1 Meeting of the Board of Public Works convened in Room 16, Muni-
cipal Building at 7:30 P . M.
Present were Chairman Cowell, Secretary Wood, Board Members
Fallon , Barker and Superintendent Louanis.
It was moved, seconded and voted 4:0 to table action on the
minutes of the meeting of September 15, 1980.
Chairman Cowell requested the Board take action on the three
additional Articles to be presented at the November Town Meeting:
First , "To see if the Town will vote to rescind yhr svyion yskrn
under Article .34 of the Annual Town Meeting held March 18 ,
1974 or take any other action with respect thereto . "
It was moved, seconded and voted 4:0:1. (1 absent)
Second , "To see if the Town will vote to rescind the action taken
under Article 52 of the Annual Town Meeting held May 8 , 1975
or take any other action with respect thereto. "
It was moved, seconded and voted 4:0:1. (1 absent)
Mr . DeHart joined the meeting.
Third, "To see if the Town will vote to rescind the action taken
' under Article 24 of the Annual Town Meeting held May 6, 1976
or take any other action with respect thereto."
It was moved , seconded and voted 5 :0:0.
Superintendent Louanis read communication from Elizabeth
Klepeis, Town Treasurer concerning the proposed disposition of
tax title property. Chairmen Cowell suggested that the Superinten-
dent review each parcel and a vote be taken following each review:
Mrs . Wood moved to inform the Town Treasurer that the land
identified on Plat 59 - Lot 97 should remain under the control of
the Town. It was seconded. Mr. Barker requested that the motion
be amended as follows: Land identified on Plat 59 - Lot 97 should
remain under the control of the Board of Public Works of the Town
of Reading. Mrs. Wood accepted the amendment . Chairman Cowell
called for the vote - 4:1:0.
Following a review by Superintendent Louanis, Mrs. Wood moved
that the Town Treasurer be notified that land identified on Plat 47
- Lot 1, Monroe Avenue is now a part of a Town right-of-way and
' should be retained by the Town and remain a part of Monroe Ave. It
was seconded and voted 5:0:0.
Mrs. Wood moved , it was seconded and voted 5:0 to notify the
Town Treasurer the Board of Public Works sees no reason for keeping
land identified on Assessor ' s Plat 119 - Lots 11=13 under Town con- ,
trol.
Following the Superintendent ' s review :Mrs. Wood moved, it 1
was seconded and voted 5:0:0 to notify the Town Treasurer that
the Board of Public Works sees no reason to maintain control over
land identified on assessor ' s Plat 12 - Lot 33, First Street a
paper street ..
Mrs. Wood moved, it was seconded and voted 5:0:0 to notify
the Town Treasurer that the Board of Public Works has no interest
in 2,015 square feet an Causeway Road identified on Map 119 - Lot
13.
Mrs. Wood moved , it was seconded and voted 5:0:0 to notify
the Town Treasurer that the Board of Public Works has no interest
in 2, 251 square feet of land on Sturges Road identified on Assessor' s
Plat 10 - Lot 20.
Mr. Fallon moved that the 4, 560 square feet of land at
23 Hurlburt Road be auctioned as the Board of Public Works has
no interest in the land identified on Map 137 - Lot 27. It was '
seconded and voted 3: 2:0.
It was moved to notify the Town Treasurer that the Board of
Public Works has no interest in 1,320 square feet of land on Bay
State Road identified on Map 79 - Lot 184. It was seconded and
voted 5:0:0.
At Mr. Barker' s request Superintendent Louanis reviewed a
chart prepared by the Engineering Division noting the progress on
Contract 79-23 by Camp Dresser and McKee. It was agreed that the
chart would be posted and items would be added or deleted as re-
quired .
Copy of letter dated September 11, 1980 relating to Board
of Public Warks contract with Tankca , Inc. , from Richard M. Peirce
the law firm of. Roberts, Carroll , Feldstein and Tucker in Providence
Rhode Island to Terrance J. Hamilton (Town Counsel) was read and
accepted as a point of information .
The Board read and accepted as a point of information report ,
from the Town Accountant concerning the impact Proposition 2k would
have on the budgets of various departments, including a reduction
in the Public Works Departmental budget in the amount of $717,779 .
It was accepted as a point of information.
Minutes - continued September 22, 1980
The Board read and approved proposed letter to be sent to Dean
P . Amidon, Commissioner of the State Department of Public Works re-
questing funds for the reconstruction of Lowell Street, Route 129
in the amount of $475,000.00.
Read letter from Philip G . Hunt of 150 Vine Street request-
ing that a bill issued previously for a water main extension be
placed on a ten year betterment in order to enable him to make
annual payments. Superintendent Lcuanis stated this would be de-
sirable as it would make it easier for Mr. Hunt and in the event
the property were sold the Town would be certain of receiving full
payment . Mrs. Wood moved that a water main assessment be placed
against the property at 150 Vine Street in the amount of $ 953.79.
It was seconded and voted 5:0 :0.
Read letter from the Planning Board regarding their request
for a cost estimate of a proposed parking area at Union and Middle
Streets. After a discussion of the charges it was agreed that the
' department would make a cost estimate of the construction of the
parking area and the maintenance costs that would be involved and
write a letter to the Planning Board (copy to the Finance Committee)
informing them that the cost estimate of maintenance did not necessarily
mean that the Board of Public Works would have funds available for such
maintenance.
Letter from Terrence J . Geoghegan, Metropolitan District
Commissioner , enclosing schedule of ratios of contribution for
apportionment of debt service and maintenance coat was accepted
as a point of information.
Memorandum from the Engineering Division concerning. the impend-
ing retirement of John Franklin Wiseman, P . E. was accepted as a
point of information. It was moved, seconded and voted 5:0:0 to
present Mr . Wiseman with a letter of appreciation for his 27'
years of loyal service and Mr . Cowell agreed to make the presen-
tation on Thursday, September 25th.
' It was moved , seconded and voted 5:0:0 to sign a letter committing
the sum of $411.48 for sewer frontage and $368.00 for sewer house
connection (100% lateral ) to the Town Collector . (copy appended
hereto) .
The Board signed the Payroll for the period ending September
190 1980 and the Billroll dated September 26, 1980.
