' Meeting of the Board of Public Works convened in Room 17,
Community Center at 7:30 P . M.
Present were Chairman Cowell, Secretary Wood , Board Members
DeHart , Fallon, Barker and Superintendent Louanis .
It was moved, seconded and voted 5:0 to accept the minutes
of the meeting of June 9, 1980 as corrected.
It was moved, seconded and voted 5:0 to place "The average
person uses 60 gallons of water daily . Water saving habits can
reduce that by at least 20%," as a water conservation message on
the July 1, 1980 water bills .
It was moved , seconded and voted 5:0 to sign the sewer lateral
supplemental commitment letter dated June 16, 1980.
Secretary Wood read a notice of public hearing concerning the
walkway easement off Riverside Drive at 7:45 P .M. Approximately
20 residents attended the hearing. Following a brief status re-
port by the developer and a statement of information received from
Town Counsel given by the Superintendent , a lengthy discussion en-
sued . The residents were unhappy about the lack of support in their
requests to the Reading Police Department and the abutter ' s harass-
ment they received when attempting to use the walkway. The resi-
dents requested :
a) That the town widen the gap in the fence for safer
access to the park;
b) That the obstructions placed by the abutters in the
walkway be removed
c) That the walkway be leveled off and well graded
d) That the walkway location be delineated.
The developer agreed, if given permission from the Conserva-
tion Commission, to remove and relocate a tree that was planted
within the easement , grade off and gravel the walkway, and place
stakes along the limits of the easement . It was moved, seconded and
voted 5:0 to close the hearing .
The Board adjourned temporarily at 9: 20 P .M. and following a
meeting as the Board of Survey reconvened at 9 :40 P .M.
Following discussion on a request for an abatement for Plat
195, Lot 1 it was moved and seconded to table the subject matter.
The motion to table lost by a vote of 2 in favor, 3 opposed. It
was moved, seconded and voted 3:2 to grant the requested abate- '
ment in the amount of $624.93 ($571 .36 principal and $53.57 committed
interest) .
Following discussion it was moved , seconded and voted 5:0 to
grant permission to construct a permanent sidewalk subject to an
agreement dated June 11, 1980 with the stipulation that the Super-
intendent shall perform the required inspection of the construction.
It was moved, seconded and voted 5 :0 to award the contract for
Loam Borrow to Domenic Zanni Sons, Inc . in the amount of $8, 175.00.
It was moved, seconded and voted 5 :0 to award the bid for Cold
Water Meters to Ti-Seles , Inc. in the amount of $5 ,015.00.
It was moved, seconded and voted 5 :0 to award the contract for
bituminous materials (at plant) to Heffron Asphalt Corporation in
the amount of $640250.00 .
It was moved, seconded and voted 5 :0 toaward the contract for
Sand, Gravel and Stone to J . J . Cronin Co . in the amount of $33,934.00.
It was moved, seconded and voted 5 :0 to award the bid for Copper
Tubing and Curb Boxes to Eureka Cement Lined Pipe Co . , Inc. in the '
amount of $11, 342.50.
It was moved, seconded and voted 5:0 +0 to award Contract 80-8
to J. Tropeano and Sons subject to their procurement of the required
payment and performance bonds.
It was moved, seconded and voted to close Franklin Street from
Main Street to Grove Street beginning Monday, June 23, 1980 and
effective until the construction work is complete.
Following discussion, it was moved, seconded and voted 4: 1 to
revise the Rules and Regulations for the Use of the Sanitary Land-
fill be deleting the present No . 9 and substituting the following:
"The Sanitary Landfill Area will be open to commercial .
rubbish disposal haulers and commercial establishments Mondays, -
Wednesdays and Fridays 8 :00 A.M. to 12:00 N and 1:00 P.M. to .4:00
P.M. except for legal holidays." On the weeks involving legal
holidays falling. on Monday , the Sanitary Landfill Area will be open
to commercial rubbish disposal haulers and commercial establishments
Tuesday, Wednesdays, and Fridays .8 :00 A.M. to 12:00 Noon and 1:00
P .M. to 4:00 P.M. except for legal holidays. "
It was moved, seconded and voted 5 :0 to grant permission to '
area residents to block off Lisa Lane and Randall Road from 12:00
Noon until 8 :00 P .M. on June 21, 1980 subject to the normal require-
ments.
The Board signed the Payroll for the period ending June 13, 1980
and the Bill Roll dated June 20, 1980.
The meeting adjourned at 11:15 P.M.
