CMEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING .
PRESENT WERE CHAIRMAN COCHRANE, BOARD MEMBERS
HODGKINS AND KENNEY AND SUPERINTENDENT WELCH.
MINUTES OF THE PREVIOUS MEETING READ AND AP-
PROVED.
THE BOARD MOVED, SECONDED AND VOTED TO GRANT
THE SUPERINTENDENT AN EXTRA THREE WEEKS ' VACATION FROM
JANUARY 16 TO FEBRUARY 3. MR. COCHRANE INFORMED THE
BOARD THAT HE HAD CONTACTED THE TWO ABSENT MEMBERS AND
C' THEY HAD CONCURRED.
READ LETTER FROM ERNEST J. SCHMIDT, PRESIDENT,
GOVERNING BOARD OF THE UNITARIAN CHURCH, IN REGARD TO
SEWER BLOCKAGES IN THE PAST YEAR AND THE REQUEST THAT
ACTION BE TAKEN BY THIS DEPARTMENT TO REMEDY THE CON-
DITION.
THE SUPERINTENDENT INFORMED THE BOARD THAT THE
BLOCKAGE SEEMED TO BE CAUSED BY TREE ROOTS AND FOREIGN
ITEMS. THE SPOT HAS BEEN IDENTIFIED AND THE DEPARTMENT
WILL EXCAVATE IN THE SPRING AND DO ANY WORK WHICH WILL
BETTER THE CONDITIONS.
READ LETTER FROM GREGORY H. ARABIAN, ATTORNEY,
REPRESENTING ABUTTORS TO THE ADDISON-WESLEY PROPERTY
REGARDING SNOWPLOWING OPERATIONS ON AN UNAPPROVED DRIVE-
WAY FROM ADDISON-WESLEY TO SOUTH STREET. THE SUPERIN-
TENDENT SUGGESTED THAT A LETTER BE WRITTEN TO ADDISON-
WESLEY CALLING THEIR ATTENTION TO THE FACT THAT IN ES-
SENCE NO ACCESS TO THEIR PROPERTY EXISTS EXCEPT JACOB
WAY.
MR. HODGKINS MOVED, PIR. KENNEY SECONDED AND IT
WAS VOTED THAT A LETTER BE WRITTEN TO ADDISON-WESLEY
ASKING THEIR INTENT AND POINT OUT THE BOARDS RULING.
READ LETTER FROM THE BOARD OF SELECTMEN OF
READING TO THE BOARD OF SELECTMEN IN WAKEFIELD WITH
REFERENCE TO A MEETING IN REGARD TO SCREENING THE DUMP.
THE LETTER WAS ACCEPTED AS A POINT OF INFORMATION.
PUBLIC HEARING WAS HELD AT 7:45 P.M. IN REGARD
TO THE TAKING OF AN EASEMENT THROUGH PRIVATE PROPERTY
EASTERLY OF MAIN STREET FOR DRAINAGE AND SEWERAGE PUR-
POSES.
MR. DAVID L. DOOLEY, REPRESENTING CHARLES L.
SMITH, AND WILLIAM D. MOORE, ATTENDED THE HEARING . A
LENGTHY DISCUSSION ENSUED REGARDING LOCATION OF THE
EASEMENT. MESSRS. MOORE AND DOOLEY REQUESTED MORE TIME
TO CONSIDER GRANTING OF THE EASEMENT TO THE TOWN. IT
WAS AGREED THAT THE BOARD WOULD VOTE TO ABATE MR. SMITH 'S
CHOUSE CONNECTION ASSESSMENT, ALSO MR. MOORE 'S. MR. WELCH
WILL CONVERSE WITH MR. NIGRO, ATTORNEY FOR MR. SMITH.
A PUBLIC HEARING SCHEDULED TO START AT 8:00 P.M.
WAS HELD AT 8:25 P.M. IN REGARD TO THE TAKING OF AN EASE-
HENT THROUGH PRIVATE PROPERTY SOUTHEASTERLY OF BAKER ROAD
FOR DRAINAGE AND SEWERAGE PURPOSES.
MR. AND MRS. JAMES N. BOYD, JR. AND F. E. JONES
ATTENDED THE HEARING. THE SUPERINTENDENT AND MR. LOUANIS
ANSWERED TECHNICAL QUESTIONS. MR. BOYD STATED HE WAS NOT
OPPOSED TO GRANTING THE EASEMENT BUT WISHED MORE TIME TO
STUDY THE PLAN. WHEN POLLED, THE ABUTTORS WERE NON-
COMMITTAL.
ON-COMNZTTAL.
A PUBLIC HEARING SCHEDULED TO START AT 8:30 P.M.
WAS HELD AT 8:50 P.M. IN REGARD TO THE TAKING OF AN EASE-
MENT THROUGH PRIVATE PROPERTY NORTHEASTERLY OF ASH STREET
TO JOHN STREET FOR DRAINAGE AND SEWERAGE PURPOSES.
MR. AND MRS. KENNETH CHETWYND ATTENDED THE
HEARING . MR. WELCH EXPLAINED THE PLAN AND REASON THERE-
FOR. MR. AND MRS. CHETWYND VOTED IN FAVOR.
THE BOARD DISCUSSED THE ACCEPTANCE OF SHACKFORD
ROAD AS A PUBLIC WAY.
MR. KENNEY MOVED THAT THE BOARD RECOMMEND
CACCEPTANCE OF SHACKFORD (PRIVATE) ROAD AS A PUBLIC WAY
UNDER THE BETTERMENT ACT AT THE ANNUAL TOWN MEETING;
MR. HODGKINS SECONDED.
THE SUPERINTENDENT SUGGESTED THAT SOME ALLOW—
ANCE SHOULD BE MADE FOR EVERETT J. AND THELMA E. DOUCETTE.
THE MOTION WAS WITHDRAWN TO ALLOW THE SUPERINTENDENT TO
OBTAIN FIGURES FOR AN EQUITABLE ASSESSMENT.,'=r a� �\
BEAD NOTE FROM THE SUPERINTENDENT IN REGARD
TO THE ACCEPTANCE OF FRANK D. TANNER DRIVE AS A PUBLIC
WAY. HR. HODGKINS MOVED, MR. KENNEY SECONDED AND IT WAS
VOTED THAT THE SUM OF $50. 00 BE ADDED TO BUDGET SHEET
#25 STREET BETTERMENTS) TO COVER LEGAL EXPENSES AND LET—
TER FORWARDED TO THE FINANCE COMMITTEE.
READ NOTE FROM HR. WELCH WHICH STATED THAT AN
ITEM WHICH APPEARED IN THE NEWSPAPER WITH REFERENCE TO
A REST HOME ON BEAR HILL WAS ABSOLUTELY WRONG INSOFAR
AS READING IS CONCERNED. AT A CONFERENCE WITH THE OWNERS
(COSTANZA & BERTOLINO). THREE BASIC FACTS WERE STATED AS
FOLLOWS:
1 . ALL WORK DONE IN READING WOULD BE AS WE DE—
SIGN IT BUT TOTALLY AT THEIR EXPENSE.
E. AFTER DETAILS ARE WORKED OUT, THE MATTER
WOULD BE PRESENTED TO THE READING BOARD OF
PUBLIC WORKS FOR THEIR APPROVAL OR DISAP—
PROVAL .
3. ALL ACTIONS BY READING BOARD OF PUBLIC
WORKS WOULD HAVE TO BE ACCEPTABLE TO THE
WAKEFIELD BOARD OF PUBLIC WORKS.
THE DATA WAS ACCEPTED AS A POINT OF INFORMATION.
READ LETTER FROM CHARLES F. MISTRETTA, DISTRICT
HIGHWAY ENGINEER, REGARDING TAKINGS FOR WIDENING, HAVER-
HILL STREET (PROPOSED) CHAPTER 90 CONSTRUCTION, AND THE
SUGGESTION THAT ADDITIONAL APPRAISALS BE OBTAINED TO
ESTABLISH A FIRMER BASIS FOR EVALUATION OF THE SUBJECT
PROPERTY DAMAGE. IT WAS AGREED THAT THE DEPARTMENT WOULD
FOLLOW IVR. MISTRETTA 'S SUGGESTION.
THE BOARD SIGNED BETTERMENT COMMITMENT SHEETS -
HOUSE CONNECTIONS - VARIOUS LOCATIONS.
MEETING ADJOURNED AT 9: 15 P.M.

The undersigned, Board of Public Works of the
Town of Reading, in compliance with the provisions of
General Laws, Chapter 80, as amended by Chapter 63 of the
Acte of 1933, hereby certify that the list herewith contains
the names of persons against whom we have made betterment
assessments, together with the location of the land benefited
by the improvement and the nature and amount of such better-
ment assessment.
And such list is certified to you for the purpose
of committing the some to the Tax Collector, as provided by
law.
