Meeting of the Board of Public Works convened at 7: 30 P. M.
in Room 16, Municipal Building.
Present were Chairman Price, Secretary Cowell , Board Members
Testa, DeHart and Wood and Superintendent Louanis.
The Board read minutes of the meeting of November 19th and
following a short discussion Mr. Cowell moved, it was seconded
and voted to accept the minutes as corrected.
Mr. Price read letter from Douglas L. Barker, 36 Forest
Street indicating his desire to be considered for the position
soon to be vacant on the Board, also memorandum from Town Clerk
Larry Drew indicating two other possible candidates Barry L.
Mitchell and James Terrilli . The Superintendent was instructed
to write them and invite them to a meeting on December 10, 1979.
Chairman Price requested that Superintendent Louanis direct
a letter to Raymond Cryan regarding the condition at the end of
Margaret Road advising him when the proposed barrier will be con-
structed.
The Board read memorandum from Tyler and Reynolds regarding
recording the sewer assessments. After considerable discussion
it was agreed the Board would not change its procedure for plac-
ing sewer assessments. It was moved, seconded and voted to accept
the memorandum as a point of information with instructions to the
Superintendent to forward it to the Selectmen pointing out in
particular the Selectmen ' s responsibility for setting the inter-
est rate.
Chairman Price read letter from the League of Women Voters
relative to their concerns pertinent to the quality of Reading' s
water supply. They plan to hold meetings to discuss this subject
and the Board will be represented as follows:

The Board read News letter from the U. S. Department of Labor
released on October 26, 1979 concerning the Boston Consumer Price
Index. It was accepted as a point of information.
Copy of legislation under Chapter 734 of the Commonwealth of
Massachusetts authorizing the Town of Reading to construct an
interceptor sewer in the Town of Reading and the City of Woburn, ,
to enter into agreements with the City of Woburn with respect to
sewerage and to borrow money to finance such construction was
accepted as a point of information.
The Board adjourned temporarily to meet as the Board of
Survey and reconvened at 8:30 P.M.
It was moved and seconded to go into Executive Session for
the purpose of discussing a possible law suit against the Town
and to reconvene in open session at 9:00 P.M. to meet with Mr.
David Blake of the firm of Weston and Sampson Engineers, Inc.

The Board reconvened at 9:09 P.M. following a five minute recess
and met with Mr. David Blake and Mr. Leo Peters, Vice Presidents
of the firm of Weston and Sampson Engineers, Inc. Chairman Price ,
introduced the Board and recognized Mr. Blake who questioned when
his firm could expect to be paid according to their invoiced amount.
A lengthy discussion ensued concerning the interceptor sewer and
the street sewer project in which the costs would be borne as
follows:

Mr. Blake indicated that the project was essentially complete
November 30, 1978 and the E.P.A. letter of November 8, 1979 now
approves a total cost of $142,000 and eligible costs of $130,000
and also allows 200 manhours (post November 30, 1978) resulting
in a total cost of $7,500 or $6,000 in eligible costs. However,
Weston and Sampson Engineers, Inc. had costs of but $1 ,786.57 in
this area. Superintendent Louanis ' memorandum and recommendation
to the Board concerning payment to the engineering firm is attached
hereto. Mr. Blake stated the total amount outstanding and due his '
firm is $46,416.96. Since the State has not given its approval
of the eligible costs the Board questioned whether Weston and

Sampson Engineers, Inc. would be willing to accept a payment based
on the following figures:

Mr. Blake and Mr. Peters were in accord that they would like to
receive the total payment but would accept the $20,222. 19, some-
thing less than half, as part payment. It was agreed further
that Mr. Price, Superintendent Louanis and Mr. Blake would meet
with Mr. DePalma and possibly Mr. Peterson of the E.P.A. when an
' appointment could be set up. Mr. Cowell moved, Mr. Testa seconded
and it was voted unanimously that a payment be processed on the
next bill roll to Weston and Sampson Engineers, Inc. for engineer-
ing services regarding Project C-250401-01 in accordance with the
E.P.A. letter of November 8, 1979 as a partial payment in the a-
mount of $20,222. 19.
Mr. Price agreed to make arrangements for a meeting as soon
as possible and suggested that the Town and Weston and Sampson
representatives go to the meeting with a united front since it
was in the best interest of both parties and that he would make an
effort to bring some political pressure either from Senator Edward
Kennedys or Congressman Markey ' s office. Mr. Blake and Mr. Peters
were very much in agreement with this proposal .
It was moved, seconded and voted to table action on future
planning concerning Reading ' s solid waste problem until the next
meeting.
The Board signed the Pay Roll for the period ending November
23d and the Bill Roll dated November 30, 1979•
It was moved and seconded to go into Executive Session at
' 10:40 P.M. for the purpose of dicussing matters of personnel not
to reconvene in open session. Roll call vote was taken as follows:
