A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:32 P .M. Present were Secretary Wood, Board
Members DeHart , Fallon and Barker and Superintendent E. Roger Louanis
and Assistant Superintendent William Bergeron .
Secretary Wood took over for Chairman Cowell in his absence .
It was moved , seconded and voted 3:0: 1 to accept the minutes of
the meeting of July 13 as amended .
It was moved , seconded and voted 3:0: 1 to accept the minutes of
the meeting of the Board of Survey of July 13 as written.
Chairman Cowell joined the meeting at 7:40 P .M.
It was moved, seconded and voted 4 :0:1 to accept the minutes of
the Executive Session meeting of July 13 as written and that they
remain in private privy .
Mr . Fallon moved that the letter from the North East Solid Waste
Committee be accepted as a point of information and the boards represen-
tative for the North East Solid Waste Committee will attend the
meeting . It was seconded and voted 5 :0 .
Chairman Cowell suggested that the Board accept Mr . C .M. Hutt ' s
letter of July 13, 1981 and advise him that since the tree is on his
property, not on Town property, that the Town is unable to accomodate
his request for removal of the tree .
The Board temporarily adjourned at 7:45 PM to meet as the Board
of Survey .
The meeting reconvened at 7:50 P .M.
Mr . Steve Martin of Camp, Dresser & McKee discussed the results of
the bids of the Water Treatment Plant . He stated there was not a
clear-cut low bidder . There was general discussion regarding the
bidders , and the Board asked several questions of Mr . Martin .
Mr . Martin also stated that Camp , Dresser & McKee has not yet
received the letter from D.E .O.E . granting approval of the
project, but expects the letter shortly . The D.E .q .E . has assured
Mr . Martin that they will be requiring the emergency generator
(Alternate I ) . There was general discussion regarding this item.
It was the general concensus of the Board that if D .E .q.E . requires
the emergency generator (Alternate I ) the contract should be awarded
to include the base bid plus Alternate I . Mrs. Wood asked that
the Superintendent check all references (construction and financial)
of all sub-bidders for electrical and plumbing work .
Mrs. Wood moved to table the request of Mr . Robert E . Hutcheson
of 69 Sturges Road to tie into the storm drain at the rear corner ,
of his lot until more engineering information is available . Mr.
DeHart seconded the motion .
Mr . Fallon moved to amend Mrs. Woods motion to state that
we grant approval subject to the Department ' s approval of the
design and construction . Mr . Barker seconded and it was voted
5 :0.
The Board temporarily adjourned at 8 :45 P .M. to meet as the
Board of Survey .
The meeting reconvened at 9:42 P .M.
The Board signed the letter to C.F . Mistretta of the
Massachusetts Department of Public Works, certifying that
$1 ,385 ,494 .00 will be incurred as the actual cost during FY '82
for construction , maintenance and policing of streets and roads ,
in accordance with Chapter 81 , Section 31 , as amended by
Minutes Continued July 27, 1981
Section 14 , Chapter 497 of the Acts of 1971 .
Mrs. Wood moved that the Board approve Town Counsel Bills for
June in the amount of $616.50. Mr . DeHart seconded and it was
voted 5:0 .
Mrs . Wood moved that Contract No. 61-2 - "Inspection and Sealing
of Sanitary Sewer Mains" be awarded to Commercial Pipe Cleaning
Company in the amount of $9, 795 .00 contingent upon procurement of
the required bonds and insurance . The appropriated amount is
$17 ,521 .00. Mr . DeHart seconded and it was voted 5 :0.
Mrs . Wood moved that the Board award Contract No. 81-16 "Traffic
Line and Crosswalk Painting" be awarded to Traffic Markings , Inc . in
the amount of $2 ,230.00 subject to the procurement of required bonds
' and insurance . Mr . DeHart seconded and it was voted 5:0.
The Superintendent reported to the Board that the condition of
the Mineral Street bridge had reached the point , in his opinion, that
it was unsafe for vehicular traffic. At this point in time, the
bridge is open to one-way traffic, however , motorists continue to
enter the bridge from either end, setting up the potential for a
head-on collision . A partial inspection of the bridge has been made
by the State and consulting engineers, Fay, Spofford & Thorndike.
The investigation is not complete at this time , due to the fact that
they must have flagmen from the B&M prior to getting under the bridge
and investigating the subflooring and stringers. Once this has been
completed , a report will be forwarded to the State for evaluation and
' the bridge will be put on a priority list with other problem bridges
in the State. At this point in time , there is no way of knowing how
long the inspection will take or where the Mineral Street
Bridge will appear on the priority list . In any event , repairs
to the bridge will be costly and if the State takes over the
maintenance of the bridge it will be a cost savings to the Town .
The Superintendent recommended the bridge be closed to vehicular
traffic and remain open to pedestrian traffic . A short
discussion ensued relative to the condition and safety of the
bridge . Mrs . Wood moved that the bridge be closed to vehicular
traffic and remain open for pedestrian traffic . It was seconded
and voted 5 :0 .
At 10:40 P.M. Mrs. Wood moved to go into Executive Session
not to reconvene in open session . Mr . Cowell polled the Board as
follows:
