HomeMy WebLinkAbout1980-01-28 Board of Public Works Minutes January 28, 1980 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:30 P. M. Present were Acting Chairman Cowell , Board Members DeHart, Wood and Fallon, Superintendent Louanis, Assistant Superintendent McIntire, Finance Committee Member Linscott and Town Meeting Mem- ber Douglas Barker. It was moved, seconded and voted to table the minutes of the meeting of January 14, 1980. It was moved, seconded and voted to approve the minutes of the meeting of January 17. It was also moved, seconded and voted to approve the minutes of the Executive Session of January 17th. It was moved, seconded and voted to approve the minutes of the meeting of January 19th. It was moved, seconded and voted to approve the minutes of January 21 , 1980. Following a meeting as the Board of Survey the Board recon- vened at 7:45 P.M. Mr. DeHart read Notice of Public Hearing regarding the chang- ing of the name of Cumberland Road Extension. Two abutters attended the Hearing. Superintendent Louanis outlined the basic principal involved in numbering buildings as follows: number are assigned to properties from south to north and east to west with the even numbers on the left and odd numbers on the right. Originally, Cumberland Road started at Melbourne Avenue running northerly into Victoria Avenue, with the numbers starting at Melbourne. The ex- tension of Cumberland Road southerly off Melbourne Avenue to Summer Avenue created a numbering problem and therefore it appeared the better way to resolve the problem was to rename the portion of Cumberland Road southerly of Melbourne. Several suggestions were received, as follows: Morand Avenue, Bittersweet Road, Amberwood Road, Pussywillow Road, Pheasant Run Road, Strafford Drive, Buck- ingham Drive and Elizabeth Road. Following a short discussion and ' input from the abutters it was moved, seconded and voted to rename Cumberland Road Extension, Buckingham Drive. The Superintendent was instructed to notify the other departments within the Town concerned with the change in name. Mr. DeHart read Notice of Public Hearing regarding a Petition of lthe New England Telephone and Telegraph Company and the Town of Reading Municipal Light Department to install one pole at the , corner of Main and Mill Streets approximately five feet north- westerly of the state highway. Mr. Paul Carson represented the Municipal Light Department and stated that if permission is granted to install the new pole it will enable the Light Department to do away with a second property crossing. There are lights on the existing poles and Mr. Carson assumed one would be placed on the proposed pole. It was moved, seconded and voted to close the Hearing. It was moved and seconded to grant permission to the New England Telephone and Telegraph Company and the Reading Muni- cipal Light Department to install pole 62/1 at the proposed loca- tion with the recommendation that a light be placed on the pole. The vote was 4-0 in favor of the motion. The Board accepted as a point of information letter from the Massachusetts Department of Environmental Quality Engineering stating that Thomas F. Doucette has been appointed as Director of a program to assist local communities in the construction of drinking water filtration plants. Seminars for the dissemination of information concerning the Water Supply Construction Grants Program will be held at various locations during March and April . Further information will be supplied during February. Assistant Superintendent McIntire reviewed the Water Depart- ment Budget account by account with the Board. During the review it was suggested that the Department investigate an alternate method of heating the garage and pumping station facilities to see if it would be possible to lower expenses. Acting Chairman Cowell suggested the Board take the budget as prepared by the Department, view it in depth and be prepared to suggest a way or ways by which it would be possible to roll back the total budget by the sum of $15,000.00. The Board signed the Pay Roll for the period ending January 25 and the Bill Roll dated February 1 , 1980. Meeting adjourned at 10: 30 P.M. Rpect ully s bmitte Secretary
