Meeting of the Board of Public Works convened in Room 16 ,
Municipal Building at 8 :00 P . M.
Present were Chairman Cowell, Secretary Wood, Board Members
Fallon , Barker and Superintendent Louanis. Several Town officials
were present among whom were Selectwoman Maureen O' Brien, Town
Treasurer Beth Klepeis, Town Accountant Raphael McDonald, Finance
Committee Chairwoman Mary Ziegler together with committee members
and Michael Haley, Richard Dempster and Jose Canto interested towns-
people involved in the world of finance.
Chairman Cowell opened the meeting by stating he felt the
Board was breaking new ground in the planning of the financing of
a project. In the past the Town had approached the project from the
point of view of doing all the necessary engineering and planning
for the financing at the very end. With this project the Board is
attempting to plan for the funding concurrently with the design of
the project and has asked the gathering assembled to give their
' expert opinion to the Board to assist in this vital function . The
Chairman asked the Superintendent to update the group as to the
status of the project and the Superintendent informed the group
that the Town had hired the firm of Weston and Sampson in 1976 to do
a study of the water distribution system and its supply. One of the
recommendations of the consultant was to investigate the existing
supply and treatment capacity both from the point of view of quality
and quantity of water available to the Town . As a result of this
recommendation the Board hired the firm of Camp Dresser and McKee
in 1980 to study the capacity of the well field and the water
treatment plant . As a result of this study the consultant has
recommended a substantial modification to the present treatment
plant at an estimated $2,500,000. This differs substantially from
the recommendation made by Weston and Sampson which would have cost the
Town $3,500,000. Some of the reasons for this difference is the slow-
ing population growth in the Town and a reduction in the per capita
consumption . The Superintendent also pointed out that it was very
' possible that the Town could receive reimbursement from the State
of Massachusetts in the amount of approximately $1,000,000 under
the so-called Magee Bill. Mr. Haley, Mr. Dempster and Mr . Canto
were of the opinion that the Town should move as quickly as possible
to bond the project in light of the present bond market. It was
generally agreed by those present that although it would be nice
to bond the project at this time the Board of Public Works was not
in a position to call a Town Meeting for authorization until some
time later in the fall. Therefore, the following steps should be
taken:
1) Insure that the consultant completes the Treatment Plant design
and obtains approval from D.E.O.E. as early as possible.
2) That the best possible estimate for the project be obtained at
that time.
3) That the .Article and Motions for Town .Meeting becarefully
drafted and approved by Town Counsel and bond counsel.
4) Present the Article and Motions at the Fall Town Meeting.
5) File with the State for reimbursement under the Magee Bill
6) Reconvenethisgroup to determine the proper steps to be taken
for the funding after Town Meeting .
The Chairman thanked all the participants for their assistance.
Chairman Cowell requested the Board direct their attention to
the bid results for chemicals starting with Liquid Chlorine.

It was moved and seconded to award the contract for Liquid Chlorine
to Whittaker. Corporation of Merrimack New Hampshire in the amount
of $8 ,900.00. When questioned by Mr . Fallon the Superintendent
stated the department recommended the award be made to Whittaker
Corporation as the Department hes had very favorable experience
with the parent company, New England Chemical and Fields Point
Chemical has been the apparent low bidder has been bought up by
a firm in Vermont and experience has proven they use faulty con-
tainers from time to time. A vote was taken 4:0 in favor of award-
ing the contract to Whittaker Corporation in the amount of $22. 25 per
hundred pounds with an upset limit of $8 ,900.00.

' It was moved and seconded to award the contract for sodium hypo-
chlorite to Whittaker Corporation of Merrimack, New Hampshire in
the amount of $6 ,640.00 or 0.415/gal . Mrs. Wood stated she would
prefer to see the award be made to Crystal Chemical the present
supplier with whom past experience has been favorable, they are a
Massachusetts corporation based in Wakefield w adjacent town which
would seem to facilitate delivery and their bid is only $60.00
higher. The Chairman asked for a vote. It was voted 3:1 in favor
of awarding to Whittaker Corporation.
Bids were received at 3:00 P .M. on May 22, 1980 for Ferric
Chloride, as follows:

' New Hampshire at their bid price of $11.32/100# for an estimated
total of $49,465. 12.
Bids were received at 3:00 P .M. on May 22, 1980 for Caustic
Soda, as follows:
