HomeMy WebLinkAbout1980-09-15 Board of Public Works Minutes September 15, 1980 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7: 30 P . M. Present were Acting Chairman Wood, Board Members DeHart, Fallon , Barker and Superintendent Louanis. Mr . DeHart moved , it was seconded and voted 4:0 to accept the minutes of September 8th as presented. The Board reviewed three page bill for the month of July as submitted by Town Counsel , as follows: Page 1. It was moved, seconded and voted 4:0 to approve Town Counsel ' s bill for 11.60 hours in the amount of $522.00 noting that 8 hours were pertinent to Riverside Drive . Page 2. The Board reviewed the charges concerned with Tankco, Inc. When questioned by Mr. Fallon, Super- intendent Louanis stated this issuewas now resolved and this should be the last charge by Town Counsel on this matter. It was moved, seconded and voted to approve 2.7 hours in the amount of $121.50. ' Page 3. Superintendent Louanis informed the Board that the arbitration meeting scheduled for September had now been postponed until October . Mr . Fallon moved, it was seconded and voted to approve 1. 2 hours or $54.00 of Town Counsel ' s bill . Total approved hours. . . . 15.5 Total amount. . .$697.50 Mr . Barker moved , it was seconded and voted 4:0 to award the contract for Solar and HIghway Rock Salt to Eastern Minerals, 130 Plain Street, Lowell, Massachusetts in the amount of $26.00 per ton delivered as required. The Board met with representatives of Pop Warner Football with Lathe Allen , President acting as spokesperson far the group. Mrs. Allen reviewed the facts in her letter of September 10th and stated they were faced with a further problem, not the responsibil- ity of the Public Works . It now appears the field at Coolidge Junior is in need of fill in order that it be considered a safe area of play, and officials of the School Department do not object to Pop Warner making the necessary improvements to the field. She however , requested permission to move the bleachers from Birch Meadow to the Coolidge Junior High School Field. Superintendent Louanis did not feel it wise to accept volunteer effort, because of reasons of liability , to move the bleachers. A lengthy dis- cussion ensued and was followed by a motion by John Fallon, as follows: The Department of Public Works move the bleachers lo- , cated at the field near the tennis courts and the varsity base- J ball field at Birch Meadow to. Coolidge Junior High School to a 1 location to be determined by Superintendent Louanis, Mr. LaHood, and Mr. Winslow and that the Board of Public Works accept the donation of fill valued at two hundred and fifty dollars from Pop Warner Footballto be used to improve the field at Coolidge Junior High School. It was seconded and voted 3:1. Meeting adjourned temporarily at 8:35 P.M. and following a meeting of the Board of Survey reconvened at 9: 25 P.M. The Superintendent gave a report to the Board regarding the vandalism at Revay Pumping Station stating that all the cost factors were not in but a rough estimate of $2,000 of the damage done to the building gasoline engine flow meters and gauges was in the right ball perk. The Department is currently investigating installation of a more secure door and an alarm system to be in- stalled to protect the building. Although Revay is notbeingused , nor has it been since November of 1976 it is important to get it back into operation to provide the Town with a standby water supply in the event of other wells being incapacitated or out of use for any reason. An insurance claim. will be filed with the insurance company to ascertain what funds may be forthcoming to assist in the repair. If no funds are available from insurance it may be necessary to go to the Finance Committee for a transfer. It was moved , seconded and voted to accept this as a point of information. Mr. DeHart moved , it was seconded and voted 4:0 to sign letter committing charges for sewer house connection 100% laterals in the amount of $720 and sewer frontage charges in the amount of $678.80 to the Tax Collector in compliance with the provisions of the General Laws , Chapter 80 as amended by Chapter 63 of the Acts of 1933. Mr. Barker stated that the similarity in sound of the names of three streets had been celled to his attention, namely, Breton Circle, Benton Circle and Brentwood Drive. Superintendent , Louanis agreed to discuss this item with the Chief of the Fire Department . The Board reviewed the proposed amended Capital Outlay as re- submitted by the Superintendent copy of which is attached hereto. Minutes - continued September 15, 1980 IAfter considerable discussion as to the merits of the plan, it was moved , seconded and voted to approve the Proposed Capital Out- lay Plan and submit it to the Finance Committee . The Board reviewed letter from Thomas F. McLoughlin regard- ing D. E . Q. E. program Volatile Organic Sampling within the water supply of the Commonwealth. The report for the Town of Reading indicated that they are well within safe standards however, the Town Forest Well has some minor amounts of volatile organic matter present and it was suggested an on site inspection should be made to see if anything was evident that could account for the presence of the volatile organic substance . The Board instructed the Super- intendent to investigate and it was accepted as a point of infor- mation. The Board reviewed the following Articles for the November Town Meeting: : a: Article for Water Treatment Plant reconstruction b . " " Gypsy Moth Control C. " Chapter 570, Acts of 1980 d. " " Chapter 329, Acts of 1980 It was moved, seconded and voted to submit the aforementioned Articles to the Board of Selectmen for the November Town Meeting Warrant. The Board reviewed and signed the Memorandum of Agreement with the State Department of Public Works for state highway funds in the following amounts: Chapter 329 of the Acts of 1980 in the amount of $54, 231 and Chapter 570 of the Acts of 1980 in the a- mount of $29,994. The Board reviewed Notice of Public Hearing requesting input for state participation concerning maintenance of public highways. The Superintendent suggested that the Board should request addi- tional funds for the continued maintenance of Lowell Street, Route 129, from Woburn Street to the Wilmington Town Line. It was moved, seconded and voted to accept the Superintendent 7s—recommendation requesting funds for maintenance of Lowell Street. Mrs. Wood stated she had been disappointed with the meeting with Camp Dresser and McKee on September 8th and wondered if other Board Members felt the same . After a short discussion it was agreed that closer check should be exercised by the Board over , the program of Camp Dresser and McKee in an effort to insure t the program was more in keeping with the needs of the Town. The Superintendent reported to the Board that Camp Dresser and McKee had offered the Board a tour of a Water Treatment Plant similar to ours so the Board could get a better idea of some of the details and problems that have to be addressed in the design and modification to the Reading Water Treatment Plant. The meet- ing could take place on a Saturday morning or afternoon and it was generally agreed to ask Camp Dresser and McKee to propose a location and time for the Board ' s consideration. The Board signed the payroll for the period ending September 12 and the Bill Roll dated September 19 , 1980. Meeting adjourned at 11: 15 P . M.
