED AND THE MOTION CARRIED. READ LETTER FROM CARL W. SOULE, JR. , 64-3 HAVER- HILL STREET UNDER DATE OF HARCH 20, 1965, REGARDING DAMAGE ' TO HIS DRIVEWAY DUE TO THE ALLEGED NEGLECT ON THE PART OF THE DEPARTMENT TO REPAIR THE DRIVEWAY APRON AS PROMISED IN A LETTER TO HRS. SOULE ON APRIL 9, 1965; ALSO STATEMENT TO THE EFFECT THAT IF THE DRAINAGE PROBLEM IS NOT CORRECTED AND THE DRIVEWAY AND LAWN REPAIRED BY THE BOARD WITHIN .30 DAYS, HR. SOULE HAS NO ALTERNATIVE BUT TO REFER THE MATTER TO LITIGATION. HR. LOUANIS WAS OF THE OPINION THAT MR. WELCH INTENDED TO DO NO MORE THAN PATCH THE DRIVEWAY APRON AND CREATE A BITUMINOUS CONCRETE BERN TO PREVENT THE WATER FROM RUNNING INTO THE DRIVEWAY. K.R. WHITE WAS OF THE ' i ' OPINION THAT THE DEPARTMENT HAD A MORAL OBLIGATION TO REPAIR THE APRON. MR. WHITE MOVED, PIR. COCHRANE SECONDED AND IT WAS VOTED THAT THE DEPARTMENT CARRY OUT THE WORK IMPLIED BY PIR. WELCH 'S EARLIER RESPONSE AS LONG AS SUCH WORK IS CONFINED TO WITHIN THE RICHT-OF-WAY LIMITS OF THE PUBLIC HIGHWAY. READ COPY OF LETTER TO FREDERICK A. ASMUSSEN, TOWN TREASURER, FROM THE COMMONWEALTH OF MASSACHUSETTS, EMERGENCY FINANCE BOARD, REGARDING SCHEDULED MEETING WITH THE CHAIRMAN OF THE BOARD OF PUBLIC WORKS AS WELL AS THE ' ENGINEER FOR THE NORTHEAST SEWER INTERCEPTOR PROJECT. THE MEETING IS NECESSARY BEFORE THE TOWN WILL BE GRANTED AP- PROVAL TO SELL $300, 000. 00 IN SEWER BONDS. MESSRS. KILGORE, COCHRANE, KENNEY AND LOUANIS WILL ATTEND THE MEETING. READ COPY OF LETTER TO THE BOARD OF SELECTMEN FROM GEORGE LINGENFELTER, CONCORD STREET, WILMINGTON, WHICH STATES THAT WILMINGTON DEVELOPMENT COMPANY, 39 EMER- SON ROAD, WALTHAM, ALLEGEDLY IS IN VIOLATION OF THE HATCH ACT BY BUILDING A ROAD THROUGH NATURAL WET LANDS WITHOUT PERMISSION AND WITHOUT A HATCH ACT HEARING. THE TOWN OF WILMINGTON HAS BEEN PLACED IN VIOLATION OF THE HATCH ACT BY THE ACTION BY FAILURE TO CALL A PUBLIC HEARING. THE WILMINGTON DEVELOPMENT COMPANY MUST FILE A PLAN OF WHAT ' IT INTENDS TO DO IN THE FUTURE AS HIGH DENSITY CONSTRUC- TION COULD POLLUTE THE DRINKING WATER SOURCE OF READING AND OTHER TOWNS TAKING WATER FROM THE IPSWICH RIVER. IT WAS AGREED THAT THE ENGINEERING DIVISION WOULD SEARCH INTO THE SITUATION. UPON A REPORT TO THE BOARD, PROPER ACTION WILL BE TAKEN. Na. HODGKINS REPORTED TO THE BOARD ON THE MEET- ING THURSDAY, MARCH 26, IN THE SELECTMEN'S OFFICE FOR THE PURPOSE OF CONSIDERING ANY PROPOSALS FOR REVISING THE FUEL SPECIFICATIONS AS USED IN 1967. THE BIDS WILL BE PUT OUT AS LAST YEAR BUT THE AWARDING WILL BE DONE BY THE BOARD ' OF SELECTMEN. A MEETING WILL BE CALLED OF THE VARIOUS DEPARTMENTS BEFORE THE BIDS ARE AWARDED.
