HomeMy WebLinkAbout1980-10-20 Board of Public Works Minutes October 20 , 1980 1 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:30 P . M. Present were Chairman Cowell, Secretary Wood , Board Members DeHart , Fallon , Barker, Assistant Superintendent McIntire and Assistant Superintendent Bergeron. It was moved , seconded and voted 5:0:0 to accept the min- utes of the previous meeting as corrected. The Board reviewed memorandum from the Board of Appeals re- questing input concerning Suggested Procedure for 774 Hearings as recommended by the Massachusetts Association of Planning Boards. Following a general discussion , the following revisions were recommended : 1. The Application - pg. 1 , Section 7e to read "General descrip- tion of proposed system of drainage , sewerage, and water mains, including existing natural waterways" . 2. The Hearing - pg. 3, Section lb to read , "Notice shall be sent by mail , postage prepaid , to the applicant and all ' owners of .all property deemed by the Board to be affected thereby, as they appear an the most recent local tax list. List should include all abutters, and the owners of lend within three. hundred (300) feet in any direction of the development by latest tax list. Also, any interested citi- zen who requests notification. 3. The Hearing - pg. 3, Section ld - delete "board of subdivision control." 4. The Hearing .- pg. 4, Section 5c to read, "Notice of the decision shall be sent to all boards and citizens request- ing it ." Chairman Cowell requested that the Board of Appeals be advised of the suggested changes . The Board met with E. F. Lemaire , Chairman of the Council on Aging and Arthur Polychrones member of the Council , who re- quested the Board of Public Works consider the possibility of maintaining the council' s 1979 Dodge Van charging cost of material and labor against the appropriation for the Council an Aging. Mr . Polychronea reported there are approximately 13,000 miles on the ' Van at this time and while he felt that some of the bills the Council has paid have been reasonable he cited a tune-up at $92.48 as unreasonable . It was agreed that the concept of the Town main- taining all municipal vehicles was good but before a decision could be made relative to the Board of Public Works assuming this added responsibility Chairman Cowell requested cost factors ' be available to the Board at its meeting of October 27th when the matter would be discussed further and a decision made. Meeting adjourned temporarily at 8: 15 P.M. and following a meeting as the Board of Survey reconvened at 8 : 25 P .M. The Board reviewed letter from Haley and Aldrich, Inc. to Camp Dresser and McKee , Inc. concerning the proposed addition to the Water Treatment Plant . (letter appended hereto) . Following a discussion , Mrs. Wood moved and it was seconded to permit Camp Dresser and McKee to hire Haley and Aldrich, Inc. in accordance with their letter of October 10, 1980 with the understanding that the total cost to the Town would not exceed $3,200 and a copy of the report be sent to the Board of Public Works. Mr. Fallon amended the motion as follows : " . . . . . . . . . .cost to the Town would not exceed $2,800 . . . . . . . . . . ." . It was seconded. Chairman Cowell called for a vote on the amendment: 1:4 the amended motion did not carry . A vote was then taken on Mrs. Wood ' s original motion: 4: 1:0 the motion carried . ' The Board met with William Hughes, Chairman of the Recreation Committee and John Pacino , Superintendent of the Recreation Depart- ment to discuss the long range Recreation Plan for FY-82 through FY-86 (copy appended hereto) . Mr. Hughes stated one of the high priorities on the program is the work at the municipal pool which includes a marcite finish, the deck around the pool and the filter system. Mr. Pacino then explained the different items of mainten- ance listed on the plan to the Board. Mr . Cowell informed the other Board of Public Works members that the Finance Committee had recom- mended the following items not be included in the plan: lights for two baseball fields , development of Batchelder Park, major renova- tion for the swimming pool and the lighting of the second soft ball field. Mr. Fallon was concerned whether the Recreation Committee was going before Town Meeting to request all the items as proposed by the Committee or if they intended to recommend what was approved by the Finance Committee. Mr. Hughes informed the Board they ' would present the plan as established by the Recreation Committee and that the item regarding the lighted softball field would be re- duced from the $10,000 requested due to the present work by the Minutes - continued October 20, 1980 ' Board of Public Works an that field and they would be requesting only lights and bleachers. The Board was concerned with the actual work proposed under each item and received that informa- tion from Mr. Hughes and Mr. Pacino. Mr . Marvin Rosenthal spokesman for Petitioners for Creating a Parks, Playground and Recreation Commission met with the Board to discuss their proposal. Mr . Rosenthal stated that the Board of Public Works had many priorities including the water system, forestry division , roadway maintenance and as a result the mainten- ance of the parks and playground areas has become a low priority . The group feels the development of a commission with the sole re- sponsibility of recreation and park maintenance in the Town of Reading is necessary. Members of the Board requested information from Mr. Rosenthal which he was unable to supply specifically be- cause he was awaiting information from other people and Boards. Mr . Rosenthal requested from the Board information regarding appro- priations from 1975 through 1981 for Parks and Playground mainten- ance including salaries, expenses, equipment number of engineering employees and the average hourly rate of employees working in the Park and Playground Division which the Board agreed to provide. Mr . Rosenthal stated he would furnish answers to the Board ' s ques- tions as soon as he received the appropriate information from other sources. Mr. Barker requested that the time spent compiling the information by department personnel for Mr. Rosenthal be re- corded in the list of work done forother departments. The Board signed the Payroll for the period ending October 17, 1980 and the Billroll dated October 24, 1980. Meeting adjourned at 10:46 P.M. Reeu ly submitted, . !/9-00� 'Secretary Addendum to the Minutes of October 20, 1980 The Board of Public Works met with the Finance Committee on October 21, 1980 to present information on its Articles in the Subsequent Town Meeting to be held November 10, 1980. During the course of the Board ' s presentation on Article 22 regarding the Water Treatment Plant expansion , the need for addi- tional water supply was discussed and it was pointed out that $50,000.00 would be needed for supply investigation and $150,000.00 would be needed for construction of new wells, pipe lines and pump- ing station. The Board was polled as to their opinion of whether or not the $200,000.00 should be requested at this time in addition to the $2,300,000.00 for the treatment plant modification . It wes . voted unanimously (5: 0) by the Board to ask for $200,000.00 and therefore $2 ,500,000.00 was requested of the Finance Committee for the Water Treatment Plant expansion and the additional water supply.
