Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P. M.
Present were Chairman Price, Secretary Cowell , Board Mem-
bers DeHart and Wood, Superintendent Louanis and Assistant
Superintendent McIntire.
Mr. Cowell moved, Mr. DeHart seconded and it was voted to
approve the minutes of the meeting of October 29, 1979 as
written.
The Board reviewed the Motion under Article 11 of the Nov-
ember 1979 Town Meeting. The Motion was accepted by the Board
as written.
Article 12 regarding the contract with N.E.S.W.C. was dis-
cussed. Mrs. Wood requested that a portion of the second page of
the report of this article read, "type of disposal because the
present available contract with N.E.S.W.C. is one-sided. It
' places too much burden on the Town of Reading with no guarantee
that. . . . .". Also that reference to Ted Cohen on page 2, be changed
to Attorney Cohen. The report was accepted with the above changes.
The Board requested that slides be used for the presentation
of Article 13 - Control of Gypsy Moths and instructed Superinten-
dent Louanis to contact Mr. Bruce Morang of the Reading Chronicle
to obtain them. Mr. Louanis informed the Board that Mr. Irving
Dickey, Superintendent of Insect and Pest Control had received a
call from a Reading resident requesting that an alternate chemical
(other than Sevin) be used. Mr. Dickey feels that the alternate
chemical is less effective and 3-5 times more costly. Mr. Dickey
will have information pertaining to this for Superintendent Louanis
prior to Town Meeting.
Chairman Price welcomed the Conservation Commission to the
Board meeting to discuss their Article 14. Mrs. Anderson re-
viewed the Article with the Board and explained the reason for
their proposal . The major point being that they are requesting
home rule on their decision regarding the protection of the environ-
ment. At the present time the Reading Conservation Commission re-
views all proposals and makes the decision which is finalized by
an Order of Conditions. If their decision is not accepted the
individual may appeal to the D.E.Q.E. who draws up a different
order of conditions if they feel it is necessary. If the Town
of Reading Conservation Commission and/or the individual do not
accept the revised order of conditions they may appeal to the
Superior Court. It has been the practice of some individuals
to submit a completely different set of plans to the D.E.Q.E.
than were submitted to the Conservation Commission and D.E.Q.E.
often makes a determination taking into accourt the affect the
proposal will have on the State rather than its affect on the
Town of Reading. The proposal of the Conservation Commission
will not in effect eliminate an appeal to the D.E.Q.E. but the
individual will still have an appeal to the Superior Court.
After a lengthy and informative discussion the Board voted to
support Article 14.
The Board reviewed the letter from Browning Ferris Industries
Inc. regarding roadside pickup of unlimited quantities of rubbish.
B.F. I. estimated a total' cost of $31 ,200 to perform this additional
work. The Board discussed in detail the effect of this additional ,
service and Mr. Cowell moved to postpone further discussion at the
present time until the budget for FY-81 is considered. This was
seconded and voted.
The Board reviewed the proposed contract with Camp, Dresser
and McKee. Chairman Price was very concerned that there were
monetary figures left blank in the contract. The Board felt
that the main consideration in awarding the contract to Camp,
Dresser and McKee was the total cost of the contract. Although
Camp, Dresser and McKee has given a range of cost the low end of
this figure was less than that of Weston and Sampson and felt that
the figures to be included in the contract should reflect this low
bid. The Board instructed the Superintendent to insert a figure
of $24,000 under Phase I and $145,000 under Phase II . Mr. Cowell
moved that the Superintendent be instructed to send the contract
to Camp, Dresser and McKee with the proposed changes after it was
reviewed and accepted by Town Counsel . It was seconded and voted
to do so. ,
Bids were received on November 1 , 1979 for Repair and Re-
placement of Overhead Garage doors. Mr. Cowell moved that con-
tract 79-24 be awarded to Valco Company, Inc. of Needham, Ma.
the only bidder for $13,527. with the stipulation that the contractor
secure the appropriate bond and have adequate liability insurance.
It was seconded and voted.
Chairman Price reviewed bill for legal services from Town
Counsel for the month of September - 21 .6 hours at a total cost
of $972.00. The contents of this bill were discussed by the
Board and Mr. Cowell moved, it was seconded and voted to approve
the bill in the amount of $972.00 for the month of September and
notify the Board of Selectmen of the Board' s vote.
The Board signed the Pay Roll for the period ending November
9th, 1979 and the Bill Roll dated November 16, 1979.
Mr. Cowell moved, it was seconded and voted to adjourn at
11 :05 P.M.
