Meeting of the Board of Public Works convened at 7:38 P. M.
in Room 16, Municipal Building.
Present were Chairman Price, Secretary Cowell , Board Members
Wood and Fallon, Superintendent Louanis, Assistant Superintendent
Bergeron and Mr. Linscott of the Finance Committee.
Mr. Price reported to the Board that the proposed draft letter
by Weston and Sampson to the E.P.A. is being reviewed by Town Counsel
and Mr. Cohen has promised to have his comments and/or a revised
draft ready for the Board on Monday, January 14, 1980. It was
accepted as a point of information.
Mr. Price requested that the Board go into Executive Session
for the purpose of discussing labor negotiations to return to open
session. The Board was polled as follows:

Mr. Price - In favor
The Board reconvened in open session at 8:00 P. M. and began
a review of the Public Works Budget starting with the Highway Main-
tenance Budget. Mr. Bergeron made a presentation to the Board out-
lining the major items under consideration: Temporary Patch, Chip
Seal , Bituminous Concrete Overlay, Street Sweeping; Roadway Recon-
struction and General Highway Maintenance. A lengthy discussion
ensued centering around the reconstruction of roadway needs of the
Town.
The next item considered was Sidewalk Construction and Main-
tenance which has been increased over last year to deal with the
State mandated wheel chair ramp construction in addition to normal
maintenance of the Towns deteriorating sidewalks. A review of the
Parking Area Budget showed a substantial increase to deal with the
need of additional drainage and surface repaving of Parking Area #2.
Storm Drainage Maintenance Budget review indicated a substan-
tial increase over last year to deal with repairs to inlet and out-
let structure maintenance and the normal level of effort to maintain
the Town' s drainage system including such things as catch basin
cleaning and ditch cleaning.
A review of the Drainage Construction Budget indicates a
substantial increase to raise the level of funding to that ,
recommended in the Capital Budget. Streets being considered for
work are: Franklin Street, Pearl Street, Mark Avenue, Longfellow
Road and Lakeview Avenue.
Assistant Superintendent McIntire joined the meeting at 9: 30
P.M.
The Equipment Maintenance Budget was presented by Assistant
Superintendent McIntire who pointed out that the proposed funding
is for the same level of effort as FY-80 and items such as gas and
oil have been increased due to cost and an additional request is
being made for a gasoline analyser as is required for sticker in-
spection.
It was moved, seconded and voted to adjourn at 10:20 P.M.
