READ LETTER FROM READING ART ASSOCIATION REQUEST-
ING PERMISSION TO USE THE READING COMMON ON JUNE 3, 1967
FOR A SPRING ART FESTIVAL .
IT WAS MOVED, SECONDED AND VOTED TO GRANT THE
REQUESTED PERMISSION.
READ COPY OF LETTER FROM THE STATE COMMISSIONER
OF PUBLIC HEALTH TO THE STATE COMMISSIONER OF PUBLIC WORKS
REQUESTING THE LATTER TO REMOVE PILES OF SALT FROM THE

F. W.P. C.A. FOR A GRANT FOR THE SAID INSTALLATION.
IT WAS MOVED, SECONDED AND VOTED TO AUTHORIZE
CHAIRMAN KENNEY TO EXECUTE THE FORMS REQUIRED BY F. W.P. C. A.
AND TO HAVE SECRETARY HODGKINS EXECUTE FORMS STATING THAT
CHAIRMAN KENNEY HAS BEEN SO AUTHORIZED. A COPY OF THE
CERTIFYING AUTHORIZATION TO FILE AND A COPY OF THE AU-
THORITY TO FILE APPLICATION ARE ATTACHED HERETO AND HERE-
WITH BECOME A PART OF THESE RECORDS.
THE APPLICATIONS WERE ENDORSED AND WILL BE FOR-
WARDED TO MR. KILGORE WHO WILL ADD MAPS, ETC. AND FILE

.. WHEREAS, the Town of Reading

herein called the !,Applicant", after thorough consideration of the
various aspects of the problem and study of available data, has
hereby determined that the construction of certain works required
for the treatment of sewage, generally described as
ro sed construction of the North East interceptor sewer

herein called the "Project", is
desirable and in the public interest, and to that end it is
necessary that action preliminary to the construction of said
Project be taken immediately; and
�- WHEREAS, under Section 466e, Title 33, of the United States
Code., the United States of America has authorized the making king of
grants to aid in financing the cost of construction of necessary
treatment works to prevent the discharge of untreated or inade-
quately treated sewage or other waste into- any waters and for the
purpose of reports, plans, and specifications in connection there-
with; and
here-
with; and
WHEREAS, the Applicant has examined and duly considered said
section ofcthe United States Code, and related sections, and the
Applicant deems it to be in the public interest and to the public
benefit to file an application under said section of the United
States Code and to authorize other action in connection t erewith:
NOW, THEREFORE, BE IT RESOLVED BY . The Board of '
Public Works ,
the governing body of said Applicant, as follows :
1. That the construction of said Project is essential to and
is in the best interests of the Applicant, and to the .end that said
project may be constructed as promptly as practicable, it is desir-
able that action preliminary to the construction thereof be under-
taken immediately;
2. That Fred C. Kenney, Jr.
be hereby authorized to file on behalf of the Applicant an
application (in the form required by the United States and in
conformity with 33 U.S.C. 466e) for a grant to be made by the
United States to the applicant to aid in defraying the cost of
construction of the sewage treatment works described above;

1. That the attached resolution is a true and correct copy

2. That said meeting was duly convened and held in all
respects in accordance with law and to the extent required by
law, due and proper notice of such meeting was given; and a
legal quorum was present throughout the meeting, and a legally
sufficient number of members of the governing body voted in the
proper manner and for the adoption of said resolution; that all
other requirements and proceedings under the law incident to the
proper adoption or passage of said resolution, including publica-
tion, if required, have been duly fulfilled, carried out, gnd
otherwise observed; and that I am authorized to execute this
certificate;
3. That if an impression of a seal' has been affixed below,
it constitutes the official seal of the Applicant and this certifi-
cate is hereby executed under such official seal; but if nos,
seal has been affixed, the Applicant does not have an official
seal.

3• That if such grant be made, the Applicant agrees to
pay all the remaining cost of the approved Project, over and
above the amount of the grant; -
4. That if such grant be made, the Applicant agrees to
make provisions satisfactory to the Surgeon General of the Public '
Health Service for assuring proper and efficient operation and
maintenance of the treatment works after completion of the con-
struction thereof;
5. That the said Fred C. Kenney, Jr,, Chairman
is hereby authorized to furnish such
information and to take such other action as may be necessary
to enable the Applicant to qualify for the grant;
6. - That the said Fred. C. Kenney, Jr. , Chairman
iy, hereby designated as the authorized
representative of the Applicant for the purpose of furnishing
to the United States BU04 information, data, and documents per-
taining to the application for a grant as may be required; and
otherwise to act as the authorized representative of the Applicant
