HomeMy WebLinkAbout1980-07-14 Board of Public Works Minutes July 11, 1980 Meeting of the Board of Public Works convened in Room 16, Muni- cipal Building at 7:30 P . M. Present were Chairman Cowell , Secretary Wood, Board Members De- Hart, Fallon , Barker and Superintendent Lousnis. It was moved, seconded and voted 5:0 to accept the minutes of the previous meeting as corrected. Chairman Cowell requested that inasmuch as Mr . and Mrs. D' Alle- sandro were present the Board take Item 4 on the Agenda out of order . The D' Allesandro home at 1140 South Street is satisfactorily serviced by a septic system, but it is their desire to have the common sewer made available to their adjacent lot to the north which has 206 .39 feet of frontage. The Department recommended not to extend the main sewer beyond Station 3+90 based on response received at the public hearing of April 24, 1978 . The result of the March 10, 1980 hearing was essentially the same ; D ' Allesandro in favor ; Vitale, because of an extremely long frontage , opposed; and Rice, again, did not attend ' the meeting. To resolve the situation the Engineering Division suggested that when D' Allesandro wishes to develop his extra lot he connect to manhole 3+90, thus it would not be necessary for the De- partment of Public Works to extend the sewer in the street , probably encountering considerable ledge , nor would it be necessary to assess betterment charges against the property owned by Mr. Vitale. The Board and Mr . and Mrs. D ' Allesandro were amenable to the suggestion made by the Engineering Division. Chairman Cowell reaffirmed that after reviewing the letter from Mr . and Mrs. D ' Allesandro dated June 16th and information from the Engineering Division there would be no problem involved or experienced by Mr. D' Allesandro caused by the Board of Public Works when he has a connection made by a licensed drain layer from his extra lot northerly of his home at 40 South Street to the terminus of the sewer line at Station 3+90 . Read letter from Mr. and Mrs. Joseph Carroll , Jr . of 67 River- side Drive (Lot M14) reporting a problem of trespassing by walkers, ' bicyclers and motorcyclers during all hours and a statement indicat- ing that the twenty foot or the five foot opening leading to Washing- ton Perk from Riverside Drive should be fenced off to eliminate further trespassing and/or future problems. The Board is currently awaiting an opinion from Town Counsel with respect to the walk easement be- tween Lata 9 and 10 on Riverside Drive relative to proposed improve- ments to be made by the developer . Mr . Barker suggested the Chairman write a letter to Mr . and Mrs. Carroll stating we will consider fencing when there are other fencing problems to be resolved during the year . Mrs . Wood reminded the Board that the Department is under- budgeted while Mr. Fallon and Mr. DeHart concurred that the problem should be resolved and not postponed. Mr . Barker moved, it was seconded that the Chairman send a letter stating fencing will be considered when a contract for fencing is let within the year . The vote was taken 2: 2:- the motion lost. Mr. Fallon moved we proceed to fence the twenty foot opening and that the Superintendent couple this with other fencing to be done within the year in order to get the lowest possible cost price. It was seconded and voted 3 : 2 . The Board read with interest draft of letter to be sent to Bruce Morang, Editor of the Daily Times and Chronicle concerning June 30th front page article "Budget Cuts Impact Recreational Area" . It was moved , seconded and voted to mail the letter to Mr. Morang with a carbon copy to William Hughes, Chairman of the Recreation , Committee . The Board read memorandum from the Superintendent with regard to the possibility of Reading disposing its trash at the Resco Plant in Saugus and Resco ' s desire to acquire the municipal incin- erator site on John Street for the purpose of converting the incin- erator into a transfer station. (copy appended hereto) The Super- intendent stated that previous Boards had visited the Resco Plant and he would like to arrange a time when the present Board could tour the plant . Mr. Fallon expressed concern as to what protection the Town would have in the event of Resco failing and to be sure that proper security would be included in the final agreement that would protect the Town ' s interest. Mr . Cowell expressed the opinion that anything of this type should go out as a proposal. It was moved , seconded and voted that the Superintendent proceed along the lines of the report and continue to negotiate with Resco. Read memorandum from the Executive Secretary stating the Select- , mentwould like to meet in their office with the Board on July 28th at 7: 30 P.M. to discuss the Dump Site and the new HUD Flood Plain Maps. A representative from HUD Flood Insurance Program will be present. It li was accepted as a point of information . Minutes - continued July 14, 1980 Letter dated July 3, 1980 from the Department of Public Works concerning State Aid Highways stating that the Governor, Edward J. King, has signed into law, Chapter 329 of the Acts of 1980, which appropriates $18 ,081,000 to be allocated among various cities and towns of which Reading an allocation of $54,231.00. It was accepted as a point of information . Letter from NESWC dated June 23, 1980 concerning solid waste disposal was accepted as a point of information. Mrs. Wood moved that the Board sign commitment letter covering sewer house connections in the amount of $1, 136.00 and sewer frontage assessments in the amount of $637.80 and that betterments be assessed in accordance with commitment sheet number 2 for frontages and sheet number 9 for sewer house connections. It was seconded and voted 5:0. The Board signed the Payroll for the period ending July 11th and the Bill Roll dated July 18 , 1980. Meeting adjourned at 9: 30 P . M. ' Ri;a,tfulls b d , ,Secretary 1 ITEM NO. . . . . . . 6 July 14, 1960 On June 25, I met with Tom McDonough of Resco at their request to dis- cuss the possibility of Reading' disposing of its trash at the Resco Plant in Saugus and Resco' s desire to acquire the municipal incinera- tor site at John Street for the purpose of converting the incinerator into a transfer station. Mr. McDonough informed me that Resco has spent approximately $3,000,000 in modifications to their present plant, which has increased their burning capacity by thirty percent and since Bayside project , Seswc are no longer going concerns and Neswc is still faltering they believe that they are the only real choice for the Town of Reading' s solid waste disposal. They also believe that theReading municipal incinerator site is strategically located to pick up several towns around Reading and the solid waste disposal problem can only worsen as time goes on. Mr. McDonough feels that their attempt to respond to our proposal has failed to delineate the necessary informa- tion for both sides to make an intelligent determination. He therefore has requested that the Town of Reading make a proposal to Resco of exactly what the Town would like so that they may respond in an intelli- gent manner . The following is a draft proposal which might be presented to Resco if the Board agreed. 1. The Town .of Reading .will sell to Resco the municipal incinerator and appurtenances, two acres of land and .a right-of-way over the present access road to the site for approximately $200,000. 2. Resco will convert the present incinerator .into a transfer station and removal of the presentincinerator on a time schedule to be negotiated at a later date . 3 . Resco will warranty to operate this transfer station for 20 years . 4. Provisions will be made at the transfer station to accept commercial trash generated within the Town of Reading. 5. Provision will be .made for continuation of the present recycling effort of the Town of Reading and will be operated by Resco . 6. Resco will provide the residents of .the. Town of Reading access for disposal of leaves, yard clippings and bulk items on the first and third Saturdays of the month at no cost to the Town . ' 7. OPTION A Reece will pay the Town of Reading taxesbased on the fair market value of the land and facilities constructed on the site. OPTION B Resco will pay the Town of Reading in lieu of taxes $1.00 Ter ton of solid waste processed to the recycling plant. B. Egress and access to the site except for rubbish collected within the Town of Reading will be John Street via Route 128. 9. Operating hoursforthe transfer station shall be approved by the Board of Public Works . 10. Operation of the transfer .station and related facilities shall be within closed confine and approved by the Board of Public Warks. 11. The Town of Reading will dispose of its solid waste at the transfer station at the current fee being paid by other communities disposing of their trash at Resco plus the actual cost of transfer. The above proposal in my opinion if adopted by the Board and Resco . would provide the Town a long term solution to the solid waste problem and closing the present sanitary landfill.
