Meeting of the Board of Public Works convened in Room 131 ,
i3 Reading Memorial High School at 7:00 P.M.
Present were Chairman Price, Secretary Cowell , Board Members
DeHart and Wood and Superintendent Louanis.
Mr. Cowell moved, Mr. DeHart seconded and it was voted to
table action on the minutes of November 5, 1979.
The Board met with Henry Fienemann regarding his request for
a sewer frontage abatement on property he had recently purchased
located on the easterly side of Main Street near Brentwood Drive.
Mr. Fienemann informed the Board it had been the intention of the
Reading Conservation Commission to buy the land in question at the
public auction held by the Town Treasurer but the cost of the land
was more than the Conservation Commission had available therefore
they were unable to bid on the property. He, as a private citizen,
bid on and purchased the property and it was his intention to make
the property available to the Reading Land Trust a non-profit organ-
ization in the process of being established to buy up wetlands and
lands that may protect wetlands as they become available. The
land will then be made available for the citizens of the Town of
Reading for their use. The land in question is wetland not suit-
able for building and therefore the sewer does not provide a better-
ment to the property and Mr. Fienemann requests the Board abate the
assessment. Mr. Price indicated that he felt the Board would be
receptive to Mr. Fienemann' s request once the Reading Land Trust
had been established and evidence could be presented to the Board
showing its purpose and intention. Mr. Cowell moved, Mr. DeHart
seconded and it was voted to table action on Mr. Fienemann' s re-
quest until the Reading Land Trust was established.
The Board reviewed letter from NESWC concerning the status of
the NESWC project and it was accepted as a point of information.
It was moved, seconded and voted to sign commitment letter
to the Tax Collector for sewer house connection in the amount of
' $323.40 and to assess betterments accordingly.
The Board signed Memorandum of Agreement in the amount of
$49,728.00 ($24,864. for FY-80 and $24,864.00 for FY-81 ) for the
reconstruction or improvement of Salem Street, Lowell Street, Woburn
Street and/or any other Town Road approved by the Board of Public
Works and the Commonwealth of Massachusetts Department of Public
Works.
The Board. signed the Pay Roll for the period ending November
9th and the Bill Roll dated November 16, 1979•

the Town of Reading, in compliance with the provisions
of the General Laws, Chapter 80, as amended by Chapter
63 of the Acts of 1933, hereby certify that the lists
herewith contain the names of persons against whom we
have made betterment assessments together with the
location of the land benefited by the improvement and
the nature and amount of such betterment assessment.
