iMeeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:35 P.M.
Present were Secretary Wood, Board Members DeHart, Fallon
and Barker, and Superintendent E. Roger Louanis and Assistant
Superintendent Bergeron.
Secretary Wood assumed the position of Chairman of the Board
in the absence of Chairman Cowell .
Mr. Barker read the notice of a Public Hearing re: New England
Telephone E Telegraph and Reading Municipal Light Department. The
proposed location of a pole on the Northwesterly side of Shackford
Road. Mr. Cooley representing the New England Telephone Company,
explained the proposed location to the Board. It was moved,
seconded and voted 4:0 that the Board grant permission to the New
England Telephone and Telegraph Company and the Reading Municipal
Light Department to install a pole, as follows:
Location: Shackford Road - Northwesterly side, place
one ( 1 ) pole. Pole 112/3 .
It was moved, seconded and voted 4:0 that the Board sign
commitment letter, in compliance with the provisions of the General
Laws, Chapter 80, as amended by Chapter 63 of the Acts of 1933,
for 70% and 100,04 sewer laterals in the total amount of $643.40 to the
Tax Collector as provided by law.
Chairman Cowell arrived at 7:40 P.M.
It was moved, seconded and voted 5:0 to accept the minutes of
1, the meeting of the Board of Public Works of June 22 as amended.
The Board reviewed various bids for materials and award
contracts as follows:
Mrs. Wood moved that the contract for "Cement Lined Ductile
Iron Pipe" be awarded to Eureka Cement Lined Pipe Co. , Inc. ,
45 Collins Street., Lynn, MA. 01901 , in an amount not to exceed
$19,472.00 as per their bid dated May 18, 1981 . Mr. DeHart
seconded. Mr. Fallon moved to amend the motion and asked that
the contract be awarded to Atlantic States Cast Iron Pipe Co. ,
34 Scanlon Drive, Randolph, MA. 02368 in an amount not to exceed
$19,234.00. Mr. DeHart seconded. Mr. Fallon felt the Department
should contact Atlantic States Cast Iron Pipe Co. to see if their
prices have gone up, because their letter dated May 20, 1981 states
that "prices quoted herein are for acceptance within twenty-one
(21 ) days". Mr. Barker moved that if Atlantic States Cast Iron
Pipe Co. , can not supply at their quoted price, we will buy ,
from Eureka Cement Lined Pipe Co. , Inc. The amendment to the main
motion was voted and passed 3: 1 : 1 .
Chairman Cowell expressed concern about the low bidder for
Brick, Cement E Block, East Watertown Cement, in that we have not
done business with them in the past and perhaps they are a new
company in the market. Superintendent Louanis stated there should
be no problem because if the Department finds a problem with their
material , we would not have to accept it. Mrs. Wood moved that
the contract for Brick, Cement and Block be awarded to East Water-
town Cement Block Co. , Inc. , 213 Arlington Street, Watertown, MA.
02172 in an amount not to exceed $4,924.00 as per their bid dated
June 10, 1981 . It was seconded and passed 5:0.

Mrs. Wood moved that the contract for Cement Concrete Pipe be

awarded to New England Concrete Pipe Corporation, 99 Needham Street,
Newton Upper Falls, MA. 02164, in an amount not to exceed $2,006.00
as per their bid dated June 5, 1981 . Mr. DeHart seconded and it was
voted 5:0.
Mrs. Wood moved that the contract for Bituminous Materials be
awarded to Heffner Asphalt Corp. , Rte. 62, No. Wilmington, MA, in
an amount not to exceed $63,380.00. Mr. DeHart seconded the motion.
Mr. Fallon moved that an amendment to the motion be made and the
contract be awarded to Trimount Bituminous Products Co. , 1840-1850
Parkway, Everett, MA. 02149 in an amount not to exceed $58,515.20.
Superintendent Louanis recommended to the Board that the Board
' reject the bids and rebid the contract.
Mr. Barker made an amendment to the main motion and moved that
the bids be rejected and rebid in accordance with the Superintendent ' s
suggestion. The amendment was seconded and voted 4: 1 .
The Board discussed a Summary of B.P.W. Appropriations for FY81 .
There was general discussion and Superintendent Louanis pointed out
that approximately $106,934.50 will go back to the Town of Reading
to help ease its financial crisis.
Chairman Cowell next read the letter from the Reading Royal
Riders 4-H Group, requesting the use of Batchelder Field on Sunday,
July 19, 1981 from 8:00 A.M. to approximately 6:00 P.M. for the
purpose of holding their annual Horse Show. Mrs. Wood moved that the
' Board grant permission to the Reading Royal Riders 4-H Group to use
Batchelder Field on Sunday, July 19, 1981 from 8:00 AM to approximately
6:00 P.M. for the purpose of holding their annual Horse Show,
with the usual stipulations:
1 . No alcoholic beverages consumed on public property.
2. Proper police and insurance protection be obtained.
3• The area be broom-clean at the conclusion of the event,
as well as proper policing of traffic in the area on that day.
Mr. DeHart seconded and it was voted 5:0.
The Board discussed a letter from the Metropolitan Area
Planning Council inviting the Board of Public Works to attend a
meeting on July 1 , 1981 at 7 :30 P.M. at the Selectmen ' s Office,
16 Lowell Street, Reading, MA. to discuss a feasibility study to
evaluate the reuse potential of the Reading Sanitary Landfill .
All members of the Board, except for Mr. Barker and Mr. Fallon
plan to attend.
Regarding Old and New Business, Superintendent Louanis ,
advised the Board that we still have not received the letter from
D.E .Q.E . Camp, Dresser & McKee has indicated that Jerry McCall
was to send us the letter by Friday of last week. He understands
the approval will be forthcoming. Approximately 40 Plans and
Specifications have been taken from Camp, Dresser & McKee.
Regarding New Business, Chairman Cowell suggested that the
Board write a letter to the Chronicle thanking them for publishing
the Rules and Regulations regarding the Sanitary Landfill , Rubbish
Collection and the use of the Recycling Center, at no cost to the
Town. It was the feeling of the Board they should do so.

Mrs. Wood moved that the Board go into Executive Session to
reconvene as the Board of Survey and the Board was polled as
follows:

The Board signed the following:
Billroll for the period ending June 26th.
Payroll for the period ending June 26th.
The meeting adjourned at 8:55 P.M.
