HomeMy WebLinkAbout1967-12-18 Board of Public Works Minutes ' DECEMBER 18, 1987 MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT 7:40 P.M. IN ROOM 16, MUNICIPAL BUILDING. PRESENT WERE CHAIRMAN KENNEY, SECRETARY HODGKINS, BOARD MEMBERS FLORENCE AND WRIGHT AND SUPERINTENDENT WELCH. MINUTES OF PREVIOUS MEETING READ AND APPROVED. READ NOTE FROM THE SUPERINTENDENT REGARDING LAND ON RID G E ROAD OWNED BY BOYD STEWART WHICH HE WISHES TO GIVE TO THE TOWN. THE STRIP OF LAND IS TEN FEET WIDE AND HAS A STORM DRAIN PIPE RUNNING THROUGH IT. MR. FLORSBCS MOVED, MR. HODGKINS SECONDED AND IT ' WAS VOTED TO ACCEPT THE LAND AND PROCESS IT AS AN EASEMENT FOR STORM DRAIN PURPOSES. READ LETTER FROM THE SCHOOL CONSTRUCTION COMMITTEE WHICH EXPRESSED THEIR DEEP APPRECIATION OF THE COOPERATION GIVEN BY THE BOARD IN RELATION TO THE PERCOLATION TESTS RE- CENTLY MADE AT THE SITE OF THE PROPOSED ELEMENTARY SCHOOL AND FOR THE MANY OTHER SERVICES PROVIDED. READ NOTE FROM MR. WELCH REGARDING THE LIGHTS AT THE SKATING AREAS. AFTER A SHORT DISCUSSION, MR. HODGKINS MOVED, MR. FLORENCE SECONDED AND IT WAS VOTED THAT THE LIGHTS WILL NOT BE TURNED ON UNTIL THE ICE IS SAFE ABOUT ' THREE INCHES . READ LETTER FROM FEDERAL WATER POLLUTION CONTROL ADMINISTRATION AUTHORIZING THE BOARD TO AWARD THE CONTRACT FOR THE !NORTHEAST TR SEWER EWER TO J. D 'AMIGO INC. LOW BID- DER, IN THE AMOUNT OF $694, 635. 00 OF WHICH $692, 565. 00 IS ELIGIBLE FOR GRANT PARTICIPATION. MR. FLORENCE MOVED, MR. WRIGHT SECONDED AND IT WAS VOTED TO AWARD THE CONTRACT TO J. D 'AMIco INC. PROVIDED PERFORMANCE BOND IS OBTAINED. PUBLIC HEARING WAS HELD AT 6:00 P.M. REGARDING THE PETITION OF THE NEW ENGLAND TELEPHONE AND TELEGRAPH COMPANY TO INSTALL UNDERGROUND CONDUIT AS FOLLOWS: PEARL STREET: SOUTHWESTERLY SIDE, NORTHERLY FROM POLE 70/70 TO NORTHWEST INTERSECTION OF LUCY DRIVE, APPROXIMATELY FORTY- FIVE (45) FEET OF UNDERGROUND CONDUIT GEORGE H. COOLEY, REPRESENTING THE NEW ENGLAND TELEPHONE Cx TELEGRAPH COMPANY, ATTENDED THE HEARING. NO ABUTTERS WERE PRESENT. MR. WRIGHT MOVED, MR. HODGKINS SECONDED AND IT WAS VOTED TO APPROVE THE PETITION. MR. COCHRANE JOINED THE MEETING. THE BOARD DISCUSSED IN DETAIL THE STREET BETTER- KENT ASSESSMENTS ON THE FIVE STREETS PROPOSED FOR ACCEP- TANCE AS PUBLIC WAYS. SOME ASSESSMENTS ON EACH STREET WILL BE SUBSTANTIAL . IT WAS AGREED THAT THE BOARD MEMBERS WILL STUDY THE ASSESSMENTS AND RENDER A DECISION ON THE TREATMENT OF THESE CASES. PUBLIC HEARING WAS HELD AT 8:15 P.M. REGARDING THE PROPOSED EXTENSION OF THE MYSTIC VALLEY GAS COMPANY MAIN IN BEAR HILL ROAD NORTHERLY FROM CEDAR STREET TO #26. MR. LEWIS STOCKWELL, REPRESENTING THE MYSTIC VALLEY GAS COMPANY, AT- TENDED THE HEARING. NO ABUTTERS WERE PRESENT. MR. COCHRANE MOVED, MR. WRIGHT SECONDED AND IT WAS VOTED TO APPROVE THE REQUEST. MR. KENNEY ANNOUNCED TO THE BOARD THAT HE DESIRED TO RESIGN AS CHAIRMAN OF THE BOARD BECAUSE OF THE POSSIBLE ' CONFLICT IN THE OFFICE WHICH HE HOLDS AND THE OFFICE FOR WHICH HE IS RUNNING. HE PLANS TO REMAIN ON THE BOARD. MR. COCHRANE MOVED, MR. FLORENCE SECONDED AND IT WAS VOTED TO ACCEPT MR. KENNEY 'S RESIGNATION AS CHAIRMAN. THE BOARD MEMBERS VOTED BY BALLOT AND GEORGE HODGKINS WAS ELECTED CHAIRMAN. MR. WRIGHT WAS ELECTED SECRETARY. MR. KENNEY MOVED, IT WAS SECONDED AND VOTED TO GO INTO EXECUTIVE SESSION. THE BOARD CONFERRED WITH THE SELECTMEN AND TOWN FOREST COMMITTEE AND CONSIDERED THE POSSIBILITY OF THE ACQUISITION OF LAND ZN THE AREA OF THE TOWN FOREST, ZOO-ACRE MEADOW AND REVAY MEADOW, IT WAS AGREED TO INVESTIGATE FURTHER AND ASCERTAIN WHAT THE COSTS MIGHT BE AND MAKE A DEFINITE DECISION AT A LATER DATE. , MEETING CONTINUED IN OPEN SESSION.
