HomeMy WebLinkAbout1967-05-01 Board of Public Works Minutes Ir May 1, 1967 C The Board met at the Town Building Perking Lot at 7:00 P.M. and visited the Birch Meadow Play area, Henzie Street and the John Street Land Sale area . The Board convened at 7:45 P.M. in Room 16, Municipal Building. Present were Chairman Kenney, Secretary Hodgkins, Board Members Cochrane and Wright and Superintendent Welch. Minutes of previous meeting read and approved. The Board conferred with John Daly, 34 Henzie Street, regarding the drainage in front of his residence . The Board had viewed the area previously. The Board was of the opinion that water impounded in the gutter because of the way the driveway was constructed. Mr. Daly will be so notified. The Board met with William Cheney of Metcalf & Eddy and discussed in detail the proposed bill recommending the construction of nine regional incinerators. The study was prepared by the Metropolitan Area Planning Council. Mr. Cheney confirmed Mr.Welch's statements in regard thereto and reiterated that engineering costs for the design of the incinerator would remain firm until July 1, 1967. No action was taken. The Board discussed the awarding of the 1967 Sanitary Sewer contract. Mr. Cochrane moved that the contract be awarded to Mess. Construction Co. , low bidder, in the amount of $129,931.00, Mr. Wright seconded and it was voted. Read letter from George E. Whelpley, 430 West Street, requesting waiver of sewer assessment on the lot located at the ' corner of Longwood Road and West Street shown as Lot 31, Assessors ' Plat 79, in the amount of $397.73. According to Mr. Whelpley, when the land was sold to him by the Town, the deed contained a restriction that no permanent buildings would be erected thereon. The Board examined a copy of the deed and found this statement to be true. Mr. Cochrane moved that the assessment be abated in full, Mr. Hodgkins seconded and the motion carried. The Board considered the new water restrictions as proposed by the Superintendent. Mr. Hodgkins moved, Mr. Wright seconded and it was voted that the new restrictions be approved and flyers distributed. The restrictions follow: 1. In all Precincts, water may be used without re- strictions - except to water lawns - on all days of the week. 2. In Precincts 1 and 4, water may be used to water lawns on Mondays and Thursdays only. 3. In Precincts 2 and 3, water may be used to water lawns on Tuesdays and Fridays only. 4. Swimming pools shall not be filled except under special permit from the Board of Public Works Office. PLEASE NOTE: Use water as sparingly as possible be- tween 5:00 P.M. and 8:00 P.M. This is the period of greatest consumption. It was agreed that the Board would meet at 7:00 P.M. on May 8 in the Municipal Building Parking lot and visit the proposed new well and other appurtenances at 100 Acre. The Board agreed that a meeting for May 29 will be called at the discretion of the Chairman. The Board was informed by Mr. Kenney that Mr. Starkey, tl- LChairman of the Personnel Board, had agreed to confer with them on May 8 at 8:00 o'clock. The meeting will be in Executive Ses- sion. Read list of sidewalk and slope curbing applications on file in the Office; also applications from Robert Wells, 19 Oak Street. It was moved, seconded and voted to place Mr.Wells ' applications on file. Read letter from American Design & Development Corpo- ration regarding a demonstration of the Melt-Zit installation possibly around the middle or latter part of May. It was accepted as a point of information. Read letter from the Reading Jaycees requesting per- mission to post three signs on Reading's main thoroughfares - 18" x 24" in size, covered with a luminous reflective paint visi- ble at night, yellow in color with blue lettering, as follows: Sign 1. West Street as near as possible to the Reading- Woburn boundary Sign 2. Lowell Street as near as possible to the Read- ing-Wilmington boundary Sign 3. Salem Street as near as possible to the Reading- Wakefield boundary It was agreed to grant the Reading Jaycees the requested permission provided the signs conform to the regulations of the Town. The Board signed the Billroll dated April 28 and Payroll for the period April 22 through April 28, 1967. ' Meeting adjourned at 9: 15 P.M. Respectfully submitted, Secretary
