MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:00 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE MESSRS. COCHRANE, FLORENCE,HODGKINS,
KENNEY AND WRIGHT AND SUPERINTENDENT WELCH.
MR. FLORENCE MOVED, IT WAS SECONDED AND VOTED
THAT THE SUPERINTENDENT BE ELECTED CHAIRMAN PRO TEM FOR
BOARD ORGANIZATION.
MR. COCHRANE NOMINATED MR. KENNEY CHAIRMAN FOR
THE ENSUING YEAR, MR. FLORENCE SECONDED. IT WAS MOVED,
SECONDED AND VOTED THAT NOMINATIONS BE CLOSED . MR.KENNEY
' WAS UNANIMOUSLY ELECTED CHAIRMAN.
MR. FLORENCE NOMINATED MR. HODGKINS SECRETARY,
MR. COCHRANE SECONDED. IT WAS MOVED, SECONDED AND VOTED
THAT NOMINATIONS BE CLOSED . MR. HODGKINS WAS UNANIMOUSLY
ELECTED SECRETARY.
MINUTES OF THE PREVIOUS MEETING READ AND AP-
PROVED AS AMENDED .
MR. FLORENCE MOVED THAT THE BOARD APPOINT PHILIP
WELCH SUPERINTENDENT FOR THE ENSUING YEAR AND CLERK OF THE
BOARD FOR ONE YEAR; MR. COCHRANE SECONDED AND IT WAS
UNANIMOUSLY VOTED .
THE BOARD DISCUSSED THE SERVICING WITH WATER OF
A PROPOSED NURSING HOME ON BEAR HILL, WAKEFIELD. MR. ,
COCHRANE MOPED, MR. FLORENCE SECONDED AND IT WAS VOTED
UNANIMOUSLY THAT THE REQUEST BE DENIED.
READ LETTER FROM THE MIDDLESEX COUNTY COMMIS-
SIONERS PERTAINING TO HEARING ON HAVERHILL STREET ON
MARCH 28, 1987 AT 41 :30 A.M. THE BOARD DISCUSSED THE
APPRAISALS ON THE NITZSCHE PROPERTY, NAMELY $5, 000. 00 BY
T. H. REENSTIERNA & SON AND $3, 500. 00 BY WALTER M. FOWLER.
MR. COCHRANE MOVED, MR. HODGKINS SECONDED AND
IT WAS VOTED THAT THE SUPERINTENDENT BE AUTHORIZED TO
ATTEND THE HEARING AND RECOMMEND THE FIGURE OF $3, 500. 00
FOR THE PROPERTY. ,
THE BOARD DISCUSSED DECISION TO BE RENDERED RE-
GARDING SALE OF LAND OFF JOHN STREET TO MR. MCHANUS.
PROVISIONS IN REGARD TO THE SALE HAD BEEN OUTLINED IN A
RECENT LETTER TO THE SELECTMEN. THE SUPERINTENDENT SUG-
GESTED THE EXCHANGE OF AN EQUAL PARCEL OF LAND NORTH OF
NCMANUS ' PROPERTY AND ABUTTING JOHN STREET WHICH WOULD
ELIMINATE THE TAKING OF AN EASEMENT THROUGH LAND OWNED
BY MCMANUS• THE LAND WOULD BE OWNED IN FEE BY THE TOWN
OF READING. IT WAS SUGGESTED THAT THE BOARD OF PUBLIC,
WORKS CONFER WITH THE BOARD OF SELECTMEN IN REGARD TO THE
AFOREMENTIONED EXCHANGE. ,

THE BOARD MOVED, SECONDED AND VOTED TO GO INTO
EXECUTIVE SESSION TO DISCUSS PROPOSED SALARIES.
THE BOARD CONFERRED WITH THE BOARD OF SELECTMEN
IN EXECUTIVE SESSION IN REGARD TO THE SALE OF LAND OFF
JOHN STREET TO MCMANUS.
THE MEETING CONTINUED IN OPEN SESSION. THE
BOARD DISCUSSED RESPONSES, IF QUESTIONED, IN REGARD TO
ARTICLE 74 AND THE BOARDS DESIRE TO MOVE ANY PUBLIC
WORKS ' EQUIPMENT, ETC. TO THE NIKE SITE ON HAVERHILL
STREET.
MR. COCHRANE MOVED THAT THE BOARD BE PREPARED TO
GO ON RECORD AT TOWN MEETING AS BEING OF THE SAME OPINION
AS EXPRESSED IN THE INCINERATOR REPORT THAT THE INCINERA-
TOR BE ERECTED ON JOHN STREET; MR. FLORENCE SECONDED AND
IT WAS VOTED.
REGARDING ARTICLE 71 SALE OF LAND TO MCMANUS),
IT WAS AGREED THE STATEMENT WOULD BE MADE TO THE EFFECT
THAT TO SELL MR. MCMANUS THE LAND - AND IF A BUILDING IS
ERECTED AS PROPOSED - WOULD NECESSITATE THE RELOCATION
OF THE SEWER INTERCEPTOR. UNTIL IT IS RESOLVED, THE
BOARD OF PUBLIC WORKS WOULD LIKE TO HAVE CONTROL OF THE
LAND.

THE BOARD OF PUBLIC WORKS OF THE TOWN OF READING
HAVING DETERMINED AND ADJUDGED THAT COMMON CONVENIENCE AND
NECESSITY REQUIRE THE LAYING OUT OF A TOWN WAY UNDER THE PRO-
VISIONS OF LAW AUTHORIZING THE ASSESSMENT OF BETTERMENTS,
SUBSTANTIALLY IN THE LOCATION HEREINAFTER DESCRIBED, HAVING
COMPLIED WITH ALL REQUIREMENTS OF LAW RELATING TO NOTICE TO
THE OWNERS OF LAND THEREOF AND OF A HEARING THEREON, AND
HAVING MET AT THE TIME AND PLACE APPOINTED FOR SUCH HEARING

WE DETERMINE THAT NO DAMAGES WILL BE SUSTAINED
BY ANY PERSON OR PERSONS IN THEIR PROPERTY BY REASON OF THE
TAKING TO BE MADE FOR THIS IMPROVEMENT. BETTERMENTS ARE
NOT TO BE ASSESSED THEREFOR.
THIS LAYING OUT SO MADE BY US WE HEREBY REPORT
TO THE TOWN FOR ACCEPTANCE AND RECOMMEND THAT SAID WAY
SHALL THEREAFTER BE KNOWN AS A PUBLIC WAY AND NAMED

REPORT OF THE BOARD OF PUBLIC WORKS
ON THE RELOCATION OR ALTERATION OF A
SECTION OF FRANKLIN STREET
The Board of Public Works of the Town of Reading, having
determined and adjudged that common convenience and necessity require
that the public highways be laid out, relocated or altered as and in
the locations hereinafter described, having complied with all re-
quirements of law relating to notice to owners of land thereof, and
of a Hearing thereon, and having met at the time and place appointed
for such Hearing,' and then and there heard all persons present who
desired to be heard, have laid out, relocated or altered as public
highway, for the use of the Town, a section of Franklin Street.
The boundaries and measurements of said public highway,
as so laid out, relocated or altered are as follows :
Beginning at a point on the Northeasterly side of Franklin
Street, said point being at the division property line of
lands of Amy E. and Bernice A. Batchelder and lands of the
Inhabitants of the Town of Reading;
Thence N.20'-331 -50"E. , a distance of 13.00 feet to
s point;
Thence S.580-04' -13"E. , a distance of 58.50 feet to
a point;
Thence by a curved line to theright having a radius
of 1,481.23 feet, a distance of 410.46 feet to a point;
Thence S .240-241 -00"W. , a distance of 10.53 feet to
a point;

Thence N.470-161 -40"W. , a distance of 151.62 feet to
a point;
Thence N. 530-211 -55"W. , a distance of 314. 67 feet to
the point of beginning of this description.
The approximate area taken is 8,258 square feet more
or less.
The above described lines being more fully shown on a
Plan entitled "Relocation and Alteration of a Portion of the North-
erly Side Line of Franklin Street", dated January 1967, said Plan
being a part of this description.
We determine that no damages will be sustained by any
person or persons in their property by reason of this improvement.
This laying out, relocation or alteration so made by us,
we hereby report to the Town for acceptance and recommend that when
this report is accepted and adopted by the Town, that said public
highway shall thereafter be laid out, relocated or altered in
accordance with said Plan.
No betterments are,,,to be assessed fob' this improvement.
