HomeMy WebLinkAbout1967-12-11 Board of Public Works Minutes DECEMBER 11, 1967 MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT 7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING. PRESENT WERE CHAIRMAN KENNEY, SECRETARY HODGKINS, BOARD MEMBERS COCHRANE, FLORENCE AND WRIGHT AND SUPERIN- TENDENT WELCH. MINUTES OF PREVIOUS MEETING READ AND APPROVED. READ NOTE FROM THE SUPERINTENDENT REGARDING BOARD MEETINGS DURING THE HOLIDAYS. . IT WAS AGREED THAT IF NECES- SARY, MEETINGS WILL BE HELD ON - CALL BY THE CHAIRMAN. AFTER THE MEETING OF DECEMBER 18, THE NEXT SCHEDULED MEETING WILL BE ON .JANUARY 8, 1968. IT WAS AGREED BY THE BOARD THAT THE TOWN DUMP WILL BE OPEN ON CHRISTMAS DAY FROM 8:00 A.M. To 5:00 P.M. AND CLOSED ON NEW YEAR S DAY. READ NOTE FROM MR. WELCH WHICH STATED THAT IT HAS BEEN DETERMINED THAT THE APARTMENT BUILDINGS AT HIGH i AND WASHINGTON STREETS ENCROACH ON A DRAIN EASEMENT. IT WAS AGREED THAT THE MATTER SHOULD BE DISCUSSED WITH TOWN COUNSEL TO SEE IF ANY ACTION SHOULD BE TAKEN. MR. KILLAM WILL BE INVITED TO CONFER WITH THE BOARD ON DECEMBER 18. READ NOTE FROM THE SUPERINTENDENT WHICH STATED THAT THE DEPARTMENT IS STILL HAVING TROUBLE OBTAINING MEN ANDIOR TRUCKS FOR SNOWPLOWING PURPOSES. IN THE EVENT OF A SNOWFALL OF SIX INCHES, THE DEPARTMENT WOULD NOT BE ABLE TO DO AS EFFICIENT A JOB AS IT WOULD LIKE. MR. WELCH WILL PREPARE AN ARTICLE FOR INSERTION IN THE READING CHRONICLE ADVISING PEOPLE OF THE SITUATION. READ APPLICATION FOR BITUMINOUS CONCRETE SIDE- WALK SIGNED BY MARY E. SULLIVAN, 16 TEMPLE STREET, WHICH WILL BE ADDED TO THE SIDEWALK PROGRAM. READ REPORT OF CONFERENCE BETWEEN JOSEPH D `AMIco, REPRESENTING J. D 'AMICO INC. AND THE SUPERINTENDENT. Ac- CORDING TO MR. WELCH, MR. D 'AMZCO IS CONFIDENT HE CAN DO THE JOB FOR THE BID PRICE AND MAKE A PROFIT. HENCE, HE HAS NO DESIRE TO WITHDRAW HIS BID. Y' THE BOARD MOVED, SECONDED AND VOTED ITS INTENT TO AWARD THE CONTRACT FOR THE NORTH EAST INTERCEPTOR SEWER TO J. D 'AMICO INC. SUBJECT TO THE APPROVAL OF THE FEDERAL AND STATE AGENCIES INVOLVED AND SUBJECT TO THE CONTRACTOR BEING ABLE TO POST A PROPER AND SATISFACTORY PERFORMANCE BOND. MR. KENNEY, AS CHAIRMAN, SIGNED LETTER OF INTENT OF THE TOWN OF READING TO AWARD THE CONTRACT TO J. D 'AMICO INC. IN THE AMOUNT OF 694, 635. 00. CHAIRMAN KENNEY, SECRETARY HODGKINS, BOARD MEM- BERS COCHRANE AND WRIGHT AND SUPERINTENDENT WELCH LEFT THE MEETING TO CONFER WITH THE FINANCE COMMITTEE ABOUT THE 1968 BUDGET. MESSRS. FLORENCE AND LOUANIS CONDUCTED PUBLIC HEARING AT 8:00 P.M. REGARDING THE PROPOSED EXTENSION OF THE MYSTIC VALLEY GAS COMPANY MAIN IN LIBBY AVENUE, SALEM STREET TO "H" STREET; "Bn STREET EASTERLY OF LIBBY AVENUE; AND "B" STREET WESTERLY OF LIBBY AVENUE. MR. LEWIS STOCKWELL, REPRESENTING THE MYSTIC VALLEY GAS COMPANY ATTENDED THE HEARING. NO ABUTTERS WERE PRE SENT. PUBLIC HEARING WAS HELD AT 8:15 P.M. REGARDING THE PROPOSED EXTENSION OF THE MYSTIC VALLEY GAS COMPANY MAIN IN JOHN STREET COURT, JOHN STREET TO DEAD END, APPROX- IMATELY 350 FEET. MR. STOCKWELL EXPLAINED THE PLAN TO C. J. GALLAGHER, 12 JOHN STREET COURT, WHO ATTENDED THE HEARING. HE DID NOT OPPOSE THE INSTALLATION. PUBLIC HEARING WAS HELD AT 8:30 P.M. REGARDING THE PROPOSED EXTENSION OF THE MYSTIC VALLEY GAS COMPANY MAIN IN WILLOW STREET FROM DEAD END AT AUGUSTINIAN HIGH SCHOOL ENTRANCE, APPROXIMATELY 270 FEET WESTERLY. MR. STOCKWELL ATTENDED THE HEARING . NO ABUTTERS WERE PRESENT. AFTER THE CONFERENCE WITH THE FINANCE COMMITTEE, I THE BOARD MEMBERS RECONVENED IN ROOM 16 AND IT WAS MOVED, SECONDED AND VOTED TO APPROVE THE THREE GAS COMPANY RE- r QUESTS. THE BOARD SIGNED THE PLANS. THE BOARD SIGNED THE FOLLOWING : HOUSE CONNECTION COMMITMENT SHEETS - VARIOUS LOCATIONS BILLROLL DATED DECEMBER 8, 1967 PAYROLL FOR THE PERIOD DECEMBER 2 THROUGH DECEMBER 8, 1967 MEETING ADJOURNED AT 10:45 P.
